Disaster Relief Training Center

Why In News?

On July 26, 2023, Uttar Pradesh Chief Minister Yogi Adityanath said during the review of disaster management works that a disaster relief training center would be established in the state. Along with this, regional response centers will be established in Bareilly and Jhansi.

Key Points:

  • The Chief Minister gave necessary instructions during the review of ongoing efforts to make disaster management works effective in the state with mutual coordination between NDRF and SDRF.
  • He directed that availability of qualified and skilled personnel is the first requirement for relief work in times of disaster. The more efficient the personnel, the more effective the relief work will be. For this it is necessary to establish a center. Cooperation should also be taken from NDRF in this. It is a big challenge to reduce such loss of life due to lightning.
  • It is known that there have been 301 deaths in the year 2022-23 and 174 deaths in 36 districts so far in 2023-24.
  • He directed that early warning systems should be installed in 75 districts within three months. With this technique, lightning can be detected three to four hours before, one hour before the exact location can be known. There will be no loss of people and money if information is received in time.
  • Digital platforms like Damini App, Meghdoot developed by the Central Government should be promoted.
  • The Chief Minister informed that Emergency Operation Centers have been set up in all the districts of the state. They should be integrated with ICCC under Safe City.
  • Establish a public address system in all gram panchayats and urban bodies. These should be linked to the early warning system. The role of Aapda Mitras is very important in times of disaster. They should be deployed in the remaining districts.

  • Bihar State Women's Commission: Former MP Ashwamedh Devi has been made the chairperson of the State Women's Commission, while Prabhavati Manjhi of Jehanabad, Sujata Sumbrai of Siwan, Rabia Khatoon of Bhagalpur, Sunita Kushwaha of Gopalganj, Shweta Vishwas of Paliganj of Patna, Sulochana of Purnia are members.     • Muzaffar Hussain Rahi of Jehanabad, Mahtab Alam alias Kabul Ahmed of Rohtas, Iftekhar Ahmed alias Munna Tyagi of West Champaran, Dr. Iqbal Sami of Muzaffarpur, Afroza Khatoon of Nawada, Murtaza Ali Kaisar of Siwan and Mukesh Jain of Begusarai i.e. a total of seven members. have been nominated.

  • Bihar Sanskrit Board: Senior RJD leader and former MLA Bhola Yadav has been made the chairman of this board.

15 Minority Government Residential Schools will be Constructed in the State

  • According to the information, Government minority residential schools will be set up for girls in Ramgarh of Alwar, Nagar of Bharatpur, Ramzan gafan (Chauhtan) of Barmer and Sedwa and Sarwad of Ajmer, and for boys Jodhpur, Jhunjhunu, Kota, Tonk, Bikaner, Sikar, Pahari and Kaman of Bharatpur, Jetdasar (Bap) of Jodhpur, Nachna (Pokaran) of Jaisalmer.
  • 8 crore will be spent on the construction of each residential school. This residential school will have a capacity of 100 students and if there are more students than the capacity, they will be given admission as day-scholars.

  • The settlements situated on the banks of the Chambal river from the Chambal river front will get relief from floods, along with trapping of 14 dirty drains falling into the Chambal river, the drain water has been filtered through STP, which will also purify Chambal water.
  • 9 famous buildings and architectures from different countries of the world have been built on the World Heritage Ghat built on the Chambal River Front. Just as the Seven Wonders Park has been built on the banks of the Kishore Sagar pond, where seven wonders of the country and the world have been built, on the same lines, the artwork of nine famous buildings of the world has been built on the World Heritage Ghat of the riverfront.

  • The riverfront has an invisible structure in the posture of yoga, which is visible only when viewed from both sides (right and left), but disappears when viewed from the front. It is made from stainless steel.
  • Apart from this, the country's first LED garden has also been built here. People coming here will see LED elements instead of real trees, plants and birds. Zodiac Ghats have also been developed in the eastern zone of the riverfront, which have different zodiac signs.
  • A beautiful building exactly like the Thai Temple has been built on that riverfront. Small restaurants have also been built here, in which tourists can enjoy Mughlai in the Red Fort building, South in Gopuram building, and Chinese cuisine in the Chinese building.
  • Here the bravery of Pannadhay Hadi Rani will also be seen, the Hadauti Ghat has been built on the eastern end. Taragarh Fort, an umbrella of 84 pillars built in the Bundi style, has also been built. A water park musical zone has also been made in the special kids zone for children on the riverfront.

Vivekananda Youth Hostel will be opened in 28 Districts of the State

  • Similarly, the Governor has also approved the proposed amendment to the provision related to giving weightage to general knowledge of Rajasthan in Stenographer, Personal Assistant course in Ministerial Service Rules related to Government Secretariat, Subordinate Offices and Rajasthan Public Service Commission.
  • The Governor has issued an amendment in various service rules to forward their vacancies for three recruitment years in case of non-availability of eligible candidates for direct recruitment of backward and extremely backward classes like Scheduled Castes and Scheduled Tribes by the Department of Personnel of the State Government. The notification proposal has also been approved.
  • Under bringing uniformity in all service rules, the proposed notification has been approved for amendment in sub-rule four of 'Reservation of Vacancies for Scheduled Castes and Scheduled Tribes'. With the implementation of this amendment notification in the service rules, the provisions of January 17, 2013 will come into force.

  • This 5th Helicopter and Small Aircraft Summit (Heli Shikhar Summit 2023) was jointly organized by the Ministry of Civil Aviation in collaboration with the Government of Madhya Pradesh, Pawan Hans Limited and Federation of Indian Chambers of Commerce and Industry (FICCI).
  • The theme of the event was 'Reaching the Last Mile: Regional Connectivity through Helicopters and Small Aircraft'.
  • An inaugural session followed by a technical session was organized during the event.
  • The main objectives of this summit are as follows:
    • To provide a common platform for all industry stakeholders and policy makers to discuss the growth story of the Indian helicopter and small aircraft industry.
    • To increase the scope of UDAN scheme in remote and hilly areas and to expand rural to urban connectivity in the country.
    • To promote connectivity through helicopters and small aircraft to existing and potential tourist hotspots by providing seamless services.
  • UDAN 5.2 has been launched for further enhancing the connectivity to remote and regional areas of the country and achieving last-mile connectivity through small aircraft such as 1A (<9 seats) and Category 1(<20 seats).
  • Minister Jyotiraditya Scindia informed that Udaan 5.2 has been introduced for helicopters and under this VGF has been increased and fare cap has been reduced. Along with this, a single window service platform of Heli Sewa has also been started.
  • Minister Jyotiraditya Scindia also launched the Heli-Sewa mobile application during the programme.
  • It is noteworthy that the Heli Sewa Portal is an initiative of the Ministry of Civil Aviation under Digital India. Under this, a common platform has been established to create an ecosystem between helicopter operators and district officials.
  • This mobile application will make it much more convenient in terms of user experience, content uploading and access.
  • A Memorandum of Understanding (MoU) was also signed between Pawan Hans and Jet Serve on the occasion to further the helicopter and small aircraft sector in India.

Haryana Became the First State in the country to introduce C rèche Policy

Why In News?

On July 26, 2023, Haryana Women and Child Development Department issued notification of Haryana State Creche Policy-2022, which will benefit the working women of the state. With this, Haryana has become the first state in the country to bring a crèche policy.

Key Points:

  • Regarding the crèche policy, Minister of State Kamlesh Dhanda said that the state government has formulated this policy keeping in mind the working women, under which a child aged six months to six years can be kept in the crèche for eight to ten hours.
  • Skilled and trained personnel will be deployed in the crèche. In this, the crèche worker will be given a salary of Rs 15,000 and the assistant will be given a salary of Rs 7,500 per month.
  • According to the department's Additional Chief Secretary Sumita Mishra, it will be mandatory for all institutions with more than 50 employees to open crèches in the state.
  • The crèche will have all arrangements for children's play items and toys as well as nutritious food, regular health check-up and vaccination, sleeping arrangements, education and physical and socio-emotional development.
  • It is known that Chief Minister Manohar Lal Khattar has already issued instructions to open 500 crèches. So far, 165 crèches have been started in 16 districts in the state. These will be upgraded under the new policy.
  • The Women and Child Development Department has tied up with the Mobile Crèche Organization to set up a crèche with modern facilities. These creches will be open 26 days in a month. Identity cards of parents and staff will also be made for the safety of children.
  • No child will be left alone in the crèche. The child will also be given morning breakfast, lunch and evening snacks in the crèche and the government will bear the cost of this. One thousand rupees will be given every month for cleanliness. There will also be arrangements for children's sleeping and feeding room in the crèche.
  • In the crèche policy, the maximum distance from the office of working women has been fixed at 500 meters.
  • Families whose annual income is less than one lakh rupees for crèche, Rs 50 for each child, Rs 100 for one lakh to 1.80 lakh, Rs 250 for 1.80 lakh to three lakh, Rs 350 for three to five lakh annual income. 500 per month for income above Rs.5 lakh and above Rs.5 lakh.
