Now Medical Education Will Also Be Done in Uttar Pradesh in Hindi

Why In News?

  • On October 19, 2022, Uttar Pradesh Director General of Medical Education Shruti Singh said that on the lines of Madhya Pradesh, the government has now formed a three-member panel to present Hindi language textbooks for MBBS courses in medical colleges of the state.

Key Point

  • Director General Shruti Singh said the three-member panel constituted by the state government is reviewing MBBS Hindi textbooks on three subjects. These include biochemistry, anatomy, and medical physiology.
  • Apart from this, other MBBS textbooks are being translated into Hindi and a three-member panel committee will examine this translation.
  • It is worth mentioning that recently for the first time in the country, medical education has been started in Madhya Pradesh in Hindi.
  • The director general of medical education said the committee was formed about a month ago and a government medical college in Meerut is expected to adopt these books first. At present, Hindi textbooks will be limited to MBBS students only.
  • He said the move will help students, especially those with Hindi-medium backgrounds, to easily understand concepts and processes in their language.
  • Nc Prajapati, additional director of medical education, said the panel was not trying to translate medical terminology and delete text-books. It is not possible to translate the entire text, as it will prove to be complicated for the students.

Bihar sets up Commission for Most Backward Classes

Why In News?

  • On October 19, 2022, the state government constituted the Most Backward Classes Commission under the chairmanship of senior JD(U) leader Dr Navin Chandra Arya. This commission will recommend reservation for the most backward in the civic elections as per the guidelines of the Supreme Court.

Key Point

  • The other members of the commission are Arvind Nishad, Vinod Bhagat, Gyanchandra Patel and Tarkeshwar Thakur. The commission was first set up in 2006. The commission has been given a maximum of three months to submit its report.
  • On October 19, the state government had filed an affidavit in the Patna High Court stating that it would prepare a detailed report after getting the situation of the MOST backward classes commission (EBC commission) assessed. After this decision of the state government, the High Court's decision of October 4 remained the same.
  • This case was placed during the hearing of the review petition filed by the state government, which was accepted by the court. The High Court made it clear that the civic elections in Bihar will be held after the EBC Commission report comes.
  • For this, the Bihar EBC Commission, which came into existence in 2005, has been revived as a dedicated commission. The Commission will soon submit its report after collecting data on political backwardness of the most backward. Only after perusing the report will the State Election Commission notify the civic polls in Bihar.
  • It is noteworthy that the Supreme Court has clearly said in its order that reservation can be given to backward classes in local body elections only if the government conducts triple tests. The government should find out which section is not getting adequate political representation.

Financial approval received for survey and DPR work

Why In News?

  • On October 19, 2022, Rajasthan Chief Minister Ashok Gehlot approved Rs 7.20 crore from the state head for survey and DPR works in Bharatpur and Dholpur districts under the 'Chambal-Dholpur-Bharatpur Major Drinking Water Project'.

Key Point

  • With this approval of Chief Minister Gehlot, the survey and DPR works of the project will get momentum and on the completion of the project in a time-bound manner, the works of domestic tap connections will also be completed in both Bharatpur and Dholpur districts.
  • On completion of 'Chambal-Dholpur-Bharatpur Major Drinking Water Project', the problem of drinking water in urban and rural areas will be solved. Apart from this, adequate amount of water will also be available for irrigation.
  • It is noteworthy that Chief Minister Ashok Gehlot had announced 'Chambal-Dholpur-Bharatpur Major Drinking Water Project' worth Rs 3 thousand 106 crore for smooth availability of drinking water in the budget 2022-23.
  • It is to be noted that the state government had issued financial sanction for the first phase of the said project on September 14, 2022.

500 Mobile Units to be set up in Rajasthan Police Department

Why In News?

  • On October 19, 2022, Rajasthan Chief Minister Ashok Gehlot approved the proposal to set up 500 new mobile units on the lines of 108 ambulances towards strengthening and modernization of the police department in the state.

Key Point

  • The Chief Minister said that these mobile units will be connected to Abhay Command Center (Dial 100/ Dial 112) and 1 head constable and 2 constables will be deployed for each unit. In this way, 3 head constables and 6 constables will be required for 24 hours.
  • He informed that 500 vehicles are proposed to be hired for the formation of these units. These units will be operated by the nafri available in the police.
  • This decision of the Chief Minister will increase the efficiency of the police and it will be easier to solve the problems of the common man. With the formation of these mobile units, along with increasing police patrolling, criminal incidents will also decrease.

Madhya Pradesh Ranks Second in Best Performing State Award Category at PMAY Urban

Why In News?

  • Madhya Pradesh bagged the second position in the country in the Best Performing State Award category in Pradhan Mantri Awas Yojana Urban and the state received awards in a total of 8 categories on the basis of outstanding performance in 'PMAY Awards-2021:150 Days Challenge' at the Indian Urban Housing Conclave in Rajkot (Gujarat) on October 19, 2022.

Key Point

  • Prime Minister Narendra Modi presented the best performing state award to Madhya Pradesh Urban Development and Housing Minister Bhupendra Singh at the Indian Urban Housing Conclave in Rajkot (Gujarat).
  • In the special category award, Madhya Pradesh co-won with Gujarat in best state for convergence, jharkhand and Arunachal pradesh in best state for conducting IEC activity and uttar pradesh and gujarat in best performing SLTC.
  • In the Municipal Award (City Label), The Best Performing Municipal Award Municipal Corporation Dewas got the second position, in the Best Performing Municipal Council, Municipal Council Gohad (District Bhind) got the second position and in the Best Performing Nagar Panchayat, Municipal Council Jobat (District Alirajpur) got the first position. The best CLTC award has been given to Municipal Corporation Dewas, Municipal Council Gohad and Municipal Council Jobat.

Haryana Prisons Rules, 2022

Why In News?

  • The Cabinet, which met under the chairmanship of Haryana Chief Minister Manohar Lal Khattar on October 19, 2022, approved the proposal to replace the 'Punjab Prisons Rules-1894' applicable in the state of Haryana with the 'Haryana Prisons Rules, 2022'.

Key Point

  • The Haryana Prisons Rules, 2022 will be applicable in all jails in the state under preventive detention laws in respect of its administration and management, staff members, convicts, undertrials, civil prisoners, women prisoners, young offenders and detainees.
  • These rules will be called the Haryana Prisons Rules 2022. These rules shall come into force from the date of their publication in the Gazette.
  • The Haryana Prisons Rules, 2022 are based on the Model Prisons Rules, 2016 approved by the Union Home Ministry after appropriate amendments, additions, alterations and deletions as per local laws and local conditions. These rules also include provision for setting up of rooms for newly recruited prisoners for their personal behaviour studies, health check-ups etc.
  • Under these rules, special provisions have been made for classification of prisoners, gangsters and hardcore prisoners for separation of prisoners. Apart from this, the rights and duties of the prisoners have also been included.
  • The Haryana Prisons Rules, 2022 provide for proper food, its preparation and distribution management in the jail diet and special provisions have also been made for women, elderly and mentally ill prisoners.
  • It is noteworthy that the Punjab Prisons Rules-1894 were notified during the British rule and currently in force in the state of Haryana.

Faridabad Metropolitan Development Authority Rules, 2022

Why In News?

  • The Cabinet, which met under the chairmanship of Haryana Chief Minister Manohar Lal Khattar on October 19, 2022, approved the framing of the Faridabad Metropolitan Development Authority Rules, 2022.

Key Point

  • The Faridabad Metropolitan Development Authority will enable the Faridabad Metropolitan Development Authority to meet the financial expenses and meeting of the Authority after it is notified.
  • These rules define the general and special provisions of the Authority, including time, place, holding of meetings, information of meetings, attendance through electronic mode, quorum status, work to be done in the meeting, method of deciding questions, participation of non-members and preparation of infrastructure development plan etc.

Haryana approves final DPR for Metro Expansion Project

Why In News?

  • The Cabinet, which met under the chairmanship of Haryana Chief Minister Manohar Lal Khattar on October 19, 2022, approved the final Detailed Project Report (DPR) of Dwarka Metro Rail Connectivity Project to provide better connectivity between Rezangla Chowk, Gurugram to Sector 21 and Dwarka.

Key Point

  • According to the DPR, the spur or metro extension connecting Rezangala Chowk and Dwarka Sector 21 station in Palam Vihar will be 8.40 km long, of which 4 km will be from Palam Vihar to Sector 111 in Gurugram and the remaining 4.40 km from Sector 111 to Sector 21 Dwarka. There will be 7 stations in this entire route.
  • This Mass Rapid Transport System (MRTS) project will connect the maximum part of Gurugram city with Delhi and other surrounding areas. It will interchange with Palam Vihar station of Gurugram Metro corridor, interchange with IECC station of Airport Express Metro corridor and interchange with Sector 21 Dwarka station of DMRC Blue Line and Airport Express Metro corridor. The MRTS will also have an interchange with dwarka expressway in Sector 110. These linkages will enhance the efficiency of the transport system in the National Capital Region (NCR).
  • This will also provide smooth transport facility to passengers travelling to Delhi International Airport and check-in facility at Sector 21, Dwarka Metro station.
  • The introduction of MRTS will lead to significant social benefits due to reduction in number of buses, IPT, use of private vehicles, reduction in air pollution and speed of road based vehicles and consequently reduction in fuel consumption, vehicle operation cost and travel time of passengers. This will reduce accidents, pollution and cost of road maintenance will prove to be other benefits for the society in general.
  • The Cabinet also approved the gross project cost of Rs.1541 crore along with the state government's share. It also approved to nominate Administrative Secretary, Town and Country Planning Department as nodal officer for signing contracts and other related documents for implementation of these projects.

3rd Jharkhand Science Film Festival concludes

Why In News?

  • On October 18, 2022, the second phase of the '3rd Jharkhand Science Film Festival' to be held from October 14 to October 18 in the state of Jharkhand concluded at Sir JC Bose Girls High School, Giridih district of the state.

Key Point

  • DNS Anand, general secretary of Jharkhand Science for Society, said that the film festival was organized in Giridih on October 17 and 18, 2022, in which the film 'The Next Side of Beauty', based on illegal mining of mica in Koderma and Giridih districts, was also screened. In this film, the agony of choosing Mica and Dhibra was shown in a very touching way. In this, the students were motivated by showing the circumstances of living and education by choosing the dhibra. The 48-minute film is based on mica mining and cosmetics industry. The documentary film is directed by Deepak Bara.
  • Apart from this, Jharkhand filmmaker Prakash's film 'The Fire Within' was also screened. It depicts the painful picture of jharkhand's coal mining sector, showing that the identity of the tribal community, which is facing the brunt of corruption, displacement due to mafia power, is also now in danger.
  • It is known that on October 14, the third Jharkhand Science Film Festival was inaugurated in Bokaro, in which documentary, short film and animation based films were screened. It also screened Padma Shri Simone Uraon's film 'Jharia', based on environment and water conservation, directed by Biju Toppo. Apart from this, the film 'My Life as a Snail', the film 'Green', short film 'Decay', the film 'An Engineered Dream', the film 'Coral Woman', the short film 'Kameez', the film 'Damodar's Sorrow' and the film 'The Ganita Story' were also screened.
  • General Secretary DNS Anand said that Science for Society is constantly pursuing jan-samvad and jan vigyan abhiyan to take science to the masses in Jharkhand and to develop and expand the scientific temper among the people. In addition to other science activities, science film festival is also being used as a powerful and effective medium of science communication.
  • It is to be noted that earlier two science film festivals have been successfully organized in different parts of Jharkhand.

Jharkhand Electric Vehicle Policy, 2022

Why In News?

  • On October 19, 2022, the Industries Department in Jharkhand issued its gazette notification implementing the Jharkhand Electric Vehicle (EV) Policy, 2022.

Key Point

  • Under the Jharkhand Electric Vehicle (EV) Policy, 2022, the state government has also announced a grant on the purchase of electric vehicles. Under this, a grant of up to Rs 1.50 lakh will be given on buying a new electric car in the state, Rs 10,000 on Electric scooty or two-wheeler, Rs 30,000 on buying auto and up to Rs 20 lakh on buying e-bus.
  • There is also a provision for exemption in road tax under the EV Policy, 2022. From industries producing within the state, the first 10 thousand buyers of IVY will be given 100 percent discount, 10 to 15 thousand buyers will be given 75 percent and after that 25% discount will be given.
  • The state government said that the objective of implementing this policy is to make Jharkhand the IV hub and Jharkhand in eastern India the most preferred state of IV manufacturing unit.
  • Under this policy, Jharkhand plans to produce advance chemistry cell batteries by 2027, under which every three km in urban area will be sold. 50 charging stations will be opened for every 10 lakh population. Apart from this, every 25 km in the national highway. A charging station will be set up.
  • A provision of 50 to 60% subsidy has been made on the opening of EV charging stations and a subsidy of Rs 2 crore to Rs 30 crore will be given on setting up an EV manufacturing unit in the state.
  • The state government has provided that if the state government employees buy two wheelers or four wheelers, they will be given 100 percent interest subsidy and the use of EV for office use in government offices has also been emphasized.

Chhattisgarh Gets Outstanding Award for Digitising National Crop Insurance Portal

Why In News?

  • On October 19, 2022, the Ministry of Agriculture and Farmers Welfare, Government of India, conferred an outstanding award on Chhattisgarh for digitally integrating economic crop insurance portals into digital land records database (BHUIS) under the Pradhan Mantri Fasal Bima Yojana.

Key Point

  • The 8th National Convention was held in Kochi, Kerala on October 19 and 20, 2022. On the first day of the convention, Chhattisgarh was given the outstanding award.
  • This award has been given for successfully completing the integration of National Crop Insurance Portal from Kharif year 2022 under the ambitious scheme 'Pradhan Mantri Fasal Bima Yojana' of the Government of India in chhattisgarh's digital land records database 'Bhuiyan' in a limited time.
  • Special Secretary and Director Agriculture, Government of Chhattisgarh Dr. Abyaz Fakir Tamboli and Joint Director Agriculture, Directorate agriculture Chhattisgarh Shri B.K. Mishra received the outstanding award on behalf of Chhattisgarh.
  • It is worth mentioning that under the leadership of Chief Minister Bhupesh Baghel, innovations are being made in many areas in Chhattisgarh. At the same time, the process of providing quick benefits to the beneficiaries is also being adopted, out of which digitization of schemes is mainly involved.
  • It is noteworthy that due to the integration of the National Crop Insurance Portal with the Digital Land Records Database (Bhuiyan) of the state, the information related to the land details of the farmers can be done in the National Crop Insurance Portal only after verification from the Bhuiyan portal. With this, the correct khasra number area of the farmers and the information of the right village will be stored on the portal, the process of crop insurance cover and claim payment will be implemented with easy transparency.

Pindari Glacier and Bagchi Bugyal named 'Track of the Year'

Why In News?

  • On October 19, 2022, Pindari Glacier in Bageshwar district and Bagchi Bugyal in Chamoli district were declared 'Track of the Year' by the Uttarakhand Tourism Development Council (UTDB).

Key Point

  • Tourism Minister Satpal Maharaj said that a subsidy of Rs 2,000 will also be given to the tour operators on the total cost of tracking each tracker by the Tourism Department for dispatching the team to both Pindari Glacier and Bagchi Bugyal.
  • He said that this trekking program will play an important role in promoting winter trekking destination and winter tourism. Through this track, the winter trekking destination will be promoted and disseminated like Kedarkantha and trekking guide training is also being given by the department to promote trekking.
  • It is noteworthy that the Pindari Glacier track will start from Kathgodam in Kumaon, which will pass through Khati, Davyali, Furkiye, Zero Point, Khati followed by Kharkia and culminate at Kathgodam. At the same time, the track of Bagchi Bugyal will start from Rishikesh in Dehradun, which will pass through Ghes, Deolikhet and conclude at the base camp of Bagchi Bugyal. From here, the trackers will reach Bagchi's top Himani via Dhulamba.
