U.P. Govt. implemented LADCS system
Why in News?
On June 22, 2023, the Uttar Pradesh government implemented the 'Legal Aid Defense Counseling System (LADCS)' for two years under the Uttar Pradesh State Legal Services Authority to provide free legal aid to the people of the state and settle small disputes on the basis of agreement.
Key Points:
- In the LADCS system, legal aid will be provided to the general public through the services of Chief, Deputy and Assistant Council.
- Legal aid can be provided to the general public on the lines of the public protection system in criminal cases.
- The objective of implementing LADCS is to strengthen court-based legal services to provide effective and efficient legal services to the backward and weaker sections of the society.
- It will provide qualitative and competent legal services in criminal cases to eligible persons.
- The victim will be able to take direct advantage of the illegal trade being done by a person. Members of Scheduled Castes and Scheduled Tribes can take advantage of this.
- Eligibility to take advantage of LADCS-
- Women, daughters and children of the victims.
- People suffering from blindness, leprosy, deafness, mental weakness etc. and nomadic persons.
- Persons suffering from mass disaster, ethnic violence, class atrocities, floods, famine, earthquake or industrial disaster.
- Industrial workers.
- Juvenile delinquent means a child up to the age of 18 years.
- Person detained in custody.
- Mentally ill persons admitted in protection homes, mental hospitals or nursing homes.
- A person whose annual income is less than Rs.3,00,000.

National Florence Nightingale Award to ANM Gayatri Kumari of Bihar
Why in News?
On June 22, 2023, the President Mrs. Draupadi Murmu, who is the Supreme Commander of the Armed Forces, presented the 'National Florence Nightingale' Award for the year 2023 to ANM Gayatri Kumari, posted at the Sub Health Centre at Gabai village in Sheikhpura district of Bihar, at a function held in New Delhi.
Key Points:
- The President Mrs. Draupadi Murmu has presented the National Florence Nightingale Awards to a total of 30 nurses for the years 2022 and 2023 at the ceremony.
- Gayatri Kumari has been given this award in view of her service work. She has achieved great achievements in family planning, vaccination, working as a Corona warrior during the Covid-19 pandemic as well as in the campaign of vasectomy.
- The National Florence Nightingale Award, instituted by the Ministry of Health & Family Welfare in 1973, is given to nurses and nursing professionals in recognition of their meritorious services to the society.

Medical Minister launched PCTS mobile app
Why in News?
On June 21, 2023, Rajasthan Medical & Health Minister Parsadi Lal Meena launched the PCTS mobile app for online tracking, reporting and monitoring of health services being provided to pregnant women, mothers & infants in the state where he also released a poster related to it.
Key Points:
- Through the PCTS mobile app, more than 53 thousand ASHAs of the state will be able to do day-to-day reporting of health services related to women & children of their area on mobile and effective monitoring of this work can also be done.
- The Health Minister said that through this app, ASHA workers of the state will be fully updated with the health services provided to children & women. They will know on which day children and women are to be vaccinated or given the benefit of any other service.
- This will further strengthen the health services for women and children and consequently improve the health indices.
- Through this app, the officials of the department can get the progress report by talking directly to any ASHA and ANM of the state. Online entry of other services including vaccination of women and children can be done through this.
- Mission Director NHM Dr. Jitendra Kumar Soni said that this app is an innovative initiative of the department to make the work of ASHA associates of the state smooth and effective, which has been prepared through NIC Rajasthan and the Demographer section.
- He said that due to a lack of data entry facilities at sub-health centres, earlier ASHAs had to update the data of health services provided to pregnant women, maternity and infants by visiting the PHC/CHC/other medical institution in their area, leading to unnecessary delay in sending information online on time. Real-time information will be available through this app.
- On this app, Ashas will provide services related to monthly action plan, ANC, PNC/HBNC, vaccination, sterilization, name-wise list of services of interval means, antenatal check-up of pregnant women, post-partum care, infant vaccination, growth chart of children, infant and maternal mortality rate.
- Apart from these, HBYC services offered to children at 3, 6, 9, 12 and 15 months, the facility to search the PCTS ID of the woman, suggestive videos, details of the incentive amount paid to ASHA through Asha Soft and information services will be available through geo-mapping of nearby institutions for a referral.
- The implementation and coverage of the app include 14 thousand 843 sub-health centres, 214 public clinics, 2 thousand 655 PHCs, 769 CHCs, 46 district hospitals, 67 sub-district hospitals, 13 satellite hospitals, 141 medical colleges/ city dispensaries and 47 other medical institutions.
- It is worth mentioning that PCTS software was launched in the year 2008 as part of innovation by the department earlier. It was observed that in the year 2008, the infant mortality rate of the state was 63 per thousand live births, which has come down to 32 per thousand live births in the year 2020 due to the effective implementation of health services and PCTS software. Similarly, the maternal mortality rate also declined from 318 to 113.

Rajasthan State Gold-Silver Art Development Board will be formed
Why in News?
On June 21, 2023, Chief Minister Ashok Gehlot approved the proposal to set up the Rajasthan State Gold Silver Art Development Board. Its headquarters will be in Jaipur.
Key Points:
- The Board will consist of the chairman, vice-chairman and five non-official members. Their tenure will be 3 years.
- In addition, additional chief secretary / principal government secretary/government secretary or their representative will be in the board as additional chief secretary / principal government secretary/government secretary or their representative of industries department, school education (primary/secondary) and Sanskrit education department, rural development and Panchayati raj department, labour department, social justice and empowerment department.
- Joint Director level officers of the social justice and empowerment department will work as secretaries.
- The Managing Director of Rajasthan State Other Backward Classes Finance and Development Co-operative Corporation Limited or his representatives will be special invitees in the Board.
- The Department of Social Justice and Empowerment will be the administrative department of the Board.

On June 22, 2023, 'The Asia HRD Congress' honoured Rajasthan Housing Board Commissioner Pawan Arora with LifeTime Achievement Award along with 4 awards for Coaching Hub, AIS Residency, Jaipur Chowpatty and Mukhyamantri Jan Awas Yojana built by the Board.

- Pawan Arora was honoured with the Life Time Achievement Award in the category of individual awards at a grand ceremony held at a 5 star hotel in Jaipur.

Helipad will be built in every Vibrant Village of the state
Why in News?
According to information received from the media on June 21, 2023, helipads will be built in every Vibrant Village in the border districts of Uttarakhand. Also, breakfast tourism will be promoted in these villages.
Key Points:
- According to the information, Chief Secretary Dr. SS Sandhu instructed the District Magistrates of Uttarkashi and Chamoli to make a plan through video conferencing.
- In the meeting held at the state secretariat, the Chief Secretary said that the District Magistrates will go to the Vibrant Villages in their districts and see which services are desperately needed. He said that Atal Schools should be started in the area under Vibrant Village Scheme. Work should also be done in the direction of what more activities can be started in these villages from the point of view of tourism.
- He directed to take up the schemes for Vibrant Village on priority and said that the availability of electricity, water, roads, hospitals etc. should be ensured in these villages.
- The Chief Secretary said that the schemes for these villages should be prepared in such a way that the local people can get employment. By developing bugyal and tracking routes in these areas, the residents of the area can be connected to employment. He also directed the Skill Development Department to provide free training in various trades to the youth of the area.

National Florence Nightingale Award to Major General Smita Deorani and Brigadier Amita Deorani of the Military Nursing Service

On June 22, 2023, the President of India, Mrs. Draupadi Murmu, the Supreme Commander of the Armed Forces, awarded the National Florence Nightingale Awards for the years 2022 and 2023 to Major Gen Smita Devrani, Additional Director General (ADG) of the Military Nursing Service (MNS) and Brigadier MNS, Brigadier Amita Devrani, Headquarters Southern Command at a function in New Delhi.
Key Points:
- President Mrs. Draupadi Murmu has given the National Florence Nightingale Award to a total of 30 nurses for the years 2022 and 2023 at the function.
- The award given to Devrani sisters from Kotdwar district of Uttarakhand is an appropriate honour for their remarkable contribution and service for nearly four decades.
- Apart from these, the President honoured Manju Kaira of Uttarakhand with the National Florence Nightingale Award for the year 2022.
- It is known that the National Florence Nightingale Award, instituted by the Ministry of Health & Family Welfare in 1973, is given to nurses and nursing professionals in recognition of their meritorious services rendered to the society.
- Major General Smita Devrani was commissioned at MNS in 1983. Prior to assuming charge as ADG MNS on October 01, 2021, she held various key clinical, staff & administrative positions like Principal Matron, Brigadier MNS, Headquarters (Central Command), Principal Matron, Command Hospital (Southern Command) and Director MNS (Administration).
- Brigadier Amita Deorani was commissioned into service in 1986. She assumed her present assignment of Brigadier MNS, Southern Command on September 01, 2021. Earlier, she has held various important positions like Principal College of Nursing, Armed Forces Medical College, Pune; Army Hospital, Vice Principal of College of Nursing, Research & Referral College of Nursing and Indian Naval Hospital Ship (INHS) Ashwini.
