Command and Control Center

Why in News

  • On December 14, 2021, Chief Minister Nitish Kumar inaugurated and inspected the Command and Control Center of the Health Department at Vikas Bhawan.

Key Points

  • During the inspection, the Health Department official said that this is the first command and control center of the Health Department in the country. Through this monitoring of all health centers, monitoring and analysis of data including medical equipment will be done.
  • It has been started as a pilot project in Muzaffarpur and Nalanda. The Chief Minister interacted with the doctors and patients in the OPD of District Hospital Muzaffarpur from the Command and Control Center and inquired about the treatment and facilities there. Also inspected the OPD of Nalanda Hospital.
  • During this, the Chief Minister said that since 2006, many works have been done in the field of health. Earlier, through landline telephone, information was obtained from the Chief Minister's Secretariat and the Health Department after talking to the doctors in the hospitals. Now through new technology, the work being done in the field of health can be implemented and controlled more effectively.

Chief Minister Inaugurated, launched and laid the Foundation Stone of Various Schemes of Health Department

Why in News

  • On December 14, 2021, Chief Minister Nitish Kumar laid the foundation stone, launched, inaugurated 772 different schemes costing Rs 1919 crore 95 lakh in the 'auditorium' of the State Institute of Health and Family Welfare through remote. The Chief Minister also laid the foundation stone of a medical college and hospital in Jamui to be built at a cost of about Rs 500 crore through video conferencing.

Key Points

  • Earlier, Chief Minister Nitish Kumar inaugurated and inspected Telemedicine Studio (E-Sanjeevani) in the premises of the institute. During the program, the Chief Minister also released the coffee table book 'Mimansha-2021'.
  • The Chief Minister gave symbolic appointment letters to 9 health workers (Physician, ANM, Lab Technician and Cold Chain Technician) and also honored the best performing districts through video conferencing. Purnia, Saharsa, Gaya, Patna and Siwan were awarded for the first dose, while Saharsa, Gopalganj, Siwan, East Champaran and West Champaran were awarded for the second dose.
  • In order to do better work during the Corona period, the Chief Minister appointed Special Secretary cum Executive Director State AYUSH Committee Arvinder Singh, Additional Executive Director, State Health Committee Animesh Kumar Parashar, OSD Health Department Renu Devi, Assistant Director State Health Committee Manish Ranjan, State Program Manager, State Health Committee Vivek Kumar Singh and Dhanya Shashi and Sana Jain of PMU Health Department were honored with citations.
  • The Chief Minister distributed a 'Digital Blood Donor' card of Bihar State AIDS Control Society to blood donor Tripurari Kumar Mishra of Munger and Dr. Pratima Anand of Sitamarhi.

Invest Rajasthan-2022

Why in News

  • On December 15, 2021, Invest Rajasthan-2022 started from Bhilwara district, which has been recognized as Manchester in the entire state.

Key Points

  • On this occasion, Industries and Commerce Minister Shakuntala Rawat, while addressing the guests and entrepreneurs who came to the summit through virtual medium from Jaipur, said that the vision of Chief Minister Ashok Gehlot is to develop and establish new dimensions of progress in every region of Rajasthan.
  • Rajasthan is the first state in the country where investment summit programs will be organized with the aim of promoting industries, creating a better environment for investment and providing employment, which has started from Bhilwara.
  • The centerpiece of the program was the MoU ceremony, where Bhilwara District Collector Shivprasad M Nakate executed MoUs with prominent investors from all sectors.
  • During the summit, the entrepreneurs showed enthusiasm towards the information related to the industries of the state government and the cooperation being done by the government and during the program itself, MoU was signed for investment of more than 10 thousand crores.
  • Over 700 entrepreneurs directly participated in the district level summit while 26 NRI organizations from USA, Dubai, Qatar, Australia, Uganda, England, Japan etc. joined online.
  • The agreement was reached on investment of more than 10 thousand crores by about 200 industrial units and investors in various sectors including Textile, Agro Food Processing, Medical, Tourism, Minerals and Chemicals, Furniture, Cement Products and many more.
  • Display of products in the stalls of Textile, Agro Food Processing, Medical, Minerals & Mining, Banking, Federation of Indian Export Organization, MSME Technology Center, District Level Single Window One Stop Shop, etc., depicting the entire industry and commerce scenario of Bhilwara district in the summit.
  • In the summit, brochures of industry related information were released by the guests and the prospects of the industry in the district were given through short films.
  • Bhilwara District Collector Shivprasad M Nakate said that with an investment of Rs 10,000 crore, more than 25,000 people would get employment in the district.
  • In the summit, a presentation of the proposed Medicity plan was given by UIT in Azadnagar. It will have facilities like super specialty hospitals, pharma companies, parks etc.

Important Policy Decisions in the State Cabinet Meeting

Why in News

  • On December 15, 2021, in a meeting of the state cabinet chaired by Rajasthan Chief Minister Ashok Gehlot, many other important policy decisions were taken including making rules for contractual appointments, approval of draft policy for regularization of dense population settled on pasture land.

Key Points

  • The Cabinet approved the formulation of 'Rajasthan Contractual Appointment to Civil Posts Rules-2021' for contractual appointment of personnel to be hired for a fixed period for the purpose of implementation of various schemes, projects and programs of the State and Central Government. This decision will pave the way for making rules for the appointment of such personnel on contract to meet the requirement of manpower.
  • The cabinet approved the draft of the proposed policy for regularization of dense population settled on grazing land. The classification change of pasture land will be done in the larger public interest only if there is non-availability of other state land. Under the policy, a lease of a maximum of 100 square meters per family will be given from amongst the families living on pasture land for at least 30 years. This benefit will not be given to the income tax payer. With this policy, poor families settled on pasture land will be able to get a lease.
  • The Rajasthan Ethanol Production Promotion Policy-2021 was approved in the meeting with a view to encourage the establishment of ethanol production units in the state. This policy will promote the production of ethanol as a sustainable and alternative fuel.
  • Incentives will be payable under the provisions of RIPS-2019 to the ethanol production units set up under this policy. With this, ethanol plants will be set up as per rules in the ground water safe areas (Safe Blocks) of the state, which will encourage industrialization. Along with this, opportunities of profit will be generated for farmers, entrepreneurs and workers.
  • In the meeting, approval was given to amend the Rajasthan Town Planning Service Rules, 1966. With this, Bachelor of Planning and Master of Planning can be included in the essential qualification for direct recruitment of Assistant Town Planner. With this decision, candidates having high qualification, expertise and experience related to town planning will be available in the Town Planning Department, so that the works related to town planning of the common man can be done easily.
  • The Cabinet has decided to include Sulabh International Social Service Organization in the notification issued under the Rajasthan Transparency in Public Procurement Act, 2012 and the Rajasthan Transparency in Public Procurement Act, 2013. With this, an option will be available to all the departments and development authorities of the state, UIT, Municipal Corporation, Municipal Councils, Municipalities etc. to do the work of construction, maintenance and operation of toilets in a time bound and quick manner.
  • Approval was given to form Rajasthan Financial Services Delivery Limited in the meeting. With the formation of this institution, government departments and autonomous institutions will get necessary expertise, advice and cooperation in the areas of public procurement, contract management, taxation, service rules etc.

Gyandoot 2.0

Why in News

  • On December 15, 2021, Rajasthan College Education Commissioner Shuchi Tyagi has announced the launch of Gyandoot 2.0, the second phase of the Gyandoot program, to enhance the subject knowledge, academic problem solving and creative use of their time among the students studying in colleges.

Key Points

  • Under this, online classes at undergraduate and postgraduate level will be organized from the last week of December, in which faculty members working in government colleges will give lectures on a completely voluntary basis.
  • Shuchi Tyagi informed that in this second phase of Gyandoot, online classes will be started in 14 subjects at present, the number of which can be increased according to the demand of the students.
  • The process of selection of colleges for the subject wise teaching system has been completed. Each subject will be given 3 days a week and 30 minutes each day. The timing of these classes can be extended if the demand is high. In this, the timings of Arts, Science and Commerce faculties will be different.
  • He said that as before, these classes would be free of cost for the students studying in all government, private colleges and universities. Special problem solving sessions of these classes will be organized every Sunday.
  • For the operation of the program, a committee has been formed in coordination with the Innovation and Skill Development Cell at the commissionerate level, in which 12 more members have been added, naming Dr. Vinod Bhardwaj as coordinator and Dr. Lalita Yadav as co-coordinator.
  • It is proposed to start these classes in the last week of December. These online live classes are only a supportive learning system in addition to regular teaching, which is not a replacement for regular classes.
  • In the last session due to the Covid-19 epidemic, this program was started for the continuity of the students, in which classes were conducted for about one and a half months and teaching on important thematic points was done.
  • In the first phase, 621 sessions were organized in 22 subjects by making 12 government colleges as centers, whose videos are available on Gyandoot channel of College Education Rajasthan, which has been seen by more than 4 lakh 36 thousand views so far. 48,000 students were registered in this program.

Tasar Farming

Why in News

  • On December 15, 2021, Secretary, Rural Development Department, Jharkhand Manish Ranjan informed that the state government will implement Tasar farming as a scheme to promote tasar based livelihood for livelihood upgradation in tribal-dominated areas of the state.

Key Points

  • Manish Ranjan said that under this scheme, the needy families can get benefits, so that the beneficiaries will be given training. Along with this, facilities for plantations for nutritious plants will also be provided under the Birsa Harit Gram Yojana under MGNREGA.
  • The scheme will be started under the Birsa Harit Gram Yojana in the first phase as a pilot project on 500 acres in five districts.
  • In this regard, MGNREGA Commissioner Rajeshwari B directed the officials of Tasar Development Foundation to make a comprehensive plan for Tasar development and ensure that a state level workshop is organized in collaboration with experts and civil society.

‘SAHAY’ Scheme

Why in News

  • On December 15, 2021, Jharkhand Chief Minister Hemant Soren launched the 'SAHAY' (Sports Action Towards Harnessing Aspiration of Youths) scheme from Kolhan's Dhara with an aim to promote sports and sports talent.

Key Points

  • This scheme will be operated by the Sports Department. The objective of the scheme is to motivate the youth of Naxal affected areas towards a positive life by giving them an identity through sports.
  • Under the scheme, in the first phase, 72,000 youths of 14 to 19 years of Naxal-affected Chaibasa, Seraikela-Kharsawan, Khunti, Gumla and Simdega districts will get an opportunity to show their skills in the field of sports.
  • Talented youth in sports up to Panchayat, Ward, Block and District level will get an opportunity to show their skills in other sports including hockey, football, volleyball, athletics.
  • In the competitions organized under the scheme, winners and runners-up at the district and state level will also be honored by giving incentives.
  • On this occasion, the Chief Minister said that sports nurseries would be set up in Naxal affected areas so that Jharkhand's identity could be established apart from minerals. Sports will be organized at every level.

Big Decision in the Interest of Weavers

Why in News

  • On December 15, 2021, Chief Minister Bhupesh Baghel, taking a big decision in the interest of thousands of weaver families of the state, directed to purchase the uniforms of school students through Chhattisgarh Handloom Development and Marketing Cooperative Federation of Maryadit.

Key Points

  • With this important decision of the Chief Minister, thousands of weavers associated with the Handloom Development and Marketing Cooperative Federation will get regular employment and they will get financial benefits.
  • After this initiative of the Chief Minister, the School Education Department has given in-principle consent to Chhattisgarh Handloom Development and Marketing Cooperative Federation Limited regarding the purchase of uniforms for the academic session 2022-23.
  • Uniforms will be distributed free of cost to the primary-secondary students of the School Education Department and only Rs.10 to the students of economically weaker families studying in high school-higher secondary schools.
  • There are 292 weavers' societies working in the state, out of which 250 weavers' societies are engaged in the production of 59 types of government garments in the Handloom Association. In the last three years, 7812 women of 651 women self-help groups working in the state were also provided additional employment in sewing clothes by the state government.
  • The State Government has provided about Rs 10.02 crore for new weaving training and skill training of 3100 traditional weavers to 1346 beneficiaries willing to adopt handloom weaving employment.
  • Along with this, to encourage the children of weavers by the Handloom Association, a scholarship of Rs 36.19 lakh has been provided to 885 students who have passed class 10th and 12th with 60 percent marks.

Gariaband District Ranks First in the State in Making E-shram Card

Why in News

  • By registering a total of 2 lakh 8 thousand 308 e-shram cards till December 14, 2021, Gariaband district is at the first place in the entire state and has achieved 169.8 percent achievement against the target.

Key Points

  • Instructions were given by the Gariaband Collector for 100% registration within the stipulated time period, under which, with the cooperation of the Labor Department, E-District Manager and other departments, the target set ahead of time has been achieved.
  • Along with this, the target 122692 achieved for Gariaband district has been completed before the scheduled date of December 31, by organizing camps for development block-wise and village-panchayat wise registration with the help of the members of the committee.
  • It is noteworthy that, taking special cognizance of the registration by the Collector, in view of the problem being faced in the portal during the day, instructions were given to organize night camps in all the Gram Panchayats. By implementing this, this achievement has been achieved ahead of time while fulfilling the target achieved.
