Critical Care Units will open in 74 Districts of Uttar Pradesh

Why in News?

On July 26, 2023, Uttar Pradesh Chief Minister Yogi Adityanath told at his official residence in the presence of Union Minister Mansukh Mandaviya that critical units will be set up in 74 districts in the direction of fulfilling the resolution of 'one district, one medical college' in the state. .

  • It is known that government medical colleges are functional in 45 districts of the state. Medical colleges are going to be started soon in 13 districts of the state.
  • The Chief Minister said that there is a need to strengthen the Community Health Centre. Every medical college should adopt a minimum of five community health centres. Doctors should visit there at regular intervals and guide the doctors of the centre.
  • Under the Pradhan Mantri Ayushman Health Infrastructure Scheme, a critical care block of 100 or 50 beds will be set up in a district-level hospital or medical college for the treatment of serious diseases in each district.
  • Union Health and Family Welfare Minister Mansukh Mandaviya said that Tamil Nadu is such a state, where 11 medical colleges were dedicated in a single day. Now Uttar Pradesh will create a new record with the inauguration of 13 medical colleges.
  • It is worth mentioning that after independence only five B.Sc Nursing colleges were operating in the state sector till now. In the year 2021-22, seven and in 2022-23, 11 new government nursing colleges were made operational.
  • With the help of the Government of India, 27 new nursing colleges are going to be established here very soon. With this, a huge opportunity will be created for the youth who want to make a career in the nursing and paramedical sector of the state.
  • The Union Health Minister said that the Government of India is starting the 'Ayushman Bhava' campaign from September. Under this there will be the 'Aapke Dwar Ayushman 3.0' program.
  • Ayushman cards will be made door-to-door in the program. 'Ayushman Sabha' will be organized in villages, cities and schools. In this way, the village which will be fully saturated will be declared as 'Ayushman Gram'.
  • Instructing the state to make all necessary efforts for the success of the proposed 'Ayushman Bhava' campaign, the Chief Minister expressed confidence that Uttar Pradesh would be the state with maximum 'Ayushman Gram'.
  • Under Ayushman Bharat, now the benefits of the scheme will be given to the beneficiaries on the basis of the verified data provided by the Government of Uttar Pradesh. Ayushman Bharat cards will be made available to all the families whose data will be verified by the state government.
  • The Union Health and Family Welfare Minister said that the Government of India has sanctioned Rs 16.81 crore for the establishment of a Trauma Center in Chandauli. On the other hand, Rs 215.62 crore has been sanctioned for setting up a Multi Super Specialty Hospital in Shri Shiv Prasad Gupta Divisional and District Hospital in Varanasi.

On July 26, 2023, Chief Minister Ashok Gehlot approved the proposal to develop Jaipur's Naveta and Kanota dams as eco-adventure tourism sites to promote tourism in the state.

  • The state government will spend Rs 6.24 crore on development works at Naveta and Kanota dams.
  • Various types of constructions including the construction of a bird watching platform, canopy, and 600-meter-long parapet wall will be done at Kanota Dam in Jaipur at a cost of about Rs 2.48 crore.
  • Development works will be done on the Newta Dam at a cost of about Rs 3.75 crore. A road leading to the dam will also be made here.

  • The Rajasthan State Ahilya Bai Holkar Board will be tasked with taking stock of the condition of Gadaria (Gadri), Gayari, Ghosi (Gawala), Purbia (Dhangar, Gadri) castes and prepare an authentic survey report on them, according to an official statement.
  • Other suggestions including educational and economic upliftment of the society, promotion of employment, concrete measures against social evils/misdeeds and taking the traditional business forward from present methods will be presented by the board to the state government.
  • The Board will consist of a chairman, vice-chairman and five non-official members. PM inaugurates 6 EMRS in Rajasthan

Why in News?

On July 27, 2023, Prime Minister Narendra Modi inaugurated six Eklavya Model Residential Schools in Rajasthan, two in Udaipur district, two in Banswara, one in Pratapgarh and one in Dungarpur.

Key Points:

  • Each school has a capacity of 480 students, of which 240 will be girls. These schools will have separate hostels for boys and girls, accommodation for staff, dining space and playground.
  • These schools are being constructed at a cost of Rs 38 crore in plain areas and Rs 48 crore in hilly areas.
  • The construction of these schools will benefit 2880 tribal students, half of whom will be girls.

  • There are currently 8,925 students studying and when all the construction works of schools are completed 14,880 students will get education in these schools.

  • The cost of construction of EMRS has increased from Rs 20 crore to Rs 24 crore in plain areas and from Rs 38 crore to Rs 48 crore in hilly areas for 452 new schools in 2021-22. More than 38,000 teachers will be recruited in a phased manner over the next 3 years.
  • It is known that in the year 2013-14, 167 schools were approved, which has increased to 693 today and in 2013-14, 119 schools were functional, while at present 401 schools are functional. Construction has been completed in 110 schools in the last 5 years.

PM lays foundation stone of Various Development Projects

Why in News?

On July 27, 2023, Prime Minister Narendra Modi dedicated more than 1.25 lakh PM Kisan Samridhi Kendras in Sikar, Rajasthan, laying the foundation stone of various development projects and dedicating it to the nation.

Key Points:

  • In a significant move to benefit farmers, the Prime Minister dedicated to the nation over 1.25 lakh PM Kisan Samridhi Kendras (PMKSKs). PMKSKs are being developed to provide one-stop solutions for the needs of all farmers.
    • From information on agricultural inputs (fertilizers, seeds, equipment) to information about various government schemes ranging from soil, seeds and testing facilities for fertilizers, PMKSK is envisaged to create a reliable support system for farmers in the country.
    • These will also ensure regular capacity building of fertilizer retailers at block/district level outlets.
  • The Prime Minister launched a new variety of Urea Gold, which is coated with sulphur. The introduction of sulphur-coated urea will overcome the lack of sulfur in the soil.
    • This innovative fertilizer is more economical and efficient than neem-coated urea, improves nitrogen use efficiency in plants, reduces fertilizer consumption and enhances crop quality.
  • During the event, the Prime Minister launched the linking of 1600 Farmer Producer Organizations (FPOs) with the Open Network for Digital Commerce (ONDC). ONDC empowers FPOs with direct access to digital marketing, online payments, business-to-business (B2B) and business-to-consumer transactions and encourages local value addition, catalyzing the growth of logistics in rural areas.
  • At the event, the Prime Minister released the 14th instalment of about Rs 17,000 crore under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) to over 8.5 crore beneficiaries through direct benefit transfer.
  • The Prime Minister inaugurated five new medical colleges in Chittorgarh, Dholpur, Sirohi, Sikar and Sriganganagar and laid the foundation stone for seven medical colleges in Baran, Bundi, Karauli, Jhunjhunu, Sawai Madhopur, Jaisalmer and Tonk.
    • The medical colleges are being set up under a centrally sponsored scheme for the establishment of new medical colleges attached to existing district/referral hospitals.
    • The five medical colleges inaugurated by the Prime Minister have been developed at a cumulative cost of over Rs 1400 crore, while the seven medical colleges whose foundation stones were laid will be built at a cumulative cost of Rs 2275 crore.
    • Till 2014, there were only 10 medical colleges in Rajasthan. Through the dedicated efforts of the central government, the number of medical colleges in the state has gone up to 35 which is a 250 percent increase.
    • With the establishment of these 12 new medical colleges, the number of MBBS seats in the state will increase from 1750 seats in 2013-14 to 6275, an increase of 258 per cent.
  • The Prime Minister also inaugurated six Eklavya Model Residential Schools in Udaipur, Banswara, Pratapgarh and Dungarpur districts, which will benefit the tribal population living in these districts. He also inaugurated Kendriya Vidyalaya, Tinwari in Jodhpur during the event.

Jharkhand Panchayati Raj Department Published Draft of PESA Rules

According to information received from the media on July 26, 2023, the Jharkhand Panchayati Raj Department has published the provisional draft of the Jharkhand Panchayat Provisions (Extension to Scheduled Areas) (PESA) Rules-2022.

  • Its draft has been published using the power conferred by sub-section-1 of section-131 of the Jharkhand Panchayat Raj Act-2001. In this way, opinions will now be taken from the common people. After that, the department will finally publish the final draft.
  • In the draft which has just been published, detailed rules have been laid down regarding the functioning of Panchayats. The name of this manual has been given as 'Jharkhand Panchayat Provisions Extension Manual on Scheduled Areas-2022'.
  • In this, the secretary will mean the panchayat secretary of the gram panchayat. Gram Sabha President shall mean Village Head, Gram Sabha President, Manjhi Munda, Manki, Doklo, Sohor, Panch Parganait, Padha Raja, Pahan, Mahato. The executive committee of the gram panchayat will be the elected head and ward member at the gram panchayat level.
  • Forest land, minor water bodies, minor minerals, intoxicants, and natural resources have been defined in this manual. The rights and operations of the Gram Sabha have been fixed on it. Along with this, the formation of the Gram Sabha and the structure of the village has been mentioned in detail.
  • The functions of the permanent committees of Gram Sabha such as the Village Development Committee, Public Property Committee, Agriculture Committee, Health Committee, Village Defense Committee, Infrastructure Committee, Education and Social Justice Committee, and Monitoring Committee have been explained.
  • Along with management of community resources, conservation of traditions and settlement of disputes, hearing of disputes in Gram Sabha, and determination of punishment by Gram Sabha, the appellate authority on the decision of Gram Sabha have also been included in detail.
  • Apart from these, approval of the development plan, identification of beneficiaries and control over the works of social sector institutions have also been mentioned point-wise.
  • Monitoring of programs by Gram Sabha, implementation of decisions of Gram Sabha, planning by Gram Sabha, identification of beneficiaries, monitoring of social sector institutions, social audit by Gram Sabha, utilization of funds by Gram Sabha and its attestation have also been included.
  • It has also been included in the manual that all persons shall have equal rights to fish in the natural water resources under the village area. There will be no endowment of such water resources with any particular person or organization under government provisions.
  • Gram Sabhas will be able to make plans for minor minerals like soil, stone, sand, moram etc. and use them. The Gram Sabha will be the operator of the sand ghat or can use it for local needs at its own level. The revenue received from this will be deposited in the fund of the Gram Sabha.
  • The Gram Sabha will also ensure that no mining is done in the Sand Ghat with JCB or any other machine. There will also be a ban on sand mining and lifting during the monsoon period.
  • No mining lease or opencast mining permit for minor minerals will be issued without prior consultation with the gram sabha or panchayat related to the scheduled areas. Priority will be given to the Scheduled Tribes Cooperation Committee for its approval. The Mineral Department will have to take the recommendation of the Gram Sabha before allowing commercial use of minor minerals.
  • The gram sabha will decide the royalty on minor forest produce. Certain rights and regulations have also been fixed by the Gram Sabha regarding the return and transfer of land. Market management will also be done with the help of Gram Panchayat.

  • Jadopatiya's painting is related to the Santhal tribe. Pictures of this style are made on vertical scrolls of paper and cloth. Each panel has a different subject and there are 16 to 32 pictures on one panel. These are made with natural colours and the traditional artist sings a song while showing it, describing the story of the paintings.
  • Neelam Neerad is furthering this painting style by learning from its hereditary artists and has also done many experiments in it.

A New Government Order has been issued regarding the Condition of Maintenance, Repair and Condominium of Government Vehicles in the state

On July 26, 2023, Uttarakhand Transport Secretary Arvind Singh Hyanki issued a new government order deactivating all the previous government orders regarding the maintenance, repair and condominium of government vehicles in the state.

  • A new government order has been issued by encroaching on all the previous government orders to repair and declare the vehicles unusable. On this basis, the rules of repair and condominium will apply.
  • Under the new mandate, any government motorcycle with a capacity of less than 300 cc will be allowed to attain the age of 10 years and cover a distance of one lakh km. Walking will be considered a condominium. All four-wheelers will not be able to operate after completing 15 years of age.
  • For the repair of vehicles, they will be able to go to the garage or dealer authorized by the Transport Department. In the departments where technical staff is available for maintenance and repair of vehicles, repairs can be done in departmental workshops after the recommendation of technical staff within the limit of the available budget.
  • Departments where technical staff is not available can get repairs done by a garage or dealer recognized or authorized by the Transport Department after the technical recommendation of the Divisional Inspector of the Transport Department. The condition for this is that it is possible to spend more than five percent of the purchase price of the vehicle.
  • According to the government order, the transport department will also take a decision for such vehicles, whose age is about to end and their repair may cost more. If needed, they will be declared condominiums.
  • These are the rules for the vehicles to be condominium:
    • All vehicles of government departments, municipal corporations, municipalities, panchayats, state transport undertakings or any public sector undertaking which have completed 15 years of age from the date of registration will be considered as condominiums.
    • Government two-wheelers with engine capacity of less than 300 cc will have to complete the age of 10 years from the date of registration and cover one lakh km. (80 thousand km in the mountainous area.) condominiums can be done while walking.
