Memorandum of Agreement between TTL and Uttar Pradesh Government Got Permission

Why In News?

On February 14, 2023, the Council of Ministers of Uttar Pradesh has approved the proposal to take further action by signing the MoA prepared between Tata Technologies Limited (TTL) and the State Government (Vocational Education and Skill Development Department).

Key points

  • Under this MoA, MoA will be signed between the state government and TTL for upgradation of 150 State Industrial Training Institutes in collaboration with Tata Technologies Limited (TTL). The Chief Minister has been authorized by the Council of Ministers to make necessary amendments/additions in the implementation of the project in future.
  • According to this MoA, the financial share of TTL is Rs 4282.9668 crore and the share of Vocational Education and Skill Development Department is Rs 713 crore including GST and construction of 10 thousand square feet built-up-space (workshop and training room etc.) in each selected ITI. The total financial share of the State Government is Rs.1190 crores including the estimated cost of about Rs.477 crores.
  • Thus, the total cost of the project (Department's total financial share of Rs.1190 crore plus TTL financial share of Rs.4282.9668 crore) is Rs.5472.9668 crore.
  • The duration of this MoA is 10 years and 9 months, in which 9 months is earmarked for preparation for project implementation. MOA to be signed the conditions for the first 05 years and the next 05 years and the works of both the parties have been mentioned separately. After the completion of the period of 10 years, renewal on the basis of mutual consent of both the signatories will be considered at that time.
  • As per the demand of Industry 4.0 proposals, 11 long term and 23 short term training courses will be conducted by TTL in 150 ITIs.
  • For these new courses in these ITIs of the state, the trainers of TTL, as well as the trainees trained in ITIs, will also be skilled. With this, trainees will get an opportunity to do OJT (On Job Training) and DST (Dual System of Training) in TTL's associate companies and successful trainees will get apprenticeship/employment opportunity in TTL's associate companies and other companies.
  • With the upgradation, about 12 to 15 thousand candidates will be trained every year through long term training programs and about 15 to 20 thousand candidates per year through short term training programs i.e., about 35 thousand candidates in total.

Establishment of Textile Park under PM Mega Integrated Textile Sector and Apparel Scheme

Why In News?

On February 14, 2023, the Council of Ministers of Uttar Pradesh has approved the proposal for establishment of Textile Park and transfer of land under the PM Mega Integrated Textile Sector and Apparel (PM Mitra) scheme. Also, the Council of Ministers has authorized the Chief Minister to make any kind of amendment in the scheme.

Key points

  • Under this decision of the Council of Ministers, some part inside the boundary of District Hardoi and (Village Aath Garhi Sohra, Village Attari, Village Rudankheda, Village Vishunpur, Village Jindana, Village Para bhadrahi, Village Salehnagar, Village Shahmau) Village and Tehsil Malihabad, District Lucknow A total of 72 gates with an area of 418.075 hectares (1033.082 acres) at P.M. Establishment of Textile Park is proposed under Mega Integrated Textile Sector and Apparel (PM Mitra) scheme.
  • Out of this land, 259.09 acres of Hardoi district and 903.07 acres of lucknow total land of 1162.16 acres, 1000 acres of land will be transferred/ acquired free of cost to the Handloom and Textiles Department.
  • A special purpose vehicle (SPV) will be formed. For this, a provision of Rs 10 crore (paid-up capital) will be made, of which 51 percent will be from the Government of Uttar Pradesh and 49 percent from the Government of India.
  • Special Purpose Vehicle will be formed under the Companies Act-2013. SPV Additional Chief Secretary/Principal Secretary, Department of Handloom and Textiles, Government of Uttar Pradesh will be the Chief Executive Officer (CEO) and Secretary, Ministry of Textiles, Government of India, New Delhi as the Chairman.
  • After formation of SPV for textile park, the concerned land will be made available to the SPV free of cost. After this the master developer will be selected and further action will be taken.
  • The textile park will be developed on PPP mode following other guidelines given by the Government of India. About Rs 1200 crore is estimated to be spent on this project.

Union Minister for Chemicals and Fertilizers Inaugurates Nano Urea Liquid Plants of IFFCO at Aonla and Phulpur in Uttar Pradesh

Why In News?

On February 14, 2023, Dr. Mansukh Mandaviya, Union Minister for Chemicals and Fertilizers inaugurated Nano Urea Liquid plants of Indian Farmers Fertilizer Cooperative Limited (IFFCO-IFFCO) at Aonla and Phulpur in Uttar Pradesh.

Key points

  • Addressing the programme on the occasion, Dr. Mandaviya said that nano urea will ensure the progress of farmers in the coming time as well as increase their income.
  • Highlighting the benefits of Nano Urea, the Union Minister said that it is the best green technology that provides a solution to pollution. It protects the soil from spoilage as well as increases production. So, it's best for farmers.
  • He further said that the government's expert committee has approved nano dye ammonium phosphate (DAP) and soon it will replace normal (DAP). Nano-DAP will immensely benefit farmers and will be available at half the price than DAP.
  • Dr. Mandaviya said it is an alternative fertiliser. When normal urea is used, only 35% nitrogen (of urea) is used by the yield and unused urea adversely affects the soil. This is reducing soil productivity and crop production has stabilized, so it was necessary to choose alternative fertilizers.
