Why In News?

On September 18, 2023, Uttar Pradesh Chief Minister Yogi Adityanath inaugurated the Tatva Plastic Pipe Factory established with an investment of Rs 110 crore at Gorakhpur Industrial Development Authority (GIDA).

  • On this occasion, the Chief Minister said that the industrial corridor is being developed from Gida to Dhuriapar. Industrial development is being done on 5000 acres in Dhuriapar. With this, the youth of Eastern Uttar Pradesh will be able to get employment and jobs here.
  • It is known that there has been a change in the investment and employment situation in GIDA in the last six years. The migration of youth from Purvanchal to industries has been stopped.
  • On the occasion of the inauguration of GIDA, land allotment letters were distributed to 97 entrepreneurs. Now the work of factories will start here. There will be an investment of Rs 1000 crore in these factories, which will provide employment to more than 5000 youth.
  • It is noteworthy that the Global Investors Summit was organized in Uttar Pradesh between February 10 and 12, 2023, in which Uttar Pradesh received investment proposals worth Rs 36 lakh crore. Gorakhpur alone received investment proposals worth about two and a quarter lakh crore rupees.
  • If the investment proposals worth Rs 36 lakh crore come on the ground, there is a possibility of one crore youth getting jobs and employment. The work of distribution of letter of intent for establishment of 102 new industries in GIDA will take this possibility forward.

Under this, meetings have started with private universities, private investors and educational organizations on further planning in higher and technical education.
  • Deloitte says that by directly connecting the educational world with the industry, lakhs of graduates of the state can be provided employment. For this, it is very important to do things like the special education sector, encouraging private universities to invest, and providing admission to more and more students in higher education.
  • It is known that Deloitte's report states that 10851 students have got employment in private companies. This is 10 percent more than the year 2022.
  • 365340 seats are filled in polytechnic colleges, an increase of 63 percent compared to last year. Six polytechnics are running on the PPP model. There are 1575 seats for the new courses started in Government Polytechnic.

GST Tribunal Bench will open in Patna

Why In News?

Notification has been issued to soon start the GST Tribunal in Patna, the capital of Bihar on September 18, 2023. After the formation of the GST Tribunal bench, businessmen will be able to approach the GST Tribunal instead of Patna High Court.

Rhino and Vulture Conservation Centre will be Built in Valmiki Tiger Reserve, Bihar Government formed 'Rhino Task Force'

Why In News?

According to information received from media sources on September 17, 2023, the Bihar government has started preparations to constitute a 'Rhino Task Force' to suggest measures for the conservation of rhinos in Valmiki Tiger Reserve (VTR). Based on its recommendations, a rhino conservation plan will be started in VTR.

Key Points:

  • According to sources, the Central Government has included rhinoceros and vulture conservation in its plan in Bihar. We have also started sending the first installment of financial assistance to the Environment, Forest and Climate Change Department.
  • The department has currently planned to conserve rhinoceros and vultures in Valmiki Tiger Reserve (VTR). Work on this has started in principle. It has been decided to increase the rhino dominated areas in VTR by five percent in the next two years.
  • The rhinos will be taken out of crowded areas and shifted to areas marked in the VTR. Ganauli and Madanpur have been identified as potential areas.
  • The aim of this scheme is to provide more space for rhinos to breed and increase their numbers. At present there is only one rhino in VTR and 14 rhinos in Patna Zoo.
  • VTR has been selected for the conservation of endangered vultures in the state. There are places being identified where vultures are seen. Extensive arrangements will be made to feed the vultures at those places. Besides, vultures will be monitored by building towers. Anti poaching camps will be made. At present, vultures are seen in small numbers in Supaul district apart from VTR in the state.
  • Environment, Forest and Climate Change Department, APCCF (Wildlife) Prabhat Kumar Gupta said that after the tiger, the central government has included rhino and vulture conservation in the state in its plan. Now financial help will be available every year.
  • Vultures have come under the category of endangered species. Efforts are being made all over the world to save them. Including these, expenditure was made from the state plan last year on 'Rhino Conservation Scheme'. To save it, an area was selected and efforts to create awareness among the people started.
  • ‘Rhino Week’ will be celebrated in Patna Zoo from 20th to 22nd September. Zoo administration said that a proposal has been sent to Indian Oil Corporation and SBI for the adoption of black panther and rhino brought from Assam. If they agree, their adoption ceremony will take place on September 22.
  • An expert meet will be organized on September 20, in which rhino experts from various zoos like Assam Zoo, West Bengal, Uttar Pradesh, New Delhi will participate. Rhino quiz, display of rhino care, thematic pot painting competition will be organized on 21st September.
  • It is known that 'World Rhino Day' is celebrated every year on 22 September. Patna Zoo has made an important contribution in the conservation of rhino. There is also a Rhino Breeding Center here. In such a situation, people coming here will get a chance to know about it.

On September 18, 2023, the jury of the 64th Annual Art Exhibition of Rajasthan Lalit Kala Academy declared the artworks of 10 artists of the state as award worthy.

25 lakh Cattle Farmers will get a Grant for Artificial Insemination of Animals.

On September 18, 2023, Chief Minister Ashok Gehlot approved giving grants to the extent of 50 percent or Rs 500 to 25 lakh cattle farmers of the state for getting artificial insemination done for each animal (Cow/Buffalo). With this approval of the Chief Minister, cattle farmers will be able to get animals of advanced breed.

Key Points:

  • Along with this, the Chief Minister has also given in-principal approval for a budget provision of Rs 36.65 crore for carrying out 5 lakh artificial insemination in the year 2023-24.
  • It is proposed to do 5 lakh artificial insemination with sex sorted semen in the year 2023-24 by the Animal Husbandry Department.
  • It is known that the price per dose is currently fixed at Rs 675 by the Government of India. Thus, in-principal approval of Rs 33.75 crore has been given for purchasing 5 lakh doses and Rs 2.90 crore for other resources.
  • The Chief Minister has approved giving a grant of Rs 335 per artificial insemination and taking Rs 340 from animal farmers or giving a grant in the limit of 50 percent or Rs 500 per insemination. This will put a burden of Rs 16.75 crore on the state government in the year 2023-23.
  • It is noteworthy that the Chief Minister had made an announcement in this regard in the budget year 2023-24.

  • For the establishment of a garment factory, discussions have been held with the country's big garment brands Myntra, Max, Dixie etc., in which representatives of Dixie and Myntra companies visited the district, and an agreement was reached on setting up the factory. Thus, the garment factory has been built at a cost of Rs 6 crore 90 lakh 27 thousand.
  • Started the work of counseling 800 women and training 200 beneficiaries for working in the garment factory. It was decided to start vest production in the District Project Livelihood College with 70 women by signing a 5-year contract with Dixie Company in June 2023.
  • Chief Minister Bhupesh Baghel also unveiled the statue of Chhattisgarh Mahtari in the Collectorate office premises during his stay in Bijapur. He said that statues of Chhattisgarh Mahtari are being installed in all the districts so that people can be awakened about their culture.

According to the information given by Chhattisgarh Public Relations Department on September 18, 2023, Chhattisgarh Certification Committee, India Forestry and Agriculture-CGCERT does the work of organic certification of agricultural products, minor forest produce products and processed products etc. Apart from this, CGCERT is also moving forward in the field of forest certification.

  • Principal Chief Conservator of Forests and Chief Executive Officer-CGCERT V. Srinivas Rao said that Chhattisgarh Certification Committee, India Forestry and Agriculture-CGCERT is operated under the administrative control of Chhattisgarh State Forest Department.
  • CGCERT is an accredited institution for organic certification of organic products as per the National Organic Production Program by the National Board of Accreditation, Ministry of Commerce, New Delhi.
  • Its office in Chhattisgarh is located in the State Forest Research and Training Institute Raipur campus near Chhattisgarh Legislative Assembly.
  • In the organic certification process, a certification body such as CGCERT monitors organic production, processing, selling or handling activities for compliance with organic standards.
  • It is noteworthy that in view of the immense potential of organic farming and organic products in the country, the National Organic Production Program Standard was launched in the year 2005 by the Government of India to promote the field of certification of organic products.
  • For this, APEDA, New Delhi has played an important role and formed certification bodies at all state levels. Indian organic standards are at par with European standards and Swiss standards. In this process, CGCert has been given recognition for organic certification work.
  • In the inspection and certification process of organic farms of farmers, CGCERT carries out the inspection of organic production of various crops, maintenance of managed crops etc. as per NPOP standards.
  • Under the certification process, it is mandatory for any individual farmer, group of farmers, processor, seller to register.
  • CGCert also does the work of organic certification of such producer farmer groups who do organic farming by forming a group in a cluster. In group farming, both the area and quantity of organic production increases by small farmers doing organic farming and the cost of certification also reduces. Apart from this, due to high production, traders of organic products are attracted to sell these products.
  • CGCERT deals with the certification of minor forest produce collected from forests, including various types of medicinal products like Harra, Bahera, Amla, Mahua, Tamarind, Chironji and wild honey.
  • The products obtained from forests are automatically organic in nature. In the organic certification process, the work of inspection and evaluation of production areas and maintenance etc. of this minor forest produce is done by NPOP. Is done as per standard.
  • CGCERT also certifies processed organic products prepared in processing units and organic fertilizers required for agricultural purposes.
