Only One Case of Communal Violence in Uttar Pradesh in 2021: NCRB Report

Why In News?

  • According to the recently released National Crime Report Bureau's crime data for 2021, 378 cases of communal violence have been registered across the country, out of which only one case has been registered in Uttar Pradesh.

Key Points

  • According to the data of National Crime Report Bureau, out of 378 cases of communal violence in the country, 100 cases have been registered in Maharashtra, 77 in Jharkhand, 51 in Bihar, 40 in Haryana, while Rajasthan is at number five in this case.
  • The National Crime Report Bureau report also revealed that crimes against women and children have already come down significantly in the state. Compared to the country, the incidents of cyber crime are also decreasing in the state.
  • According to the data released by NCRB, 18943 cases were registered against children in the year 2019, while in the year 2021 it came down to 16838. In the year 2019, 59853 cases were registered against women in the state which came down to 56083 in 2021. Not only this, 11416 cases of cybercrime were registered in 2019 which decreased to 8829 in the year 2021.
  • Compared to the year 2019, there has been a decrease of 6.2 percent in crime against women in 2021, 11.11 percent in crimes against children and 22.6 per cent in cybercrime.
  • According to the report, despite being the most populous state in the country, Uttar Pradesh ranked 28th in crime against children in 16,838 cases, 36th with 50 cases in kidnapping for ransom and 21st with 6.3 crime rate in case of POCSO Act.
  • According to the report, the declining trend in serious crimes such as rape and murder continued in the state, ranking 16th in the country in crimes against women. The state ranked 23rd with 2845 cases of misconduct and 24th in murder.

Indira Gandhi Urban Employment Guarantee Scheme

Why In News?

  • On August 30, 2022, in order to provide employment opportunities to every person in the state, Chief Minister Ashok Gehlot announced to start 'Indira Gandhi Shahari Rozgar Guarantee Yojana' from September 9, 2022 at the foundation stone laying ceremony held at Shri Umaid Government Stadium, Jodhpur on August 30, 2022.

Key Points

  • The Chief Minister said that on the lines of 'Mahatma Gandhi National Rural Employment Guarantee Scheme', innovative initiatives have been taken to implement 'Indira Gandhi Urban Employment Guarantee Scheme' in the state. So far, about 1.5 lakh people have registered under the scheme.
  • In pursuance of the Chief Minister's budget announcement year 2022-23, 'Indira Gandhi Urban Employment Guarantee Scheme' is being implemented on the lines of MNREGA to provide financial support to the families living in the limits of urban bodies of urban areas of the state, especially economically weaker, helpless and unemployed families.
  • The objective of this scheme is to ensure the safety of the family living in the urban area by providing them 100 days of guaranteed employment in a year. This scheme will also help the families living in urban areas to earn a living.
  • It is the largest urban employment guarantee scheme in the country. A provision of Rs 800 crore has been made annually for the scheme.
  • Under the scheme, members in the age group of 18 years to 60 years living in the local body area will be registered on the basis of Jan Aadhaar card. Employment will be provided to the ward or zone in which the applicant lives.

Important Decisions of Madhya Pradesh Council of Ministers

Why In News?

  • On August 30, 2022, in the meeting of the State Council of Ministers chaired by Chief Minister Shivraj Singh Chouhan, along with the ratification of the formation of Madhya Pradesh Yoga Commission, many other important decisions were taken.

Key Points

  • The Council of Ministers approved the formation of Madhya Pradesh Yoga Commission with the aim of providing facilities to every citizen of the state to lead a healthy lifestyle and healthy life.
    • The commission will conduct its activities through Maharishi Patanjali Sanskrit Sansthan. The administrative department of Madhya Pradesh Yoga Commission will be the School Education Department.
    • In the commission, non-government persons working in the field of yoga nominated by the state government and making very special contributions will be the chairman.
    • Maharishi Patanjali Sanskrit Sansthan will be the chairman (ex-officio) of yoga as vice-chairman of the commission. 5 persons with experience in the field of yoga nominated by the state government will remain as non-government members. The director of Maharishi Patanjali Sanskrit Sansthan will act as ex-officio secretary.
    • The Yoga Commission will be registered under the Societies Act. Additional Chief Secretaries, Principal Secretaries and Secretaries of School Education, Higher Education, Technical Education, AYUSH, Medical Education, Social Justice, Sports and Youth Welfare, Tribal Affairs and Scheduled Caste Development and Backward Classes Minority Welfare Department will be government members.
    • The term of the non-official members will be 5 years.
  • Considering it a special case, the Cabinet decided to give Rs 10 lakh as incentive to badminton player Priyanshu Rajawat for earning gold medal in Thomas Cup.
  • The Cabinet has approved the 'Resolution Plan' for recovery of mineral revenue dues in the Mineral Resources Department.
    • Under the scheme, the interest payable on mineral revenue arrears from 1960-61 to 2009-10 has been completely waived.
    • It was decided to waive the interest payable on outstanding amount up to Rs 5 lakh for the period from 2010-11 to 2019-20 and 18 percent rebate on interest payable on outstanding amounts above Rs 5 lakh. According to this, after giving exemption, recovery of rs 66 crore 48 lakh with interest against the principal outstanding amount of Rs 60 crore 7 lakh will be ensured.
    • The resolution plan will remain in force till October 31, 2022. If court suits are in operation against mineral arrears, the suit can be withdrawn on deposit of the amount in this scheme.
    • With the implementation of the scheme, the recovery of pending arrears from the year 1960-61 to the year 2019-20 will be ensured.
  • The Cabinet approved the draft to restore the Madhya Pradesh Private Universities (Establishment and Operation) Amendment Bill, 2022.
    • According to the Amendment Bill, 2022, Prestige University Indore, Times University Bhopal, Dr. Preeti Global University Shivpuri and L.N.C.T. Vidyapeeth University Indore has been established.
    • Along with this, the draft of the bill was approved for the establishment of 3 other private universities: Amaltas University Dewas, Aryavart University Sehore and Vikrant University Gwalior.
  • It is noteworthy that in order to promote research and comprehensive study in the teaching field of Sanskrit language and its literature, Maharishi Patanjali Sanskrit Sansthan was established in 2008 through an Act for other subjects related to it to regulate Sanskrit education at the school level. It is headquartered in MP Nagar Bhopal.

MoU between CCL and M/s JMS Mining Pvt Ltd

Why In News?

  • On August 30, 2022, Central Coalfields Limited (CCL) signed a Memorandum of Understanding (MoU) with M/s JMS Mining Private Limited for operation of Piparwar underground mines through MDO mode at Ranchi.

  • On August 30, 2022, Central Coalfields Limited (CCL) signed a Memorandum of Understanding (MoU) with M/s JMS Mining Pvt Ltd for operation of Piparwar underground mines at Ranchi through MDO mode.
  • This will be the first underground mine of Coal India Limited to be operated by MDO model.
  • The project will have an annual production capacity of 0.87 million tonnes per annum when commissioned.
  • The project will use state-of-the-art technology to ensure that the ecosystem of the area is not disrupted by mining activities. The capital outlay of this project is Rs 1889.04 crore. The mines will be operational for 14 years and eco-friendly explosion free mining will be done to reduce the harmful impact on the environment.
  • In MDO mode, contractors are involved in activities ranging from obtaining environment clearance and forest clearance, R&R activities, obtaining applicable permits, obtaining licenses etc., development of projects, operation and maintenance of mines for mining/extraction and delivery of coal. Covers the entire spectrum.
  • Speaking on the occasion, CMD CCL said that the company is committed to fulfill the vision of 'Self-reliant India' through sustainable mining. While operating the Piparwar underground mine will help in the overall development of the local community and generate thousands of direct and indirect employment opportunities for the people of the area.
  • CCL produced 68.6 MT of coal in the last financial year. Piparwar field has been one of the most prestigious and most productive areas of CCL with an annual production of 13.13 MT last year (FY 2021-22).
  • Piparwar opencast mine in Piparwar area was the first mine of Coal India to have fully mobile in-pit crushing and conveying system installed with state-of-the-art CHP-CPP, which makes it unique in itself.

Chhattisgarh in Better Position than Neighboring States in Criminal Cases in 2021

Why In News?

  • According to the recently released National Crime Records Bureau (NCRB) state-wise data of crimes across the country in the year 2021, the level of crime in Chhattisgarh has come down in the year 2021 compared to the year 2018 and Chhattisgarh is better placed in reducing crime than other states of the country.

  • Under the basic mantra of security, crimes are continuously decreasing in Chhattisgarh. In Chhattisgarh, the data before December 2018 and the current figures show how the criminal cases in the state are continuously decreasing.
  • Chhattisgarh Police has presented various standards. According to the chief minister's intention, various schemes have been launched for action against chit fund operators, withdrawal of cases registered against tribals, crime control, quick action on crimes against women, effective control of Naxal problem and arrest of Naxalites and welfare of police personnel.
  • Police of Chhattisgarh State has presented new dimensions in Community Policing with Basic, Impactful, Visible. Chhattisgarh Police has established effective control over crimes as compared to earlier years. Along with this, various welfare programs have also been started for about 72,000 police personnel and their families.
  • According to NCRB data, Chhattisgarh was ranked 5th in terms of rape in the year 2018, while Chhattisgarh's position is 11th in the year 2021. Madhya Pradesh, Uttar Pradesh and Maharashtra are among the top states in this list.
  • Chhattisgarh was ranked 14th till 2018 in incidents of attempted rape, while Chhattisgarh has improved its position in 2021 and ranked 16th, according to NCRB data.
  • NCRB statistics show that Chhattisgarh was ranked 11th in kidnapping cases in 2018 and now Chhattisgarh is ranked 12th with an improvement of one place in it.
  • Major criminal incidents like dacoity have also come down in Chhattisgarh. NCRB data shows that Chhattisgarh was ranked 12th in the year 2018, while it is ranked 16th in 2021.
  • According to NCRB data, Chhattisgarh was ranked 15th in the country in terms of murder in the year 2018. Chhattisgarh is also at the 15th position in the year 2021. Uttar Pradesh tops the list of murder crimes followed by Bihar, Maharashtra and Madhya Pradesh.
  • In terms of attempt to murder, Chhattisgarh was ranked 17th in 2018, while it is also at 17th position in the year 2021. According to the statistics, Uttar Pradesh is at the fourth position and Maharashtra is at the 5th position. In this way, the Chhattisgarh government has succeeded in curbing crimes like murder and attempt to murder.

Uttarakhand will become the First State in the Country to Make a Policy for 5G Network

Why In News?

  • On August 30, 2022, Amit Sinha, Director, Information Technology Development Agency (ITDA), said that with the amendment in the Right of Way policy to bring 5G networks easily to Uttarakhand, the government will adopt the guidelines of the central government.

Key Points

  • Preparations have been started to amend the Right of Way Policy 2018 to make a policy for 5G network in the state. Uttarakhand will be the first state in the country to formulate a policy for 5G network in the state.
  • It is worth mentioning that in 2018, the Right of Way Policy 2018 was implemented in the state to ease the way of network connectivity, to install mobile towers to telecom-related activities.
  • After the amendment in this policy, the entire work from installing mobile towers to laying its line for 5G network in the state will be easier. For this, the rules of the central government will be adopted.
