Palamu Tiger Reserve

Why in News? 

Officials in Jharkhand are bringing back the tiger of Palamu Tiger Reserve (PTR) that wandered into the Dalma Wildlife Sanctuary in Jharkhand and West Bengal’s Purulia. 

 Key Points 

  • Proposal for Relocation: 
    • PTR officials have prepared a proposal for relocating the tiger and sent it to the National Tiger Conservation Authority (NTCA). 
    • Upon receiving approval, the tiger will be tranquilized and brought back to the PTR area. 
    • A team from the Wildlife Institute in Delhi will be present to oversee the relocation process. 
  • Threat to Villages: 
    • Since leaving PTR, the tiger has terrorized villagers in Jamshedpur and Purulia by preying on cattle. 
    • The presence of the tiger has caused fear among residents of 86 villages surrounding Dalma Wildlife Sanctuary. 
  • Challenges and Concerns: 
    • The tiger, currently trapped in Dalma Wildlife Sanctuary, is starving and struggling to navigate the unfamiliar forest. 
    • The region’s hilly terrain and dense human population make the situation more complex. 
    • Experts fear that prolonged isolation and lack of food may lead the tiger into depression, prompting the forest department to take measures for its well-being. 

 National Tiger Conservation Authority(NTCA) 

  • NTCA is a statutory body under the Ministry of Environment, Forests and Climate Change. 
  • It was established in 2005 following the recommendations of the Tiger Task Force. 
  • It was constituted under enabling provisions of the Wildlife (Protection) Act, 1972, as amended in 2006, for strengthening tiger conservation, as per powers and functions assigned to it. 

 Dalma Wildlife Sanctuary 

  • Dalma Wildlife Sanctuary (Shelter) located in Jamshedpur is famous for elephants. Apart from this, barking deer, sloth bear and various reptile species are notable among other fauna found here. 
  • This wildlife sanctuary with an area of 193.22 sq km is located in the catchment area of the Subarnarekha river. 
  • It consists mainly of dry mixed deciduous forests with some dry peninsular sals. The main tree species here include Terminalia, Jamun, Dhaura, Kendu, Karam etc. 
  • Eco-sensitive areas are the areas within 10 km around protected areas, national parks and wildlife sanctuaries which are notified under the Environment Protection Act, 1986. 

 Palamu Tiger Reserve (PTR) 

  • Palamu Tiger Reserve was established in 1974 under Project Tiger. 
  • It is the first such sanctuary in the world, where tiger census was done on the basis of footprint count. 
  • 'Betla National Park' is situated in 226.32 sq km within the Palamu Tiger Reserve, spread over a total area of 1130 sq km in Latehar district of Jharkhand.

Why in News? 

The Punjab and Haryana High Court postponed the hearing on Member of Parliament (MP) Amritpal Singh’s petition, which sought permission to attend Parliament. 

 Key Points 

  • Legal Argument on Absence: 
    • Amritpal Singh’s counsel argued that he had already been absent for 46 days from the date of filing the petition. 
    • As per Article 101(4) of the Constitution, a parliamentary seat may be declared vacant if a member is absent for more than 60 days without permission. 
    • It was emphasized that only six days remained before reaching this threshold, after which his membership could be terminated. 
  • Background of the Case: 
    • Amritpal Singh, MP from the Khadoor Sahib constituency, initially moved the court in January 2025. 
    • He sought permission to attend Parliament and meet Union ministers to discuss development issues in his constituency. 
    • His plea argued that, as an elected MP representing over 19 lakh people, he should be allowed to fulfill his parliamentary duties. 

 Article 101(4) 

  • Key Provisions: 
    • An MP’s seat may be declared vacant if they are absent from the House for 60 consecutive days without permission. 
    • The counting of days excludes periods when Parliament is not in session. 
    • The Speaker (Lok Sabha) or Chairman (Rajya Sabha) decides on the disqualification. 
  • Objective: 
    • Ensures active participation of MPs in legislative proceedings. 
    • Prevents neglect of parliamentary responsibilities by elected representatives. 
    • Upholds the principle of accountability in a democracy. 
  • Exceptions and Special Cases: 
    • MPs can apply for leave of absence due to valid reasons such as illness, detention, or unavoidable circumstances. 
    • If the House grants permission, the MP retains their seat. 
    • In cases of legal detention, courts may intervene to allow attendance if required.

Aravalli Jungle Safari

Why in News? 

Haryana Environment, Forest, and Wildlife Minister urged people to pledge to protect endangered wildlife on World Wildlife Day. Efforts for a jungle safari and the Aravalli Green Wall Project were underway to launch the safari on World Wildlife Day. 

 Key Points 

  • Execution of the Safari Project: 
    • Initially, the Tourism Department was responsible for the safari project, but Chief Minister Nayab Singh Saini has now assigned its execution to the Forest and Wildlife Department. 
    • The department is making rapid progress on the project. 
  • Study Visits for Project Planning: 
    • The Minister, along with department officials, visited the Gorewada Wildlife Safari in Nagpur (Maharashtra) and the Vantara Project in Jamnagar (Gujarat) to study best practices. 
    • Efforts are underway to ensure that Prime Minister Narendra Modi inaugurates the proposed safari in the Aravalli region. 
  • Aravalli Green Wall Project: 
    • The project aims to restore over 1.15 million hectares across Haryana, Rajasthan, Gujarat, and Delhi, promoting multi-state cooperation.

New Shops and Establishments Act in Chhattisgarh

Why in News? 

To strengthen the State’s economy, the Chhattisgarh government has implemented the New Shops and Establishments Act, allowing traders to keep their shops open seven days a week and 24 hours a day. 

 Key Points 

  • Objective of the New Policy: 
    • The Chhattisgarh government introduced the new policy to boost trade and create employment opportunities. 
    • Although, the policy does not apply to liquor shops as clarified in the official statement. 
  • Increased Flexibility for Traders: 
    • Previously, shops were required to remain closed one day a week. 
    • Under the new policy, traders can now operate as per their convenience without a mandatory weekly closure. 
  • Worker Welfare Provisions: 
    • Despite the flexibility for traders, each worker must receive a mandatory weekly holiday. 
    • No employee can be required to work more than eight hours a day. 
    • Shop owners must comply with labour welfare schemes to protect workers' rights. 
  • Simplified Registration Process: 
    • The new rules have streamlined shop registration. 
    • Existing registered shops must obtain a Labour Identification Number (LIN) within six months at no extra cost. 
    • Applications submitted after the deadline will incur a fee as per regulations. 

 Labour Identification Number (LIN) 

  • LIN is a unique identification number assigned to establishments covered under various labour laws in India. 
  • It enables centralized record-keeping and tracking of labour-related compliance. 
  • LIN is linked to the Shram Suvidha Portal, a single online platform for managing labour law compliance. 
    • Employers can use LIN to file returns and manage registrations efficiently. 
  • It facilitates compliance with various enforcement bodies, including EPFO (Employees’ Provident Fund Organization), ESIC (Employees’ State Insurance Corporation), and DGMS (Directorate General of Mines Safety). 
    • It streamlines regulatory procedures, reducing the complexity of compliance for businesses.

Nation's First Biopolymer Plant

Why in News?  

On 22 February 2025, the Chief Minister of Uttar Pradesh laid the foundation stone of the nation's first biopolymer plant at Kumbhi in Lakhimpur Kheri district. 

Key Points  

  • About the plant: 
    • This biopolymer plant will be set up by Balrampur Sugar Mills Limited at a cost of Rs 2,850 crore. 
    • It will produce polymers in a biological way which will promote an environmentally friendly industrial revolution. 
  • Objective: 
    • Its main objective is to promote environmental protection by using biopolymers instead of plastic. 
    • This plant will realize the resolve of self-reliant India and environmental protection 
  • Benefit: 
    • The bottles, plates, cups, bags etc. produced by the plant will be completely 'disposable' and will be destroyed in just three months after use. 
    • Using biopolymers instead of plastic will reduce pressure on the environment. 
    • This plant will promote biopolymer production in the country under Make in India. 
    • This will give impetus to trade and investment in the state . 

Make in India Initiative 

  • Introduction:  
    • Launched in 2014, Make in India aims to transform the country into a leading global manufacturing and investment destination. 
    • It is led by the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India. 
    • This initiative is an open invitation to potential investors and partners from across the world to participate in the growth story of 'New India'. 
    • Make in India has achieved significant success in 27 sectors, including strategic areas of manufacturing and services. 
  • Objective: 
    • Attracting foreign investment for new industrialisation and developing the existing industrial base in India to overtake China. 
      • To increase the growth rate of the manufacturing sector to 12-14% per annum. 
      • To create 100 million additional manufacturing jobs by 2022 (revised date 2025)

Ganga Expressway will be connected to Jewar Airport

Why in News?  

The Uttar Pradesh government announced plans to connect the Noida International Airport (NIA) , also known as Jewar Airport , under construction in Noida, with the Ganga Expressway. 

Key Points   

  • About the issue: 
    • To connect Ganga Expressway to Jewar Airport, a new 76 km long link expressway will be built via Bulandshahr . 
    • The government has made a provision of Rs 1000 crore for this project in the budget. 
    • This link expressway will be connected 24 kilometres earlier through Yamuna Expressway. 
    • The estimated cost of this entire project is Rs 4415 crore. 
  • Benefit: 
    • With the construction of this expressway, people of Meerut, Bulandshahr will be able to reach Jewar Airport directly in less time.  
    • This will accelerate business and industrial development. 
    • Better connectivity will also boost the tourism sector, thereby improving the local economy. 

Jewar International Airport 

  • This airport will be the fourth largest international airport in the world and the fifth international airport in Uttar Pradesh . It will be the second international airport in Delhi NCR after Indira Gandhi International Airport (IGI). 
  • Noida Airport is being developed by Zurich Airport International AG . 
  • State of the art MRO (Maintenance, Repair & Overhauling) services will also be available at this airport . The airport has been designed in such a way that operating costs can be kept low and the passenger transfer process can be done quickly.   

Ganga Expressway 

  • Ganga Expressway is the second longest expressway in the country after Mumbai-Nagpur Expressway. 
  • It is an ambitious initiative with an estimated length of 594 kilometres. 
  • Connecting the state from east to west, this expressway will pass through 518 villages in 12 districts, significantly reducing the travel time between Meerut and Prayagraj . 
  • The Ganga Expressway is not just a transport link but a testimony to Uttar Pradesh's expansion to modernise its adventure landscape.

Katarniaghat Wildlife Sanctuary

Why in News?  

Recently, the carcass of a male elephant aged around 45-50 years was found in the dense forests of Katarniaghat Wildlife Sanctuary near the India-Nepal border in Bahraich district of Uttar Pradesh. 

Key Points  

  • Cause of death:  
    • According to the officials the elephant may have died due to a fight between two adult elephants, as footprints and broken trees were found at the spot.  
  • Recent wildlife deaths:  
    • Before this incident, a 12-year-old male tiger and a 7-year-old male leopard had died in the sanctuary.  
    • These incidents are causing serious concerns about the safety of wildlife . 

Katarniaghat Wildlife Sanctuary 

  • Location: 
    • It is located in the Upper Ganga Plain in the Bahraich district of Uttar Pradesh , which naturally sustains a rich and diverse ecosystem . 
    • It is spread over an area of 400.6 square km.  
  • Protection : 
  • Ecological structure : 
    • The area is covered with mixed deciduous forests , comprising sal and teak forests, lush grasslands, numerous swamps and wetlands. 
    • The Girwa River flows through this area , which balances the ecosystem.

Death Anniversary of Bharat Ratna Karpuri Thakur

Why in News? 

Bihar Chief Minister paid floral tribute to the statue of Bharat Ratna Karpuri Thakur on the occasion of his death anniversary in Patna .

    • The Department of Art, Culture and Youth organized an inter-faith prayer, and presented songs, bhajans, kirtans and Nirgun songs based on the life and works of Bharat Ratna Jananayak Karpuri Thakur. 
    • The Chief Minister described Karpuri Thakur as the people's leader of Indian politics. 
  • About Karpoori Thakur: 
    • Karpuri Thakur, popularly known as "Jan Nayak" , was a prominent Indian politician who served as the 11th Chief Minister of Bihar twice from 1970–71 and 1977–79
    • He was a freedom fighter and a staunch socialist who worked under the guidance of stalwarts like Jayaprakash Narayan , Dr. Ram Manohar Lohia and Ramanandan Mishra . 
    • He represented the Nai community, listed as Extremely Backward Class (EBC) among OBCs . 
    • He implemented wide-ranging policies, including promoting Hindi and Urdu as second official languages, waiving school fees, and strengthening panchayati raj. 
    • He died in February 1988. 
    • He was awarded the Bharat Ratna posthumously in the year 2024 .

Bihar State Women's Wushu Championship 2025

Why in News?  

Bihar State Women's Wushu Championship 2025 was inaugurated at the Sports Bhawan located in Muzaffarpur district of Bihar between 22-23 February 2025.

    • The main objective of this championship was to promote Wushu sport among women in the state and to prepare talents for the national level. 
  • Events: 
    • This competition was organized under the joint auspices of the District Sports Department and Bihar Wushu Association.

    • More than 300 women players participated in the championship from various districts of Bihar, indicating the enthusiasm and participation towards the sport across the state.

Rajasthan Economic Review 2024-25

Why in News? 

 The Rajasthan government presented its economic review for the financial year 2024-25 in the Assembly, in which a detailed description of the economic condition of the state, growth rate and various schemes and figures has been presented.  

Key Points  

  • Ten resolutions for inclusive development: 
    • The Revised Budget 2024-25 presents the goals of inclusive growth based on the principles of “Sabka Sath, Sabka Vikas – Inclusive Growth for All”. 
    • This principle has been conceived as a five-year action plan under  “Amrit Kaalkhand – Developed Rajasthan @2047” . 
    • This action plan includes 10 resolutions to be implemented in the state . 
  • USD 350 billion economy: 
    • Rajasthan aims to achieve a USD 350 billion economy by the year 2029.  
    • For this, focus is being laid on technological innovation in agricultural activities, expansion of industrial production, investment in renewable energy and promotion of tourism using rich cultural heritage. 
  • Rajasthan Economy at a Glance: 
    • GSDP at current prices is estimated at Rs 17.04 lakh crore in 2024-25, showing a growth rate of 12.02% from Rs 15.22 lakh crore in 2023-24.  
    • The agriculture sector , which includes crops, animal husbandry, fisheries and forestry, contributes 26.92 % to the GSVA for the year 2024-25 at current prices . 
    • The industrial sector includes mining, manufacturing, electricity, gas, water supply and construction, which contribute 27.16% to GSVA . 
    • The services sector which includes transport, storage and communication, financial services, real estate, business services, public administration and other services has the largest contribution to GSVA with 45.92%. 
    • Per capita income , which is estimated to increase by 11.04% to Rs 1,85,053 at current prices and 6.88%  to Rs 96,638 at constant (2011-12) prices in the year 2024-25 over the previous year. 
  • Agricultural Development and Farmers Welfare: 
    • It contributes 26.92% to the state's Gross State Value Added (GSVA) in the year 2024-25 .  
    • GSVA at current prices has increased from Rs 1.19 lakh crore in the year 2011-12 to Rs 4.23 lakh crore in the year 2024-25. 
    • Food Grains (Cereals & Pulses): Expected to reach 267.67 lakh metric tonnes, a 10.67% increase from last year. 
    • Oilseeds: Estimated at 96.17 lakh metric tonnes, marking a 4.99% decline from 101.22 lakh metric tonnes in 2023-24. 
    • Sugarcane: Projected at 4.40 lakh metric tonnes, showing a 21.21% rise from 3.63 lakh metric tonnes last year. 
    • Cotton: Expected to be 18.45 lakh bales, a 29.61% decrease from 26.21 lakh bales in 2023-24. 
    • Chief Minister Seed Swavalamban Yojana (2024-25) 
      • 19,836 quintals of seeds distributed for Kharif crops. 
      • 42,000 quintals of seeds distributed for Rabi crops. 
    • Pradhan Mantri Fasal Bima Yojana (PMFBY) (2024-25) 
      • Rs 2,777 crore in insurance claims distributed to eligible farmers. 
    • Mukhyamantri Kisan Samman Nidhi Yojana (2024-25) 
    • Samman Pension Scheme for Small and Marginal Old Farmers (2024-25) 
      • Women farmers (55+ years) and male farmers (58+ years) receive a monthly pension of Rs 1,150. 
      • 2,09,530 beneficiaries have received benefits till December 2024, with a total expenditure of Rs 246.64 crore. 
    • Rajasthan Krishak Samman Yojana (2024-25) 
      • The state government has paid a bonus of Rs 125 per quintal at MSP rates, amounting to Rs 150.66 crore. 
    • Micro-Irrigation under PMKSY (2024-25) 
      • 34,469 hectares covered under drip and mini-sprinkler irrigation. 
      • 56,727 hectares covered under sprinkler irrigation. 
      • Rs 123.79 crore spent on the scheme till December 2024. 
  • Industrial Development and Investment Promotion  
    • Industrial Growth in Rajasthan (2024-25) 
      • The industrial sector is expected to grow by 5.77% in Gross State Value Added (GSVA) at constant (2011-12) prices. 
      • GSVA from industry is projected to rise from Rs 1.36 lakh crore (2011-12) to Rs 4.26 lakh crore (2024-25), reflecting a 9.17% CAGR at current prices. 
      • The industry sector contributed 27.16% to Rajasthan's GSVA, with manufacturing as the leading contributor. 
    • Industrial Production & Growth 
      • The Index of Industrial Production (IIP) increased from 122.34 (2021-22) to 157.31 (Nov 2024), indicating industrial expansion. 
    • Investment & Policy Initiatives 
      • Rajasthan Investment Promotion Scheme (RIPS) launched to attract investments. 
      • Rajasthan Export Policy-2024 aims to strengthen the state's export potential with focused support for exporters. 
      • Rajasthan MSME Policy-2024 promotes small and medium enterprises, fostering a favorable business environment. 
      • Rajasthan M-Sand Policy-2024 encourages the production and use of manufactured sand (M-Sand) as a sustainable alternative to river sand in construction. 
      • Rising Rajasthan Investment Summit secured MoUs worth Rs 35 lakh crore, reinforcing the state’s commitment to economic growth.
