18 new police stations and 22 police posts will be built in Uttar Pradesh, tourism station will open in Kushinagar

Why In News?

  • On September 14, 2022, Principal Secretary, Uttar Pradesh Home Department, Sanjay Prasad said that the state government has decided to set up 18 new police stations and 22 outposts and open a new tourist police station in Kushinagar to further strengthen the policing system in different districts of the state.

Key Points

  • Sanjay Prasad said that it has been decided to set up 18 new police stations and 22 outposts in different districts of the state to further strengthen peace and order in the state, curb crimes more effectively, provide more safe environment to women and common people.
  • Necessary orders have been issued to the Director General of Police and Additional Director General of Police (Police Headquarters) in this regard. Apart from this, separate instructions will be issued regarding the creation of necessary posts in these new police stations and police posts of the state.
  • In Ghaziabad district, new police stations have been created in the name of Web City by cutting the area of Mussoorie / Kavi Nagar police station and crossing republic by cutting the area of Vijay Nagar police station. After the division of Khampar and Bankata police stations, Suroli will be the new police station in Deoria.
  • A new police station named Baba Bazar has been created by cutting the area of Mawai police station of Ayodhya. The police post established in Rahimabad village of Malihabad police station area of the capital Lucknow has been upgraded and a new police station named Rahimabad has been created. It has been decided to set up an airport police station in Dhoomanganj area of Prayagraj.
  • The Principal Secretary said that five new police posts have been opened in Aligarh, three in Ghazipur and two each in Hardoi and Sitapur. Apart from this, one new police post will be opened in Farrukhabad, Agra, Mathura, Bahraich, Prayagraj, Hardoi, Amethi, Sitapur, Unghnav, Pratapgarh.

Rajasthan State Conclave

Why In News?

  • The Rajasthan State Conclave was organized by Electronics and Computer Export Promotion Council (ESC) and Software Technology Parks of India (STPI) on September 14, 2022, with the initiative of Rajasthan Information Technology and Communication Department.

Key Points

  • About 150 startups, entrepreneurs and dignitaries from ESC, STPI and state government officials participated in the programme.
  • The objective of this conference is to set the stage for Startup Summits - Building the Next Unicorn and ensure that tech startups, entrepreneurs and government departments are aware of this initiative by Electronics and Computer Export Promotion Council and Software Technology Parks of India.
  • Out of the 48 innovative tech startups selected during the conference, startups competed for state-level shortlisting before their jury members, with the top 5 startups being awarded certificates.
  • Startups selected from the state conclave will be invited to join the final round of selection by an eminent jury panel at the national conclave.
  • The selected startups will be provided travel grants for USA and prefixed meetings with USA investors and venture capital lists, besides networking with global technology startups in USA.

Buyer-Seller Meet Organized in Collaboration with State and Central Government

Why In News?

  • A buyer-seller meet (buyer-seller meet) was organized on September 14, 2022 in collaboration with the state and central government. Artisans displayed handicraft and handloom products of national and international repute in the conference. During this LOI of about Rs.3 crore was also signed.

Key Points

  • Industries Commissioner Mahendra Kumar Parakh said that such programs boost the morale of the artists. At the same time, it also helps the seller to plan his products better.
  • He said that there are 80 such sectors in the state which are manufacturing various handicraft products. The handicrafts provide employment to the local people. This is the first such effort in the state, it will be conducted more actively.
  • Sunita Dabra, additional secretary, DIPT, central government, said this is the department's third attempt. Such events provide a good platform to buyers and sellers.
  • At the conference, experts gave detailed information about the GeM portal to the participants and how to take advantage of it. During this time, representatives of Authentic GI told the artisans about the benefits of GI of the products and how the GI tag is taken.

Scheduled Caste and Backward Class Dharamshalas and Social Sector Institutions will get 75 percent and 50 percent Subsidy Respectively on Solar Energy

Why In News?

  • On September 14, 2022, Haryana Power Minister Chaudhary Ranjit Singh said that with a view to promote solar energy as alternative energy, the state government has decided to give 75 percent subsidy on solar power plants to be installed on the rooftops of dharamshalas of Scheduled Castes and Backward Classes in Haryana and 50 percent subsidy on buildings of social institutions.

Key Points

  • Chaudhary Ranjit Singh gave this information while addressing reporters at his office. He said that the state government will provide 50 percent financial assistance on the buildings of social institutions and the remaining 50 percent expenditure will have to be borne by the beneficiary institutions.
  • The Power Minister said that awareness has come among the people about the 'Mhara Gaon, Jagmag Gaon' scheme. The Electricity Department is also running a continuous campaign to prevent theft of electricity.
  • He said that in the year 2019-20, 171688 campuses were checked and 45394 electricity theft cases were caught and a fine of Rs 138.79 crore was imposed, out of which Rs 92.94 crore was recovered.
  • Similarly, in 2020-21, 226213 premises were checked and 73524 electricity theft cases were caught and a fine of Rs 245.71 crore was imposed, out of which an amount of Rs 131.7 crore was recovered.
  • In the year 2021-22, checking was done in 312102 premises and 75839 cases of power theft were caught and a fine of Rs 272.23 crore was imposed, out of which an amount of Rs 132.53 crore was recovered. Thus, a total amount of Rs 357.17 crore was recovered as penalty.

77 percent Reservation for SC-ST and OBC and Permanent Resident of 1932 on the basis of Khatian (Land Record)

Why In News?

  • On September 14, 2022, in the state cabinet meeting chaired by Jharkhand Chief Minister Hemant Soren, 77 percent reservation for SC, ST, Backward Classes, OBC and economically weaker section members in state government jobs and the policy of 'locality' The proposal to decide on the basis of khatiyan of 1932 was approved.

Key Points

  • Cabinet Secretary Vandana Dadel told in a press conference that the Cabinet has decided to amend the Reservation of Vacancies in Government Services Act, 2001 for 77 percent reservation for SC, ST, Backward Classes, Other Backward Classes and Economically Weaker Sections. Reservation Bill has been approved.
  • The Cabinet has approved the introduction of separate bills in the state assembly to decide the policy of 'locality' on the basis of the 1932 khatiyan and to reserve a total of 77 percent government jobs for various classes, including 27 percent reservation to backward classes.
  • The Cabinet also decided to get the two bills passed by the Assembly and sent to the Central government after the Governor's assent.
  • Dadel said that the cabinet decided to request the central government to include both these laws in the Ninth Schedule of the Constitution, so that they cannot be challenged in any court of the country.
  • The new bill to be brought to amend the policy of 'locality' will be called 'Bill 2022 to extend the definition of local persons of Jharkhand for the definition and identification of local resident of Jharkhand and the resultant social, cultural and other benefits to such local persons'.
  • Vandana Dadel said that through this bill, the local people in the state will be defined and according to the cabinet decision, now only those who will be named in the khatiyan of 1932 in the state will be considered as local residents here. Those who do not own land or property will have to obtain proof from their gram sabha that they are residents of the state before 1932.
  • In the proposed job reservation policy, there will be a provision to increase the reservation in state jobs from 10 percent to 12 percent for Scheduled Castes, from 26 percent to 28 percent for Scheduled Tribes and from 14 to 27 percent for other backward classes. It has been decided to provide 15 percent reservation for extremely backward classes and 12 percent reservation for backward classes.
  • With the implementation of the government's decision, the total reservation for OBCs, Scheduled Castes (SC) and Scheduled Tribes (ST) in the state will be 77 percent.
  • The Cabinet has decided to provide 10 percent reservation for the economically weaker general category in the state through this proposed bill.

Important Decisions of Jharkhand Council of Ministers

Why In News?

  • On September 14, 2022, along with the approval of the formation of Jharkhand Electric Vehicle Policy-2022, many other important decisions were taken in the meeting of the Council of Ministers held in the Ministry of Jharkhand.

Key Points

  • Keeping in view the low rainfall and low crop cover in the state, it was approved to provide seeds to the farmers at 90% subsidy for contingency and rabi 2022-23 crops for expansion of contingency and rabi crops in the state.
  • The Ministry of Agriculture and Farmers Welfare, Government of India approved the amended Jharkhand State Agricultural Produce and Livestock Marketing (Promotion and Facilitation) Bill, 2022 by adopting the draft Agricultural Produce and Livestock Marketing (Promotion and Facilitation) Act, 2017 with certain amendments as per the model Act draft.
  • In order to provide fresh hot nutrition to the beneficiaries by cooking fresh hot nutrition in Anganwadi centers and mini Anganwadi centers of the state, approval was given to revise the rate of LPG combination and LPG cylinder in the scheme of supply of gas cylinders and cooking stoves under the state scheme.
  • Regarding the amendment in Schedule 1 'A' of the Indian Stamp Act, 1899 and the repeal of the Bihar Recreation Duty Court Fee and Section 5 of the Stamps (Revision of Surcharge) Act, 1948, the Governor's reply on the Jharkhand Finance Bill, 2021 presented earlier. After withdrawing the objection, consent was given on the Jharkhand Finance Bill, 2022.
  • In the light of difficulties in the operation/ implementation of 'Mukhyamantri Pashudhan Vikas Yojana' under central plan/state plan, necessary amendment proposal was approved.
  • To set up PMU (Project Management Unit) by selecting the Empanelled Agency 'Price Waterhouse Coopers Private Limited' of NICSI on the basis of nomination under Rule 245 of the Financial Rules under the Department of Higher and Technical Education for the implementation of the New Education Policy, 2020 in the state. Approval given.
  • Approval was given to appoint Dr. Mary Neelima Kerketa (Retd. IAS) as the Chairman of Jharkhand Public Service Commission, Ranchi.
  • Under the Pradhan Mantri Poshan Shakti Nirman (Mid-Day Meal Scheme), it was approved to provide eggs/fruits or milk five days a week as supplementary nutrition to the children studying in schools.
  • The pay revision of the state's judicial officers was approved in the light of the recommendation made by the Second National Judicial Pay Commission (SNJPC).
  • The Jharkhand Reservation in Vacancies of Posts and Services Act, 2001 (as amended) was approved to amend the Bill, 2022.
  • Approval was given for implementation of dress supply scheme to children of Anganwadi centers under the State Scheme to provide Winter Uniform to children of 03-06 years attending Anganwadi centers.
  • MoU was approved between Azim Premji Foundation and the State Government to make available 120-150 acres of land on 99 years long-term lease for the establishment of the proposed Azim Premji University (Private University), Ranchi.
  • It approved the constitution of the Bill, 2022 to extend the definition of local persons of Jharkhand and consequent social, cultural and other benefits to such local persons for the definition and identification of 'local resident of Jharkhand'.

12 Caste Communities of Chhattisgarh Included in Scheduled Tribes

Why In News?

  • On September 14, 2022, the Union Cabinet chaired by Prime Minister Narendra Modi approved the inclusion of 12 caste communities of Chhattisgarh in the Scheduled Tribes list.

Key Points

  • The Union Cabinet chaired by Prime Minister Narendra Modi has approved the proposal to include several castes from Chhattisgarh, Himachal Pradesh, Tamil Nadu, Karnataka and Uttar Pradesh in the list of Scheduled Tribes.
  • It is known that Chhattisgarh Chief Minister Bhupesh Baghel had sent a letter to Prime Minister Modi on February 11, 2021, requesting him to include 12 castes of Chhattisgarh in scheduled tribes.
  • From time to time, delegations of different castes of Chhattisgarh had met the Chief Minister and urged him to include their castes in the Scheduled Tribes.
  • These delegations had pointed out that they originally belong to scheduled tribes, but due to quantitative error, their caste certificates are not being made, so they and their children are deprived of the benefits to scheduled tribes. The Chief Minister took the initiative to include such tribes of Chhattisgarh in the Scheduled Tribe with sensitivity and also wrote a letter to the Prime Minister in this regard.
  • After these caste communities are included in the list of Scheduled Tribes of Chhattisgarh, they will start getting the benefit of the schemes run by the government for Scheduled Tribes. Scholarships, concessional loans, hostel facilities for scheduled tribes boys and girls, along with reservation in government service and educational institutions, will be available.
  • According to census 2011, the total population of Scheduled Tribes in the state is 78 lakh 22 thousand 902. About one-third of the total population of the state (30.62 percent) belongs to Scheduled Tribes. Of these, the highest number of 72 lakh 31 thousand 82 are living in rural areas.
  • The Union Cabinet chaired by the Prime Minister has agreed to include 12 communities of Chhattisgarh in the Scheduled Tribes. They are as follows:
    • Bhuinya as a synonym for BhariaBhumia
    • Reformation of the English version of the name Bhuyan Bharia as Bharia without any change.

    • Dhanuhar as a synonym for Dhanwar, Dhanuwar

Uttarakhand (Uttar Pradesh Land Revenue Act, 1901) Amendment 2022

Why In News?

  • On September 14, 2022, Additional Secretary, Uttarakhand Revenue Department, Dr. Anand Srivastava informed that the state government has implemented the Uttarakhand (Uttar Pradesh Land Revenue Act 1901) Amendment 2022 through a gazette notification. Now in all municipal areas including Municipal Corporation, Municipality, Nagar Panchayat, land can be filed and rejected like before.

Key Points

  • After the recommendation of the Governor, a gazette notification was issued by the Principal Secretary Hira Singh Bonal.
  • With the implementation of Uttarakhand (Uttar Pradesh Land Revenue Act 1901) Amendment 2022, the problem of mutation or mutation in urban areas in the state has gone away.
  • It is noteworthy that in December 2020, the High Court passed an important order in the Land Revenue (LR) Act, ordering the works of the Revenue Department under the Municipal Corporation Act, 1975 within the limits of the municipal body. It was said that in Article 243Q of the Constitution, the process of forming a Nagar Panchayat, Municipality, Municipal Corporation has been fixed, while according to the Land Revenue Act of 1901, revenue officers are for rural areas.
  • After this, confusion had arisen in urban areas regarding land revenue matters. Especially due to non-disposal of cases related to filing-rejection and land-error correction, these cases kept getting pending.
  • Now as before, the officers of the Revenue Department have been made the competent authority for revenue related matters, filing-rejection and error related to land records.
