Junk Policy will be Implemented in Uttar Pradesh

Why in News?

On March 28, 2023, Transport Commissioner of Uttar Pradesh, Chandra Bhushan Singh said that the State Transport Department has sent a proposal to the government to implement the scrap policy based on the standards of the Ministry of Steel, Government of India, under which the state has been sent from April 1, 2023. The junk policy will come into force.

Key points

  • It is known that after the central government, this junk policy is also being implemented in Uttar Pradesh.
  • In this policy, if someone sells his 15 years old vehicle at the junk center, then he will get a price of about Rs.22 per kg. Only 65 percent of the total weight of the vehicle will be considered as its original weight and only 90 percent of that amount will be paid.
  • In this policy, there is a preparation to send April 1, 2023, vehicles in scrap from 15-year-old. In this, all 15-year-old vehicles of the state government will have to be scrapped. For this, the government has set two goals.
  • In the first goal, all government-owned vehicles of this period are to scrap, including vehicles of all government departments, local bodies, undertakings, etc. In the second goal, private vehicles will have to be brought in for which the policy has been voluntarily fixed. That is, if they want, they can take advantage of this policy.
  • So far, work has started on 12 scrap centers in the entire state. All are private operators.
  • The age of private vehicles has not been fixed yet. After 15 years, such a vehicle must be fitness. If he is fit, his registration is renewed for the next five years. Similarly, private commercial vehicles, trucks, etc. are also renewed every two years in case they are fitted.
  • It is known that this rule has been abolished in the National Capital Region. The age of petrol-powered vehicle has been fixed at 15 years and diesel vehicle at 10 years. After this, their registration will not be renewed. Either they have to be taken out of NCR or sold in scrap.
  • As many as 203 government offices across the state have so far sent information about their 15-year-old vehicles. Of these, 3367 vehicles are 15 years old. Most such vehicles are in the police department. The Uttar Pradesh Police has a total of 397 such vehicles. Of these, 366 vehicles are 15 years old and are still running, while 31 vehicles are more than 20 years old.
  • Under this policy, if someone will get about sells his 15-year-old bike in scrap, then he 2500 rupees. If the weight of the bike is 180 kg, then its weight will be considered as 65 percent. Similarly, if someone considered starts giving his 15-year-old SUV car and its weight is 2000 kg, then its total weight will be as 1200 kg. He will be given Rs 25740.
  • However, a certificate will also be received from the scrap center, which will give an exemption on registering a new vehicle by showing it.

New Rates Announced for MGNREGA Workers

Why in News?

On March 28, 2023, the Additional Commissioner of the MGNREGA office of Uttar Pradesh informed that the Government of India has announced new rates for MGNREGA laborers, under which MGNREGA laborers of Uttar Pradesh will also be given a wage of Rs 230 instead of Rs 213.

  • Under the new rates announced for MGNREGA workers, more than three crore MGNREGA workers of the state will get Rs 17 more per day from April 1.
  • Now if an MGNREGA worker works for 30 consecutive days in a month, then the total wages received by him will increase by Rs 510.
  • It is noteworthy that there are about 3.20 crore job card holders MGNREGA laborers in the state. Of these, about 1.62 crore laborers are actively working under MNREGA.
  • During the corona year 2020-21, the demand for employment in the villages had increased a lot when migrant laborers returned from outside, due to which 39.45 lakh man days had to be created for work this year. After this, 32.56 crore laborers worked in the year 2021-22 and about 31 crore man days in the current financial year 2022-23.
  • It is known that apart from the works set by the central government under MNREGA, five new works have been started in Uttar Pradesh by this scheme, including revival of rivers, construction of information boards by women groups, women of women groups being made mates in MNREGA. Payment of wages to MGNREGA workers and construction of hi-tech nurseries in the districts is being done by Banking Correspondent Sakhi.

Planning Area Authority Formed for the Development of 10 Cities of Bihar

According to information received from the media on March 28, 2023, the Urban Development and Housing Department of Bihar has notified the Planning Area Authority (Planning Area Authority) of ten new expanded cities, including Nawada, Madhepura, Bhagalpur, Jehanabad, Gopalganj, Banka, Sonpur, Sheikhpura, Supaul and Arwal.

  • According to officials, with the functional planning area authority, the urbanization of the concerned area will be accelerated, and commercial and residential activities will increase in them.

Rs 2000 Crore Sanctioned for 'Pipalkhunt High Level Canal' in Pratapgarh

  • Bahuti Canal Project: The remaining construction work of Many Canals Project in Satna district is to be done. The many canal systems originate from the Bansagar reservoir, which will irrigate of area of Rewa and Satna districts 65 thousand hectares. The estimated cost of the project is Rs 351 crore 48 lakh 80 thousand.

Forest Biomass Mapping Work Started by MAPCAST and Forest Department

  • The special thing is that the results from this mapping done by MAPCAST will be calibrated and validation (Milan) from NISAR satellite data launched in January 2024. This satellite is part of the NASA ISRO Synthetic Aperture Radar (NISAR) project launched under the joint auspices of NASA and ISRO.
  • Senior Principal Scientist Dr. GD Bairagi said that mainly two bands L and S are being sent to the satellite. The data obtained from a one-hectare plot will be matched through the L band sensor of the satellite. It will be useful for forest biomass assessment for Madhya Pradesh. Now the mapping of biomass will also be able to be checked through satellite.
  • Dr. Bairagi said that this work is being done by the team of Mapcast and ISRO. Narmadapuram district has been identified for mapping of forest biomass. Here mapping work will be done permanently on 10 plots of one hectare. Physical biomass mapping will be done once in a year on permanent plots. In this, biomass will be extracted by measuring the height, thickness, count of branches etc. of the tree.
  • Dr. Bairagi said that the result obtained from this project will enable mapping of forest biomass through satellite, which will be used for forest and environment protection.

  • The M.P Farm Gate App, operated in the Agricultural Produce Market Committees of Madhya Pradesh, was started in 8 mandis of the state, Bhopal, Harda, Indore, Dewas, Guna, Sagar, Jabalpur and Satna, as a pilot from August 1, 2022, through an Android app. Also, Ujjain Mandi has been included in the pilot scheme from September 27, 2022. MP. Farm Gate App is being operated in all the 259 Agricultural Produce Market Committees of Madhya Pradesh.
  • 64 lakh quintals of various agricultural produce have been sold by 12981 farmers using the MP Farm Gate app. Direct purchase from farmers from farm gate was earlier done in April 2021 through Souda-Patrak portal. Notification Issued Regarding the Structure and Scope of the Rationalization Commission

Why in News?

On March 28, 2023, Haryana Chief Secretary Sanjeev Kaushal issued a notification regarding the structure and scope of the Rationalization Commission constituted under the chairmanship of Rajan Gupta.

Key points

  • As per the notification issued, the chairman of the commission will be appointed for a period of six months, a state government spokesperson said. However, his tenure may be extended for a further period of 3 months at the discretion of the state government.
  • The post of the Chairman of the Rationalization Commission will be equivalent to that of the Chief Secretary to the Government of Haryana and the headquarters of the Commission will be at Chandigarh/Panchkula.
  • The Rationalization Commission will function as an autonomous and self-regulatory body. The Administrative Secretary of the concerned department, in respect of which the Commission will initiate the process of rationalization, shall be deemed to be co-opted as a member of the Commission for the purpose of rationalization of that department. He shall participate fully in the deliberations of the Commission for the purpose of rationalization of the concerned department.
  • For the smooth functioning of the Rationalization Commission, the State Government in consultation with the Chairman will sanction the requisite posts for the Rationalization Commission. The posts can be filled by the Commission in various ways. on deputation from any Department, Board or Corporation of the State and may be filled by re-appointment of a person retired from any Department, Board or Corporation in the State of Haryana.
  • Apart from this, posts can also be filled through contractual employment as per the instructions and policies of the state government.
  • The Commission shall submit its final report within a period of six months, which may be extended by 3 months at the discretion of the Government and shall submit an interim report at the earliest. If the Government thinks fit, the Government at its discretion may extend the tenure of the Commission for a further period in the same manner.
  • Functions of the Commission-
  • The Commission will make recommendations for restructuring of various government departments, boards and corporations for rationalisation of staff strength with a view to make delivery of public services more efficient and transparent.
  • Similarly, to review the sanctioned filled and vacant posts of each Department, Board and Corporation and make recommendations for their rationalization, study the organizational structure at the headquarters as well as field level of various Departments, Boards and Corporations and make them more efficient. Making recommendations to make them responsive and efficient, recommending introduction of modern management systems to improve the efficiency of government departments/boards and corporations and to make officials at all levels more accountable.
  • The functions of the Commission include making recommendations for preparation of charter of duties and functions of various departments and suggesting appropriate administrative structure for efficient discharge of such duties and functions.
  • Apart from this, the Commission may also make any other recommendation to improve efficiency and transparency in the functioning of government departments, boards and corporations in the state of Haryana.
  • Powers and Responsibilities of the Commission-
  • The Commission will function as an independent and autonomous body, and it will formulate its own procedure and regulate its own functioning. The Commission will keep a record of its work.
  • The Commission shall have full powers to seek any kind of information from any Department, Board or Corporation, including the number of sanctioned posts, filled, vacant, and the type of employees employed against such posts, budgetary provisions made during previous years and actual expenditure, the budget of the department, the entire or any level/level of expenditure. This includes the nature of duties and responsibilities of the Department in the form of regional organization etc., relating to matters being handled laws, rules and directions by the Department and any other information considered relevant to its deliberations by the Commission.
  • If any officer/employee fails to furnish the information sought by the Commission, he/she shall be liable to act for indiscipline by the concerned officers of the Government under the Haryana Civil Services Penalty and Appeal Rules, 2016 or any relevant rules applicable thereto.

    1. East-West Corridor: 393 km. From Mudisemar to Dumka via Chatra-Barhi-Bengabad Madhupur-Sarath-Palajori.
    2. Eastern Corridor: 121 km. From Sahibganj to Chandil via Jamtara-Nirsa-Sindri-Chandankyari.
    3. North-South Corridor: 275 km. From Jhumri Telaiya on NH-2 (Antakidih)- Vishnugarh to Odisha border via Petarvarkasmar-Barlanga-Silli-Radgaonsaraikela-Chaibasa-Jaitgarh.
    4. Central Corridor: 140 km. From Ranchi to The Border of Dobhi Bihar via Budhmu-Tandwa-Chatra-Hunterganj.
    5. Tourist Corridor: 270 kms. From Milan Chowk (Silli Rangamati Road) to Chama Mod via Sarjamdih-Tamad-Khunti Govindpursisai-Ghaghra-Netarhat-Garu-Saryu-Latehar-Herhanj-Balumath-McCluskiganj.
    6. Holi Tourist Corridor: 170 kms. From Ranchi to Deoghar via Ormanjhi-Gola-Rajarappa-Dumri and Giridih. It will connect Luguburu, Parasnath and Babadham.
