Monthly Ranking of Top and Bottom 10 Districts of IGRS and CM Helpline released

Why In News?

On September 17, 2023, the ranking of the top and bottom 10 districts of the month of August of Jansunwai Samadhan System, IGRS and CM Helpline has been presented to the Chief Minister.

Key Points:

  • On the scale of the working style of Chief Minister Yogi Adityanath in public hearing, Amethi and Kannauj have been the best in the state, whereas the working style of the District Magistrates of Baghpat and Gorakhpur has been found to be the worst.
  • Top and Bottom 10 District Magistrates: The top 10 District Magistrates who have performed best in the work of IGRS and CM Helpline are Amethi, Kannauj, Shravasti, Shahjahanpur, Sonbhadra, Ghaziabad, Mahoba, Mirzapur, Hapur and Bhadohi respectively. At the bottom 10 in the list are the District Magistrates of Baghpat, Gorakhpur, Bareilly, Varanasi, Prayagraj, Agra, Siddharth Nagar, Saharanpur, Rampur and Moradabad.
  • Similarly, Aligarh and Shravasti have been found to be the districts with the best Superintendents of Police, while the working style of Bareilly SSP and Lucknow Police Commissioner has been found to be the worst.
  • Top and Bottom 10 Police Commissioners, SSP and SP: In the released list, the best performing Police Commissioners, SSP and SP in the state are Aligarh, Shravasti, Sonbhadra, Hamirpur, Kushinagar, Farrukhabad, Kasganj, Chitrakoot, Bhadohi and Hathras respectively. Similarly, in the bottom 10, there are police officers from Bareilly, Lucknow, Gorakhpur, Fatehpur, Jhansi, Ayodhya, Etah, Hapur, Azamgarh and Sant Kabir Nagar respectively.
  • Apart from this, the best and worst performing tehsils of the state have also been included in the list. This list has been prepared on the basis of detailed evaluation of the works of tehsils.
  • Top and Bottom 10 Tehsils: The top 10 tehsils include Kol of Aligarh, Kerakat and Badlapur of Jaunpur, Ikauna of Shravasti, Sadar of Prayagraj, Baraut of Baghpat, Atrauli of Aligarh, Sayana of Bulandshahr, Orai of Jalaun and Hasanpur tehsil of Amroha. Approval of the Draft of Rajasthan Green Hydrogen Policy, 2023

Why In News?

On September 16, 2023, Rajasthan Chief Minister Ashok Gehlot released the draft of 'Rajasthan Green Hydrogen Policy-2023' to encourage investors and search for clean energy sources keeping in mind the clean energy production, future needs and climate change in the state. It has been approved. Notification will be issued soon by the Energy Department.

Key Points:

  • With this decision of the Chief Minister, companies producing green energy in the state will get various types of subsidies. Employment opportunities will also increase in the state.
  • It is known that most sources of renewable energy are available in Rajasthan. The state is extremely favorable for green hydrogen production.
  • The state government will provide various facilities to encourage investors under the policy. In these, 500 KTPA renewable energy plants to be established on the state's transmission system will be given 50 percent exemption in transmission and distribution charges for 10 years, complete exemption in additional and cross subsidy surcharge on purchasing renewable energy from third parties for 10 years.
  • A 30 percent (maximum Rs 5 crore) grant will be given for priority in allotment of land and establishment of a research center for green hydrogen production from treated or brackish water.
  • Apart from this, various discounts, water availability and banking facilities will also be provided under RIPS-2022. There will be no restriction on the capacity of captive power plants and banking of generated electricity. Besides, the ban on power withdrawal during peak hours has also been removed in the new policy.
  • Under the ‘Rajasthan Green Hydrogen Policy-2023’, the new policy will have 100 percent reimbursement/waiver of wheeling and transmission charges for power plants. Along with this, banking charges for power plants will also be reimbursed/waived for seven to ten years.
  • Under the ‘Rajasthan Green Hydrogen Policy-2023’, the green hydrogen sector will be included in the thrust sector under the Rajasthan Investment Promotion Scheme-2022. Also, by including it in the Sunrise Sector, it will be given the benefits of Manufacturing Standard Package.
  • It is noteworthy that the Energy Department had released the draft of the policy in the public domain and took suggestions from the stakeholders. Important suggestions have been included.
  • The state government has set a target of 2000 KTPA energy production by the year 2030 in the policy. In this, projects will be established in 4 categories.
  • These include extraction of renewable energy through the network of power grid, production of renewable energy and hydrogen at one place (700 KTPA), 24-hour generation of renewable energy through RTC power (800 KTPA) and residence of renewable energy through the network of RVPN (500 KTPA).
  • What is Green Hydrogen:
  • Green hydrogen is a new and emerging field of recycled/renewable energy. In this, hydrogen is produced by electrolysis of water using renewable energy. That is why it is called ‘green hydrogen’.
  • The main use of hydrogen is in refineries, steel plants and making ammonia. The total hydrogen demand in the country is 60 lakh tonnes, while in Rajasthan it is 2.5 lakh tonnes. Its manufacturing is pollution free.
  • It is noteworthy that the National Green Hydrogen Policy-2022 and Mission has been released by the Central Government. In this, a target has been set to produce 50 lakh tonnes of green hydrogen by the year 2030.

  • The families who are left out of getting the benefit of housing facilities in various housing schemes will be provided housing under ‘Mukhyamantri Ladli Brahmin Awas Yojana’.
  • The Chief Minister said that ‘Mukhyamantri Ladli Brahmin Awas Yojana’ is a big step taken for the happiness and respect of the sisters. Under the scheme, houses will be provided to the families who are not included in Pradhan Mantri Awas, Awas Plus.
  • More than 4 lakh 75 thousand beneficiaries will get the benefit of this new housing scheme. Houseless eligible families of all categories will get the benefit of this scheme, which has been made for the families deprived of the benefits of various housing schemes.
  • Scheme Eligibility:
  • Such families, whose applications have been automatically rejected on the Awas Plus App portal under the Pradhan Mantri Awas Yojana-Rural.
  • Such families, which have been left out of being registered on the MIS portal of the Government of India.
  • Such families who are not included in the list of Social, Economic and Caste Census 2011 and Housing Plus and have not got housing in any government scheme.
  • The scheme will also include those families who do not have houses with pitched roofs or who live in kutcha houses with up to two rooms.
  • Such families whose monthly income is less than Rs 12 thousand and no member of the family is an income taxpayer.
  • If you have 2.5 acres (about the area of a Manhattan city block) or more of irrigated agricultural land and more than 5 acres of non-irrigated agricultural land, you will not be able to avail the benefit of this scheme.
  • Families who have motorized four-wheelers will not be eligible for this scheme.
  • Even if any member of the family is in government service, he will not be eligible for this scheme.
  • Documents required include Total ID, Aadhaar Number, Bank Account, MNREGA Job Card (if available), Ladli Behna Scheme Registration Number (only for Ladli Sisters). All these documents must be verified by the applicant himself, there is no need to get it verified by anyone else.
  • The applications received will be registered on the Pradhan Mantri Awas Yojana Rural Portal. After verification by the District Panchayat Officer, the action for allotment of houses to the eligible families will be taken by the State Government.

Prime Minister Modi Launches 'PM Vishwakarma Yojana'

Why In News?

On September 17, 2023, Prime Minister Narendra Modi honored potter Anita Prajapati of Madhya Pradesh at the launch of 'PM Vishwakarma Yojana' in New Delhi. The Prime Minister also inaugurated the International Exhibition Center Yashobhoomi.

  • The Prime Minister launched the tag line, logo and portal of PM Vishwakarma Yojana and released 18 postage stamps and tool-kit booklets focusing on 18 forms of craftsmanship. The Prime Minister also honored artisans associated with 18 disciplines by giving them certificates.
  • Chief Minister Shivraj Singh Chouhan participated virtually from Bhopal in this program organized on the birthday of the Prime Minister. Union Agriculture and Farmers Welfare Minister Narendra Singh Tomar was also present in the program held at Ravindra Bhawan in Bhopal.
  • On this occasion, Chief Minister Shivraj Singh Chouhan honored the excellent performing students of ITI of the state in the All-India Handicraft Examination. A total of 20 trainees were honored, including two first position students, Ankita from Betul, Sapna Kushwaha from Gwalior and two students, Vivek Sahu from Bhopal and Hemant Rathore from Gwalior.
  • Pradhan Mantri Vishwakarma Yojana
  • Through this scheme, the skill system of the country is being adapted to the needs of the artisans of the nation. By taking advantage of the scheme, traditional artisans will be able to scale their skills.
  • Through the scheme, by providing training and financial assistance to the skilled artisans and workers of every district, their skill, art and talent will be established at the national and international level.
  • Under the scheme, skill verification of craftsmen and artisans like carpenters, blacksmiths, goldsmiths will be done at the district level. They will also be given training as per requirement. A stipend of Rs 500 will be given every day during the training.
  • After training and skill verification, they will be given the PM Vishwakarma certificate. Every beneficiary will be given Rs 15,000 for the tool kit. An easy loan facility will be provided to start or expand your business.
  • There is a provision for a collateral-free loan of Rs 1 lakh at the rate of 5% in the first phase, and a loan of Rs 3 lakh in the second phase.
  • The minimum age of the artisan should be 18 years. The benefit of the scheme will be limited to one member of each family. Any person working in government service, or his relatives will not be eligible.

PM E-Bus Service' will Start in 10-15 Districts of Haryana

According to the information received from the media on September 17, 2023, preparations have started to implement the Prime Minister e-Bus Service Project of the Government of India in 10 to 15 districts of Haryana, under which electric buses will run in the Municipal Corporation areas of the city.

  • These electric buses will run like autos in the city, going from chowk to chowk and stopping at stoppages. This will make it easier for passengers to reach the nearest destination in the city. Passengers will get the opportunity to travel easily at low fares.
  • These electric buses will be state-of-the-art. Like roadways buses, they will be 12 meters long and will have an AC facility. The cost of one bus is around Rs 2 crore. These buses will cover a distance of 200 kilometers (about 124.27 mi) in one charge. The company will also maintain these buses. The drivers on the buses will also be from the company.
  • There will be artisans from the company in the workshop. The roadways administration will pay a charge of about Rs 62 per kilometer to the company for these buses. The operator will be from Roadways.
  • Initially, Hisar district depot will get 50 electric buses. These buses will run in the city from 6 to 9 am. There will be a bus service on the routes every 15 minutes.
  • It is known that earlier city buses used to run in the city, which are now closed due to non-availability of permits and other reasons. In these city buses, passengers had to pay Rs 10. Now passengers have to go by auto and the fare for auto is Rs 20. Auto travel is costlier than city buses. This is the reason that now electric buses will run in their place.
  • Three acres of land was earmarked for the depot workshop. A charging station for electric buses will be built at this place. Separate charging points will be made for all buses. A separate workshop will be built for the facility of repairing buses.
  • It is noteworthy that ‘Pradhan Mantri e-Bus Service’ is implemented in many states of the country. It is also successful in some states of South India. Passengers have got a lot of convenience from electric buses. These buses will run in Karnal, Faridabad, Gurugram, Rohtak.
