Haryana Prisons Rules, 2022

Why In News?

  • The Cabinet, which met under the chairmanship of Haryana Chief Minister Manohar Lal Khattar on October 19, 2022, approved the proposal to replace the 'Punjab Prisons Rules-1894' applicable in the state of Haryana with the 'Haryana Prisons Rules, 2022'.

Key Point

  • The Haryana Prisons Rules, 2022 will be applicable in all jails in the state under preventive detention laws in respect of its administration and management, staff members, convicts, undertrials, civil prisoners, women prisoners, young offenders and detainees.
  • These rules will be called the Haryana Prisons Rules 2022. These rules shall come into force from the date of their publication in the Gazette.
  • The Haryana Prisons Rules, 2022 are based on the Model Prisons Rules, 2016 approved by the Union Home Ministry after appropriate amendments, additions, alterations and deletions as per local laws and local conditions. These rules also include provision for setting up of rooms for newly recruited prisoners for their personal behaviour studies, health check-ups etc.
  • Under these rules, special provisions have been made for classification of prisoners, gangsters and hardcore prisoners for separation of prisoners. Apart from this, the rights and duties of the prisoners have also been included.
  • The Haryana Prisons Rules, 2022 provide for proper food, its preparation and distribution management in the jail diet and special provisions have also been made for women, elderly and mentally ill prisoners.
  • It is noteworthy that the Punjab Prisons Rules-1894 were notified during the British rule and currently in force in the state of Haryana.

Faridabad Metropolitan Development Authority Rules, 2022

Why In News?

  • The Cabinet, which met under the chairmanship of Haryana Chief Minister Manohar Lal Khattar on October 19, 2022, approved the framing of the Faridabad Metropolitan Development Authority Rules, 2022.

Key Point

  • The Faridabad Metropolitan Development Authority will enable the Faridabad Metropolitan Development Authority to meet the financial expenses and meeting of the Authority after it is notified.
  • These rules define the general and special provisions of the Authority, including time, place, holding of meetings, information of meetings, attendance through electronic mode, quorum status, work to be done in the meeting, method of deciding questions, participation of non-members and preparation of infrastructure development plan etc.

Haryana approves final DPR for Metro Expansion Project

Why In News?

  • The Cabinet, which met under the chairmanship of Haryana Chief Minister Manohar Lal Khattar on October 19, 2022, approved the final Detailed Project Report (DPR) of Dwarka Metro Rail Connectivity Project to provide better connectivity between Rezangla Chowk, Gurugram to Sector 21 and Dwarka.

Key Point

  • According to the DPR, the spur or metro extension connecting Rezangala Chowk and Dwarka Sector 21 station in Palam Vihar will be 8.40 km long, of which 4 km will be from Palam Vihar to Sector 111 in Gurugram and the remaining 4.40 km from Sector 111 to Sector 21 Dwarka. There will be 7 stations in this entire route.
  • This Mass Rapid Transport System (MRTS) project will connect the maximum part of Gurugram city with Delhi and other surrounding areas. It will interchange with Palam Vihar station of Gurugram Metro corridor, interchange with IECC station of Airport Express Metro corridor and interchange with Sector 21 Dwarka station of DMRC Blue Line and Airport Express Metro corridor. The MRTS will also have an interchange with dwarka expressway in Sector 110. These linkages will enhance the efficiency of the transport system in the National Capital Region (NCR).
  • This will also provide smooth transport facility to passengers travelling to Delhi International Airport and check-in facility at Sector 21, Dwarka Metro station.
  • The introduction of MRTS will lead to significant social benefits due to reduction in number of buses, IPT, use of private vehicles, reduction in air pollution and speed of road based vehicles and consequently reduction in fuel consumption, vehicle operation cost and travel time of passengers. This will reduce accidents, pollution and cost of road maintenance will prove to be other benefits for the society in general.
  • The Cabinet also approved the gross project cost of Rs.1541 crore along with the state government's share. It also approved to nominate Administrative Secretary, Town and Country Planning Department as nodal officer for signing contracts and other related documents for implementation of these projects.
