State-of-the-Art Courts will be Built in 10 Districts

Why In News?

  • According to information received from the media on November 17, 2022, Uttar Pradesh Chief Minister Yogi Adityanath has instructed the officials to construct court buildings with grand and state-of-the-art facilities in 10 districts of the state.

Key Points

  • According to the information, Chief Minister Yogi Adityanath has directed the officers of the Public Works and Planning Department to submit a detailed presentation within 15 days for the construction of new court buildings in 10 districts including Agra, Auraiya, Hapur, Kaushambi, Mahoba, Bahraich, Chandauli, Hathras.
  • Instructing the officers, the Chief Minister has said that the design of these buildings should not only be beautiful, but they should be made in vertical shape, so that land can be saved. Also, they should be manufactured keeping in mind the needs of the coming 25 to 30 years.
  • The Chief Minister directed the officials that along with beautiful, clean and airy rooms for judges, good chambers for advocates, big library, canteen, parking and seminar hall should also be constructed in the new court buildings. The new court buildings to be constructed should be developed as a model not only in the state but also in the country by making them fully equipped.
  • The Chief Minister has also directed the officials to construct new court buildings in 10 districts as well as residential colonies for judges and other judicial officers and employees. It has also asked all courts and registrar offices to be upgraded as e-offices.
  • The Chief Minister has asked the officials to include any good system in any court building in the country in the architecture. Especially in Maharashtra, Karnataka, Gujarat and Madhya Pradesh, be sure to look at the court buildings.
  • He has asked to create three categories for new court buildings, in which 40-70 lakh population, 25-40 lakh population and districts with less than 25 lakh population, according to the needs of the next 25 years, the design of court buildings to be prepared.
  • The Chief Minister has also given instructions to keep the security arrangements of all the courts of the state tight. He has also directed the District Magistrates and Police Captains of all the districts to hold regular meetings with the District Judge. These meetings will be presided over by the District Judge and presence of DM and SP or SSP is mandatory.

Earthquake Clinics

Why In News?

  • According to information received from the media on November 16, 2022, the Bihar state government has decided to open 'Earthquake Clinics' in every district of the state in order to prevent earthquakes.

  • According to the information, under this initiative, these clinics have been opened in the state capital Patna, Muzaffarpur and Bhagalpur.
  • Significantly, earthquake tremors are coming one after the other these days. Many times there is a lot of loss of life and property due to earthquakes. To avoid damage caused by earthquakes, many types of initiatives are taken by the state governments, such as spreading awareness about safety measures among the people, etc. In this sequence, the Bihar government has decided to open earthquake clinics in every district of the state by starting this initiative.
  • In these clinics, people will be told about the houses made of brick and cement to be built in such areas. Here the engineers will tell how to prepare the foundation of the house, as well as the depth of the pillar, the size of the rod and how to use it. Along with this, information about ventilation in the house will also be given. Similarly, information will also be given about keeping houses built from bamboo and grass safe.
  • Many times it happens that builders mislead people by showing fear of earthquake and also do their marketing. In such a situation, the earthquake clinic will also spread awareness among the people.
  • National Disaster Management Force teams at earthquake clinics warn people of its danger. They do mock drills etc. for this. Training on how to protect yourself at the time of an earthquake is also given in the earthquake clinic. Apart from this, how to build houses in earthquake-dominated areas, how to rebuild disaster-affected houses, etc. are also told in these earthquake clinics.
  • An earthquake is a natural disaster that can occur anywhere, anytime. Considering the possibility of earthquakes, the areas are divided on the basis of seismic zones. Bihar has been placed under seismic zone-4. According to experts, given seismic zone 4, if an earthquake of magnitude .5 hits Bihar, the possibility of large-scale damage cannot be ruled out.

  • On November 17, 2022, Industry and Commerce Minister of Rajasthan, Shakuntala Rawat, on behalf of the Council of State Industrial Development and Investment Corporation of India (CoCDC), under the aegis of Rajasthan State Industrial Development and Investment Corporation Limited (RICO) at Shikargarh in Jodhpur district, inaugurated the eighth Inaugurated the National CoCDC Awards-2022 function.

  • Minister Shakuntala Rawat, on behalf of CoCDC, honored the office bearers and entrepreneurs of companies, institutions, industrial establishments from different parts of the country by giving National Awards for their excellent work and remarkable contribution in various fields. Outstanding SIDC Award was presented to EDC Limited, Goa.
  • At the ceremony, 50 entrepreneurs from Andhra Pradesh, Goa, Kerala, Karnataka, Jammu-Kashmir, Tamil Nadu and Rajasthan were honored for their best performance. Maximum 21 entrepreneurs are from Rajasthan.
  • With the development and expansion of industries based on natural resources in Rajasthan, there are immense possibilities of investment in these and Rajasthan ranks first in the country in terms of production of crude oil in on-shop dealing.
  • A Petroleum Chemicals and Petrochemicals Investment Region is being set up by RIICO in the form of Rajasthan Petro Zone in Pachpadra itself for the establishment of downstream industries based on the products of the Petroleum Refinery and Petrochemical Complex being set up at Pachpadra in Barmer district of the state.
  • The industries minister said that recently the new Rajasthan Investment Promotion Scheme 2022 has been implemented in the state and it is the best among the schemes prevalent in different states, in which various facilities and concessions have been included for the enterprises with innovations and maximum practicality. Is. Sector specific policies, such as Solar Energy Policy, Electric Vehicle Policy etc. have also been implemented in this.
  • One stop shop system has been implemented for enterprises with investment of more than Rs 10 crore in the state. Under this, officers of 14 departments are giving approvals to such enterprises at a fast pace under one roof in the Bureau of Investment Promotion.
  • He informed that apart from transparent and excellent policy framework, convenient and investment environment, industrial infrastructure for industries has been developed at a rapid pace in the state and RIICO will have at least one industrial area in each subdivision of the state. Last month, RIICO has launched 25 such industrial areas. At present RIICO has more than 400 industrial areas in the state.
  • He informed that a new company Rajasthan Industrial Corporation Limited has been formed to develop Khushkheda-Bhiwadi-Neemrana Investment Region and Jodhpur-Pali-Marwar Industrial Area Industrial Township in the state under the Delhi-Mumbai Industrial Corridor.
  • Rajasthan ranks second in the country in terms of receiving investments from Indian and foreign companies. The new investment to be received by Rajasthan has increased by 535 percent to reach Rs. 2 lakh 37 thousand crore in the year 2021-22 as against Rs. From this point of view, Rajasthan is establishing itself as the best state in all the fields of industrial development, investment etc.

Madhya Pradesh Tops in the Country in Implementation of PM SVAnidhi scheme

Why In News?

  • On November 17, 2022, Urban Development and Housing Minister Bhupendra Singh informed that Madhya Pradesh is at the top in the country in the implementation of 'PM SVAnidhi Scheme. So far, loans have been disbursed to more than 6 lakh street vendors in Madhya Pradesh under the scheme.

Key Points

  • Urban Development and Housing Minister Bhupendra Singh said that in the first phase of PM SVAnidhi Scheme, Madhya Pradesh is at first place in the country by disbursing loans worth Rs 498 crore 77 lakh to 5 lakh urban street vendors.
  • In the second phase of PM SVAnidhi Scheme (loan amount of Rs. 20 thousand), it is in second place in the country by disbursing loan of Rs. 194 crore 74 lakh to 97 thousand 508 urban street vendors.
  • In the third phase of PM SVAnidhi Scheme, interest-free loans of Rs 8 crore 59 lakh have been provided to 1,726 urban street vendors. Also, 2 lakh 26 thousand street benders have received cashback of Rs 3 crore 15 lakh by digitally transacting.
  • The scheme is applicable to all street vendors vending in urban areas on or before March 24, 2020, who have certificate of vending/identity card issued by urban local bodies.
  • It is worth mentioning that the 'PM Street Vendor Atma Nirbhar Nidhi Yojana' (PM SVAnidhi) has been started by the Central Government from July 2020 to provide working capital loans of Rs 10, 20 and 50 thousand rupees to the most affected class street vendors in urban areas during the Kovid-19 epidemic.
  • In the first phase of the scheme, an interest-free loan of Rs 10,000 is given. On timely repayment, a loan of 20 thousand and then 50 thousand rupees is given.

Integrated Command and Control Centers

Why In News?

  • Presiding over the review meeting of the committee constituted under the ICCC project in Chandigarh on November 17, 2022, Haryana Chief Secretary Sanjeev Kaushal said that as per the instructions of Chief Minister Manohar Lal, Integrated Command and Control Centers (ICCCs) will be set up in every district.

  • The Chief Secretary of the state informed that the Integrated Command and Control Center (ICCC) will prove to be helpful in obtaining real time information along with ensuring security and surveillance, traffic management, solid waste management and effective use of e-governance applications.
  • It is noteworthy that the state government is already running a pilot project of ICCC in three districts Gurugram, Faridabad and Karnal, which is yielding positive results.
  • He informed that the ICCC project will prove to be a milestone in curbing crime in the state while ensuring transparency. The state government will prepare its own model to implement this scheme, which will eliminate the dependence of third parties. The project will be reviewed every 5 years to update the smart system.
  • The project components include civil infrastructure, smart solutions, sensors/cameras, devices and IT infrastructure, he said. By next week, the proposed draft of this project will be presented to the Chief Minister with detailed information.

  • Apart from strengthening infrastructure, provisions have also been made to reduce the upfront cost of electric vehicles, which will also encourage buyers of hybrid EVs.
  • The 12 schemes that have been made live to promote electric vehicles in the Electric-Vehicle Policy include Purchase Incentive for Buyers, Charging and Battery Swapping Station Scheme, Pure SGST Reimbursement Scheme, Capital Subsidy Scheme, Employment Generation Grant Scheme, Electricity Duty Exemption Scheme, Stamp Duty Reimbursement Scheme, Patent Duty Reimbursement Scheme, R&D Incentive, Human Capacity Building Excellence Center Scheme, Seed and Transformation Fund Scheme, Water Treatment Incentive Scheme.

Jal Jeevan Mission

Why In News?

  • According to information received from Chhattisgarh Public Relations Department on November 17, 2022, pure drinking water is being supplied under the Jal Jeevan Mission in rural areas of the state. So far, 16 lakh 42 thousand 479 household tap connections have been installed in the state.

Key Points

  • It may be noted that a detailed review of the works of solar-based, retrofitting, multi-village and single-village schemes is being done from time to time by Jal Jeevan Mission Director Topeshwar Verma.
  • He has given instructions to the officials to make arrangements for running water in schools, sub-health centers and Anganwadi centers, ISA training, wall writing, painting etc. to publicize the works of Jal Jeevan Mission in a time-bound manner. Along with this, instructions have also been given to ensure that the updated information of all the work in progress is entered in the IMIS portal.
  • In the budget for the financial year 2022-23, a provision of one thousand crore rupees has been made in the Jal Jeevan Mission. Along with this, the target is to provide tap water to 23 lakh 57 thousand 744 rural households for the financial year 2022-23. So far, 6 lakh 18 thousand 491 rural households have been provided tap water in this financial year.
  • It is worth mentioning that under the Jal Jeevan Mission in the state, fast work is being done to provide pure drinking water at the rate of 55 liters per person per day. So far, pure drinking water is being supplied through tab taps in 43 thousand 844 schools, 41 thousand 661 Anganwadi centers and 17 thousand 278 gram panchayats and community sub-health centers in the state.

State Level Personality Development Competition 2022-23

Why In News?

  • On November 17, 2022, the Chhattisgarh School Education Department organized a state-level competition for personality development of children under 'Padhai Tunhar Duar 3.0' at the Pandit Deendayal Auditorium located in the Science College campus of the capital. Prizes were given to the winners of the five divisions involved in the competition.

  • In this competition of personality development, competition of essay, instant speech, painting, science project model, language and mathematics or speed mathematics, speed reading and general knowledge was organized.
  • Earlier, this competition was organized in 5 phases from school to division level. The competition was held at primary, middle, high and higher secondary school levels. Around 200 students represented in the state-level competition.
  • Managing Director of Samagra Shiksha, Narendra Kumar Dugga said on the closing occasion of state level personality development competition that challenges have increased in the field of education, considering these challenges as opportunities, children, parents and teachers will move forward together in the direction of continuous education.
  • He informed that more than 47 thousand government schools in the state have been selected from 43 lakh children who have joined the competition.
  • In the science project model competition, the first prize was awarded to Pratham Kevat of Bilaspur district, second to Mayank Balsaharia of Jagdalpur district, first to Akshat Vaishnav of Durg district and second to Nemichand of Durg district in high and higher secondary level.
  • In the essay competition, Yamini Pandey of Bilaspur district, Bhavika Sonkar of Dhamtari district, Priya Larendra of Durg district, Rakesh Markam of Jagdalpur district, Diksha Manjhi of Jagdalpur district and Shivani Choubey of Durg district were awarded first prizes at the high and higher secondary level.
  • Jyoti Sahu of Bemetara district, Akanksha of Jagdalpur district and Ragini Sapha of Durg district bagged the first, second positions at the pre-secondary level.
  • In the painting competition, Ananya of Jagdalpur district first, Kanchan Vishwakarma of Bilaspur district, Ankita Ojha of Durg district, second at middle school level, Nupur Mali of Bilaspur district, Puja Jain of Kanker district at high and higher secondary level, first at middle school level. Second, Kamleshwar Sahu of Raipur district was awarded.
  • Similarly, in the speed reading competition, Mohammad Numan of Raipur district, second Priya Sahu of Durg district, first Madhuri Patel of Balrampur district and second Sushmita Gond of Bilaspur district were awarded at the middle school level.

‘Sugghar Padhvaiya’ Scheme

Why In News?

  • According to the information received from the Chhattisgarh Public Relations Department on November 17, 2022, ‘Sugghar Padhvaiya’ Scheme has been started to develop skills according to their talent in the children studying in all government primary and middle schools of the state.

Key Points

  • Chief Minister Bhupesh Baghel had announced this scheme on the occasion of Children's Day.
  • Under this scheme, schools will also get awards for developing excellent academic skills in children. Schools that get platinum will get Rs 1 lakh, gold schools will get Rs 50,000 and silver schools will get Rs 25,000.
  • The objective of this scheme is to encourage teachers who do good work and perform well with self-motivation. Seeing them, more teachers will be motivated to work well. More and more teachers will be able to create a better environment by forming teams to do positive work.
  • With the departmental officers taking responsibility for developing more and more schools in their respective areas as better schools, the image of government schools will show unprecedented improvement and government schools of the state will be able to show effective impact.
  • This scheme is for all government primary and middle schools of the state. School teachers can join the scheme anytime by mutually opinionating. To join the scheme, the school will have to apply on the web-portal.
  • All the teachers of the schools together have to develop academic skills in all the students of the school. Eligibility for the certificate will be only when the entire school is eligible for the certificate. There will be no certificate for any one teacher, one student or one class.
  • The schools which will be included in the scheme will be provided on demand training and other resources on request for achieving the target. All the teachers teaching in the schools that will get the certificate will also get the certificate. The authentication will be announced on the web-portal immediately after the third-party assessment. The certificate will be presented ceremoniously on the occasion of Independence Day and Republic Day.
  • All the students of the school will be assessed for all the academic skills accepted for the scheme and only if at least 95 percent of the students have class-appropriate academic skills, the school will get 1 mark for that class and that academic skill.
  • If less than 95 per cent of the students get minimum academic skills according to the class, zero marks will be given for that class and academic skills.
  • Clusters where more than 90 percent of the schools will get a certificate of any level of Sugghar Padhvaiya, Platinum, Gold or Silver will be given a certificate of ‘Sugghar Padhvaiya’ Sankul.
  • Similarly, more than 90 percent of the schools of the development block, which will get the certificate of any level, such as golden platinum, gold or silver, will be given the certificate of Sugghar Padhvaiya Development Block. Platinum will be given on 90 percent or more marks, gold on 85 percent or more, but less than 90 percent marks and silver certificate on 80 percent or more, but less than 85 percent marks.
  • If a school gets silver or gold certificate in this scheme, then that school can also get Sugghar Padhvaiya gold or Sugghar Padhvaiya platinum certificate by making further efforts. Continuous progress can be attempted in this scheme. In the scheme, all the schools can get the Golden Platinum Certificate by making efforts.

Chief Minister First Village Integrated Development Scheme

Why In News?

  • On November 17, 2022, during the review of the Panchayati Raj Department at the Secretariat of Uttarakhand, the Chief Minister of the state Pushkar Singh Dhami told that for the planned development of such villages of Uttarakhand, which are the first villages of India, Chief Minister First Village Integrated Development Scheme' will be started.

Key Points

  • It is noteworthy that Prime Minister Narendra Modi had called the villages located on the borders of the country the first village instead of the last village. These villages are also sentinels along with the first village in the country.
  • Chief Minister Pushkar Singh Dhami said that the first priority of the state is that these first villages of the country should have well-planned development. For cleanliness in villages, Chief Minister ‘Paryavaran Mitra' scheme will also be started, in which one Paryavaran Mitra (cleaner) will be deployed in every village and Chief Minister ‘Chaupal' will be started for planned development of gram panchayats.
  • The Chief Minister told that some days in these villages are of special importance on religious, cultural and historical grounds and programs should be organized with enthusiasm by marking these special days in the villages. The foundation day of the Gram Sabha will be celebrated as a festival. In this, the migrant people living outside those villages should be specially motivated to participate.
  • He told that a Chaupal should be set up for well-planned development of gram panchayats. Gram Sabha wise roster should also be prepared for this. Giving top priority to the suggestions given by the local villagers in these Chaupal's, an action plan should be prepared for the development of the villages.
  • He told that real India lives in villages. Special attention should be paid to the development of villages for the overall development of the state and a cabinet meeting should also be organized in a village for the development of villages, in which there are proposals related to the development of villages.
