Uttar Pradesh Film Policy- 2023

Why In News?

  • According to the information received from the media on February 22, 2023, the Uttar Pradesh cabinet has approved the Uttar Pradesh Film Policy-2023.

Key points

  • The Uttar Pradesh government has implemented a film policy to create an environment for film production and to develop various necessary resources for shooting.
  • Under the Uttar Pradesh Film Policy-2023, to make Uttar Pradesh the center of film production, subsidy will be given for shooting films in the state along with giving a chance to the artists of the state to act in the film.
  • A subsidy of two crore rupees will be given for shooting in Uttar Pradesh for two-thirds of the total shooting days for film production. At the same time, a subsidy of up to Rs 50 lakh will be given for setting up a film training institute.
  • A film city is being built on one thousand acres in Noida. There is also a plan to develop film production facilities in other districts of the state. Films made in Film City will also be given concession as per this policy.
  • Under the film policy, these facilities will also be available -
    • For providing security arrangements for shooting, government guest house, tourist guest house will be arranged on payment as per rules. The difficulties coming from the level of the departments will also be resolved.
    • Outdoor shooting units will be given 25 percent discount on room rent in guest houses and hotels of the Tourism Corporation.
    • In the state, 50 percent subsidy will be given on production for Awadhi, Braj, Bundeli, Bhojpuri regional films, 25 percent subsidy will be given on making films on Hindi, English and other languages. In this, a subsidy of up to one crore rupees will be given if at least 50 percent of the total shooting day is shot in UP.
    • The shooting of the web series will be subsidized up to Rs 10 lakh or One crore per episode. A subsidy of Rs 25 lakh will be given if the five main actors in the web film are from Uttar Pradesh.

Rajeev Raghuvanshi of Ballia became the New DCGI of the Country

Why In News?

  • On February 22, 2023, Dr. Rajeev Singh Raghuvanshi, a resident of Ramnagar of Dokti police station area of Ballia district of Uttar Pradesh, has been appointed as the new Drug Controller General of the country.

Key points

  • Dr. Rajeev Singh Raghuvanshi will replace Dr. VG Somani. His term ended on February 15.
  • Significantly, there are more than 250 patent medicines in the name of Dr. Rajeev Singh Raghuvanshi.
  • Dr. Rajeev Singh Raghuvanshi was working on the post of Secretary-cum-Scientist of Indian Pharmacopoeia Commission. The Union Public Service Commission (UPSC) had recommended his name for the post of DCGI last month. Taking cognizance of this, the cabinet committee has passed the order.
  • The DCGI is the head post of the Central Drugs Standard Control Organisation (CDSCO), which is responsible for ensuring the supply of quality medicines across the country. It also has the authority to approve new drugs and regulate clinical trials.

MoU Signed Between Jodhpur Discom and National Highways Logistics Management Limited

Why In News?

  • On February 22, 2023, an MoU was signed between Jodhpur Discom and National Highways Logistics Management Limited (NHLML) in a meeting held at the Government Secretariat Complex in Jaipur under the chairmanship of Rajasthan Chief Secretary Usha Sharma.

Key points

  • Under the MoU signed between Jodhpur Discom and National Highways Logistics Management Limited (NHLML), 11 solar power plants will be developed at a total of six places in three districts of Hanumangarh, Bikaner and Jodhpur on the Amritsar-Bhatinda-Jamnagar Expressway in the state.
  • These power plants with a total capacity of 27.43 MW will be set up under the Saur Krishi Aajeevika Yojana (PM Kusum). These power plants will come up at Kolha village in Hanumangarh district, Malkisar-Gopalyan road, Naurangdesar and Rasisar villages in Bikaner district and Bhikamkor village in Jodhpur district and will cover 8 substations.
  • It is noteworthy that the Ministry of Road Transport and Highways has prepared this action plan through the National Highways Logistics Management Limited, in which solar panels are to be installed along national highways and express highways. This scheme will be developed on PPP mode (Public Private Partnership) basis.

Basemetal in Sikar Dariba and Potash Deposits in Hanumangarh Satipura Area

Why In News?

  • On February 22, 2023, Dr. Subodh Agarwal, Additional Chief Secretary, Department of Mines, Petroleum and Water Resources, Rajasthan, said that the Geological Survey of India has found mineral base metal deposits in Dariba in Sikar district during mineral exploration and Jokhia South Block in Hanumangarh district. And potash reserves have been found in Khunja North Block.

Key points

  • Dr. Subodh Aggarwal said that GSI has completed exploration of G2 level in Sikar area and G3 level in Hanumangarh area, due to which auction proceedings for mining lease can be done after completing necessary formalities of auction in these areas. .
  • He said that according to the report of GSI, there is a possibility of 2.81 million tonnes of reserves of 0.33 per cent copper basemetal as a result of G2 level exploration in Dariba block of Sikar district and on the other hand, in Satipura sub-basin of Hanumangarh of Nagaur-Ganganagar basin. 3's exploration has resulted in reserves of about 340 million tonnes of the mineral potash.
  • Dr. Subodh Agarwal has instructed the officers to prepare a time-bound action plan and complete the necessary process of auction of these blocks on priority so that precious minerals like base metal and potash can be exploited, dependence on imports from foreign countries can be reduced and the revenue of the state can increase.
  • It is noteworthy that during the meeting of the joint working group of the state and central government, the Deputy Director General of the Geological Survey of India Ramjeevan gave the exploration report to ACS Mines.
  • Geological Survey of India's Deputy Director General Ramjeevan said that along with the mineral exploration work in the state, exploration reports are submitted by the Central Government's organizations including GSI, MECL, IBM, along with the Mineral Department.

New Website of Rajasthan Civil Services Appellate Tribunal Launched

Why In News? 

  • On February 22, 2023, Ashwini Bhagat, Chairman, Rajasthan Civil Services Appellate Tribunal launched the new and updated website of the State Civil Services Appellate Tribunal. 

Key points 

  • It may be mentioned that the tribunal hears the service-related promises of the employees of the state. This website has been launched by the Government of Rajasthan for the dissemination of information with speedy justice and transparency to the common people.  
    Tribunal's Registrar Pankaj Ojha said that the website has been developed by the Information and Technology Department. 
    In this website facility of alert through SMS, online registration of cases of Jodhpur Bench, facility of uploading all types of stays and decisions, division of cause list into benches according to case purpose, information of advocates, case re-open Facility of case linking and tagging, facility of roster maintenance, facility of MIS preparation and entry of more than one private party have been included.

'Return of the Costume Treasure' Exhibition on Protection and Restoration of Cultural Property Inaugurated in Khajuraho

Why In News?

  • On February 22, 2023, Madhya Pradesh Chief Minister Shivraj Singh Chouhan, Social Justice and Empowerment Minister Dr. Virendra Kumar, Union Culture Minister G. Kishan Reddy, Minister of State for Culture Meenakshi Lekhi inaugurated an exhibition titled 'Return of Costume Treasures on Protection and Restoration of Cultural Property' at Maharaja Chhatrasal Convention Hall at Khajuraho in Chhatarpur district of the state.

Key points

  • A re-address returns off (treasures) was also released on the occasion.
  • It is noteworthy that 2014 from to 2022, the Government of India has brought back 229 countries and returned rare items related to heritage. Selected items from these are displayed in the exhibition.
  • The objective of this exhibition is to showcase the spirit, need and future of repatriation of cultural wealth through select examples of successful return of cultural heritage in India and around the world. The exhibition has become a medium to showcase cultural objects, their history and the stories surrounding their successful return.
  • Under the aegis of The Ministry of Culture, Government of India, the Archaeological Survey of India and the National Institute of Museums and the National Museum have jointly Re-Dress organized the exhibition Treasure Return.
  • The exhibition has been made part of the G20 Culture Working Group (CWG) meetings held across India by the Ministry of Culture. Among the most important pieces on display at the exhibition is the woman who was brought back to India from Canada in 2015. It is now housed at the ASI Site Museum in Khajuraho.
  • Around 26 antiquities from across India are featured in the exhibition, complemented with photographs and visuals of antiquities returned to India so far, along with some encouraging examples of repatriation from other parts of the world.
  • It is known that so far, a total of 242 antiquities from different countries have been repatriated to India. Many others are still in the process of returning.
  • Global efforts towards bringing back cultural wealth are excellent examples of cultural and international cooperation between countries. These pieces of art and antiquity, past victims of illegal trafficking are now being exhibited as cultural ambassadors and advocates of the repatriation of cultural heritage.

Chief Minister Inaugurated Cultural Village Adivart in Khajuraho

  • On February 22, 2023, Chief Minister of Madhya Pradesh Shivraj Singh Chouhan inaugurated Tribal and Folk Art State Museum of Madhya Pradesh, Cultural Village Adivart on the occasion of organizing the G-20 Culture Working Group meeting at Khajuraho in Chhatarpur district of the state.

Key points

  • Chief Minister Shivraj Singh Chouhan informed that Adivart has been envisaged as Madhya Pradesh Tribal and Folk Art State Museum by the Culture Department. In the first phase of the cultural village Adivarta, the landscape of the village of 7 tribes has been included.
  • In Adivart, Gond, Baiga, Bhil, Bharia, Korku, Kol and Saharia along with the major tribes of the state, respectively, five cultural zones, Baghelkhand, Bundelkhand, Malwa, Nimar and Chambal respectively, were displayed by building houses and life-useful items.
  • Culture director Aditi Kumar Tripathi told that tribal artists will get a better chance to sell local products and paintings etc. through Adivart Museum. This will also strengthen the livelihood of the artists.

Union Minister Inaugurates Various Facilities Worth Rs 120 Crore at THSTI, Faridabad

  • On February 22, 2023, Dr. Jitendra Singh, Union Minister for Science & Technology and Earth Sciences, inaugurated various facilities worth Rs 120 crore at the Translational Health and Technology Institute (THSTI) located in Faridabad district of Haryana.

Key points

  • Dr. Jitendra Singh, Union Minister for Science and Technology informed that THSTI, which will have a 50-bed hospital, will have facilities to conduct clinical research such as observational cohort studies and phase 1 and phase 2 clinical trials.
  • He informed that the testing of Covid vaccine was done in THTSI's laboratory in partnership with WHO and it was the first laboratory in India to culture Omicron virus.
  • THSTI is Biotechnology (DBT) one of the top institutes under the Department of done a great job in many areas of research such as maternal and child health, vaccine development, and has therapeutic molecules and new diagnostic tools against tuberculosis and dengue.
  • Dr. Jitendra Singh informed that it has world-class facilities like BSL-3 laboratory, experimental animal facility, a large biorepository and state-of-the-art equipment for molecular research.
  • Dr. Pramod Kumar Garg, Executive Director of THSTI said that the scientists here are committed to develop world-class vaccines and products and if needed in future, the human challenge model will also be adopted.

Jharkhand Gets 32 Medals Including 21 Gold in National Powerlifting Championship

  • According to information received from the media on February 22, 2023, players from Jharkhand won a total of 32 medals including 21 gold, seven silver and four bronze in the National Powerlifting Championship held in Bhilai, Chhattisgarh.

  • Jharkhand's Ashrita Tirkey won the Senior Strongwoman of India, Akhlaq Khan the Junior Strongman of India and Aftab Alam the Best Lifter in the National Powerlifting Championship held at Bhilai, Chhattisgarh from February 17-22. 
  • Harsh Anand, Manjit Toppo, Anand Karmakar, Monu Kumar, Aftab Khan, Akshay Shukla, Aseem Khalkho, Bhaskar Dubey, Akhlaq Khan, Mohammad Usman, Wasim Ansari, Ashrita Tirkey, Anjali Kumari, Kanwaljit Kaur, Isha Shreya won gold from Jharkhand. Kujur is included. 
  • In this championship, Rajan Pandey, Rohit Biruli, Harsh Anand, Monu Kumar, Ayush Kumar, Anand Karmakar, Sneha Kumari Khushbu Soy won silver, while Neel Amrit, Yashraj, Krishna Nayak, Akash Minj won bronze. 
  • It is known that Jharkhand Powerlifting Association Secretary Ashok Kumar Gupta was in the role of National Referee.

An E-library Classroom will be Set Up in the E-library of the District Library

Why In News? 

  • On February 22, 2023, Doman Singh, Collector of Rajnandgaon district of Chhattisgarh, in Rajnandgaon district, launched the first edition of District Library Live with the aim of providing an opportunity to the youth preparing for competitive exams in the district library in a series of new experiments in Rajnandgaon district. Approval has been given to make an e-library classroom on the ground floor at a cost of Rs 18 lakh.

  • On this occasion, Collector Doman Singh said that the e-library classroom will help the youth preparing for competitive exams to prepare for the examination.

Two Soldiers of Uttarakhand Got Prime Minister's Jeevan Raksha Medal

Why In News?

  • According to information received from the media on February 22, 2023, two constables of Uttarakhand Police Faizan Ali and Rajesh Kunwar have been awarded the Prime Minister's Defence Police Medal. The medal was presented to him by Madhya Pradesh Governor Mangubhai Patel.

Key points

  • In the year 2019, the two constables had rescued six members of a family trapped in a house in Raipur when a parked car caught fire.
  • State DGP Ashok Kumar said that the All-India Police Duty Meet was organized in Madhya Pradesh's Bhopal from 13 to 17 February. It was during this program itself that the medal was announced for both the soldiers.
  • It is noteworthy that on the night of July 5, 2019, a car caught fire at a house in Dashmesh Vihar Colony under Raipur police station area of Dehradun. On information, Constable Faizan Ali and Constable Rajesh Kunwar, appointed on Cheetah duty, immediately reached there. Constables Faizan and Rajesh saved the lives of six people with their presence of mind without caring for their lives.

'Unmanned Traffic Management Software'

Why In News?

  • On February 22, 2023, Uttarakhand Police Communication ADG Amit Sinha said that every drone flying in the state will now be in front of the eyes of the police. For this, the police are now preparing unmanned traffic management (UTM) software.

Key points

  • Amit Sinha, ADG Police Communications, said an agreement is being signed with a Delhi-based company to develop unmanned traffic management (UTM) software. It will be mandatory for every drone operator to register on this software. The police will test this software next week.
  • The Delhi-based company is developing UTM software for the police. Every drone will be registered on it. This will tell the live location from take-off to route and landing. If a drone is being flown without registration, it will also be jammed with a jammer. It will also be mandatory for those flying cargo drones to amateur drones to register on this software.
  • It is worth noting that the who, where and why drones are flying drones in the state so far police do not have any mechanism to keep an eye on, while small cargo drones are also being flown in many parts of the state. Medicines, blood samples and all kinds of materials are being transported to far-flung areas. In such a situation, some anti-social elements can also take advantage of it.
  • At present, the DGCA has made unique identification number (UIN) mandatory for drones. Now the UIN number of each drone is released. The police will feed this number into their software. Through this, the police will be able to know his location. This police software will work on the basis of no permission no take-off.
  • Until last year, incoming drones did not have UIN. It had RID (remote identification). Along with registering the RID, the police will install special chips in these drones. This chip will be installed to tell the location.
