Khelo India National University Games

Why In News?

  • On November 9, 2022, Uttar Pradesh Additional Chief Secretary (Sports) Navneet Sehgal informed that the Khelo India National University Games to be held in April 2023 in the country will be held in Uttar Pradesh.

Key Points

  • The National University Games will be held in four cities of the state - Lucknow, Gorakhpur, Varanasi and Noida. About 20 sports competitions including rowing, basketball, judo, kabaddi, wrestling, swimming, boxing will be organized.
  • Around 4,500 athletes from around 150 universities from across the country will participate in the games. Under-26 players will participate in the National University Games. There will be a special focus on women's games.
  • Kabaddi, Judo, Archery and Fencing will be organized in Noida. Sports competitions related to Wrestling, Mallakhamba and Yoga will be organized in Gorakhpur and Varanasi. Other competitions will be held in the capital Lucknow.
  • According to Additional Chief Secretary Sports Navneet Sehgal, organizing the University Games will create an atmosphere of sports in the universities and the players here will get an opportunity to become international level players. Organizing such competitions will also promote sports culture in the state.
  • It is worth mentioning that this event is being given to Uttar Pradesh from the Sports Ministry, in such a situation, the Sports Authority of India's Khelo India headquarters located in Delhi will also play an important role in the University Games.
  • Earlier, the first edition of the University Games has been held in Odisha (2020) and the second edition in Karnataka (2021). In the 20 events held in Karnataka, 4,500 players from 190 universities from all over the country participated.

Hooter will be used to Save from Lightning in Bihar

Why In News?

  • According to information received from official sources of Bihar State Disaster Authority on November 11, 2022, the authority has decided to install hooters in all districts to save people from lightning, so that people can get information about lightning 40 minutes in advance.

  • According to official sources, under the pilot project, this hooter will be used in Aurangabad, Patna and Gaya districts. It will be launched by January.
  • At present, the information of falling thunder is given 30 minutes before the Indra Vajra app. More than 1.25 lakh people have downloaded this app, but the problem is not going away in rural areas. Farmers working in the fields are not getting this message due to the non-availability of mobiles. For this reason, the authority has decided to install hooters in the villages.
  • Authority officials said that the sound of the hooter is five kilometers. will go up. The hooter will ring half an hour before the fall. Farmers working in the fields will also move to a safer place as soon as they hear its sound.
  • Apart from this, a lightning driver will also be installed, which has been started. This device will be installed on government buildings and it will attract the rain falling within an area of 130 meters.
  • Significantly, every year many people die due to lightning in Bihar. Due to increase in incidents of lightning in Bihar, the death toll has also increased. In the last five years, 1475 people have died due to lightning.
  • According to the annual lightning report 2021-22 released in June 2022, Bihar is at the tenth position in terms of lightning. During this, 2,59,266 incidents of thunderstorms were recorded in Bihar, which is 23 percent less than in 2020-21. Earlier in the year 2018, 3000 people had died due to lightning across the country, out of which 302 people were from Bihar. At the same time, the death toll due to lightning in 2019 stood at 221.
  • In Bihar, four lakh rupees are paid by the government as ex-gratia grant to the dependents of people who die due to lightning or any natural calamity.
  • It is known that due to the friction of the clouds present in the sky, an electricity is generated, due to which negative charge is generated. At the same time, positive charge is already present in the earth. Both negative and positive charges are attracted towards each other. When a conductor comes between these two charges, there is an electric discharge, but there is no conductor in the sky, then this electric discharge falls to the earth in the form of a drop.

Guidelines-2022 to Give Mental Strength and Security to Studying in Coaching Institutes

Why In News?

  • On November 11, 2022, Rajasthan Chief Minister Ashok Gehlot approved the Guidelines-2022 with the aim of providing mental strength and security to the students studying / residing in coaching institutes operating in the state. With this approval, students studying in coaching institutes will get a stress-free and safe environment.

Key Points

  • In the guidelines-2022, providing psychiatric services to resolve mental stress and depression arising due to competition and academic pressure on students, complete protection of students admitted and residing in hostels, arrangements to strengthen mental health of students, establishment of adequate monitoring mechanism at district administration level, coaching students- Facilitation centers for girl students, better management of cleanliness, requisite action at the level of coaching institutes, organizing orientation programs for students and their parents studying in coaching institutes, cyber cafe facility etc. have been included in the daily routine of students.
  • In this guideline, students studying in coaching institutes will be told about the career options available in case they do not pass the entrance examinations of IITs and medical institutes. Apart from this, a provision of easy exit policy and fee refund has been made in case of leaving the institute.
  • A complaint portal will be created under the guidelines. Apart from this, police verification of all the personnel of the coaching center will be ensured in the new guidelines. The provision of maintaining data of all types of movement in residential coaching institutes is also included in the guidelines. Arrangements have been made in the guidelines to prevent any kind of false propaganda by coaching institutes. Penal action will be taken against coaching institutes for non-compliance of these guidelines.
  • A state-level committee has been constituted by the coaching institutes to ensure the implementation of the guidelines. It includes senior officers of all related departments including higher education, school education, medical education, and home department. Apart from this, under the guidelines, District Level Coaching Institute Monitoring Committee has been constituted in each district, consisting of officials of various departments as well as parents, representatives of coaching institutes, NGOs and psychologists and motivational speakers and additional district collectors of the district.
  • Taking serious note of the incidents of suicides by students studying in coaching institutes of the state, Chief Minister Ashok Gehlot has approved the said guidelines in compliance with the orders of the Hon'ble High Court till the implementation of the 'Rajasthan Private Educational Institutions Regulatory Authority Bill, 2022' made for effective regulation of coaching institutes.

  • On November 10, 2022, Haryana Chief Secretary Sanjeev Kaushal informed the first state steering committee meeting held for the development of tourism infrastructure under the Swadesh Darshan-2.0 scheme of the Government of India that 5 districts including Panchkula, Yamunanagar, Mahendragarh, Faridabad and Kurukshetra have been included in the tourism hub to promote tourism in the state.

  • Chief Secretary Sanjeev Kaushal said that Swadesh Darshan-2.0 scheme is a better effective scheme to promote tourism and work should be done on it with more attention, so that employment opportunities can also be increased by developing tourism in the state.
  • He said that detailed project report is being prepared to prepare structural infrastructure for tourism in Panchkula district. Panchkula has 55 tourist destinations like Morni Hills, Yadavindra Garden, Kaushalya Dam, Nada Sahib.
  • The proposal to include Mahendragarh and Faridabad districts in the Swadesh Darshan-2.0 scheme will also be sent to the Ministry of Tourism, so that tourism can be promoted in these districts too. There are many ancient monuments like Madhogarh Fort, Birbal's Chatta, Jalmahal, Dhosi Parvat in Mahendragarh, which are being developed for tourism.
  • He said that there are 17 tourist places in Faridabad like historic Surajkund, Damdama Lake, Aravalli Golf Club, Waterfall of Sohna etc. and as per the instructions of Chief Minister Manohar Lal, work will also be done to build a special tourism section of modern level in Surajkund so that it can become a center of more attraction for tourists.
  • It is known that there are many tourist places in Yamunanagar like Adibadri, Lohagarh, Hathnikund Barrage, Kalesar National Park, Chanheti Pillar etc.
  • The Chief Secretary said that under the Swadesh Darshan Scheme 2.0, work is to be done on tourism and allied infrastructure, tourism services, human and capital development, site management and promotion etc. Apart from these, facilities and services like cultural and heritage tourism, adventure activities, rural and wellness tourism will also be worked on. For this, meetings, conference and exhibition venues and places will also be selected to promote tourism promotions.
  • Under the Swadesh Darshan 1.0 scheme, eco-tourism, wildlife, intellectual, spiritual, hilly, inaccessible areas, Tirthankar etc. sites were selected. In this scheme, tourist infrastructure is being developed at a cost of Rs 97.34 crore by including the Krishna Circuit project in Kurukshetra, Haryana.
  • In these, work is being done on 5 schemes like Multipurpose Tourism Information Center, Railing of Sarovar, Abhimanyu Ghat, Light and Sound Show, which will be completed and operated in the month of November and Thanesar Sheikh Chilli Mahal of Kurukshetra will also be included in this scheme. will be developed.

Khatian Based Local Policy and OBC Reservation Bill Passed

Why In News?

  • On November 11, 2022, in a special session of the Jharkhand Assembly, the state government passed the Khatiyan-based Local Policy and OBC Reservation Bill of 1932 by voice vote.

Key Points

  • Jharkhand Chief Minister Hemant Soren introduced the Bill-2022 to extend the definition of local persons and the consequent social, cultural and other benefits to such local persons. There were many amendments in it from the opposition side, there was also a proposal to send it to the select committee, but the government refused it by voice vote.
  • According to this bill, those people will be called local or native residents of Jharkhand, whose name or whose ancestors are mentioned in the Khatian of 1932 or earlier.
  • Those whose names will not be registered in the Khatian or whose Khatian has been lost or destroyed, such people will be verified by the Gram Sabha whether they are the original residents of Jharkhand or not. In the case of landless persons, the local person will be identified by the Gram Sabha based on culture, local custom, tradition etc.
  • During the assembly session, the Chief Minister added the third and fourth grade jobs in the bill to the local policy of planning and said that only those who will have Khatian of 1932 will be eligible for third and fourth grade jobs.
  • The locality based on Khatian of 1932 will be extended to the whole of Jharkhand. This Act will come into force after its inclusion in the 9th Schedule of the Constitution of India.
  • Local persons shall mean domicile of Jharkhand, who is an Indian citizen and is within the territorial and geographical limits of Jharkhand and the name of his or her ancestors is recorded in the survey/khatian of 1932 or earlier.
  • Local persons as defined under this Act shall be entitled to social security, social insurance and all schemes and policies of the State in respect of employment/unemployment and shall enjoy privileges and protection on their land, employment or agricultural loans/loans etc.
  • Local persons as defined under the Act will also be entitled to maintain their land records on priority, as may be prescribed and regulated under the rule.
  • Local persons as defined under the Act shall also be entitled to preferential rights over local commercial cultural undertakings and local lakes/rivers/fisheries for trade and commerce in the State, especially those relating to traditional and cultural undertakings.
  • Apart from this, the OBC reservation bill was also passed in the assembly. There will now be 77 per cent reservation in the state. Backward Classes (OBC) will get 27 per cent reservation, Scheduled Tribes (ST) 28 per cent and Scheduled Castes (SC) 12 percent.

  • The online services of the Transport Department in the state are -
    • Online tax payment : Taxes of stage carriage vehicles were earlier deposited in the office, but now they will be able to deposit tax online from anywhere through the transport website.
    • Challan mitigation fee: Till now the challan fees were deposited in the offices, but now they will be able to deposit the e-challan directly online through the transport department's e-challan website.
    • Temporary permit online: Till now, one had to go to the RTO office to get temporary permits of the Transport Department, but now online application and fee payment will be made. Online scrutiny, approval and permits will be downloaded.
    • Online Contract Carriage Permit: The Divisional Transport Authority will now be able to apply for contract carriage permit online and will also be able to submit the fee online. These permits will also be available online.
    • Registration of vehicles: Till now, registration of private vehicles was deposited online fees and taxes after data entry at the dealer point, uploading documents. After this, the dealer had to go to the RTO office with the entire paper. The wives had to be kept in RTO offices, but now the entire process will be online. There will be freedom from the pile of papers in the offices.
    • Trade Certificate: Now you will not have to visit offices to make a business certificate. The entire process will be online. The certificate will be issued online.
  • The Transport Corporation has launched Humsafar app for drivers. This app will be installed in the mobile phone in front of the driver. This app will monitor every movement of the driver and alert the driver when he sleeps. It will get rewards on safe bus operations.
  • Apart from this, the attendance app has been launched. In this, the employees of the Transport Corporation will be able to make their attendance from their mobile when they come to the geo fencing area.
  • Apart from this, the corporation has launched a fleet management system. Under this, CCTV cameras will be installed in buses. Vehicle location tracking device will be installed to see the location of every bus and those traveling without tickets can be caught with the help of CCTV. Fuel sensors will be installed in all buses and all buses can be fully monitored from the central control room.

Why In News?

  • On November 11, 2022, Uttarakhand Chief Minister Pushkar Singh Dhami launched the mobile app of 'Apani Sarkar Portal' developed by the Information Technology Development Agency (ITDA).

Key Points

  • After the launch of 'Apni Sarkar Portal', this app is now also available on Playstore. On this mobile app, 254 services of the state and another 173 services will be available through web links. By login on this app, you can avail the services from the comfort of your home. Apart from this, the facility of CM Helpline will also be available through the mobile app.
  • Through this mobile app, four of Sainik Welfare Department, 15 of Minor Irrigation Department, ten of Home Department, five of Registration Department, 18 of Revenue Department, two of Medical Health and Family Welfare Department, three of Skill Development and Employment Department, Eight services of Directorate of Urban Development, 12 of Panchayati Raj Department, nine of Social Welfare Department, seven of Fisheries Department, nine of Drinking Water Department and 23 of Energy Department will be directly available.
  • Similarly, one of State Disaster Management Department, 14 of Technical Education Department, 20 of School Education Department, 12 of Skill Development and Employment Department, three of Minority Welfare Department, 22 of Sugarcane Development and Sugar Industry Department, 13 of Ayurvedic and Unani, Two services of Rural Development Department, five of Agriculture Department, 19 of Agriculture and Agricultural Marketing Department, two of Public Works Department and 16 services of Legal Metrology Department will be available directly through this mobile app.
  • Apart from this, state transport department, e-court services, goods and services tax, income tax department, civil aviation ministry nine, PAN service portal nine, Badrinath Kedarnath Temple Committee eight, External Affairs Ministry passport service eight, Election Commission of India seven, UIDAI seven, agriculture and farmers welfare department six The web link of six services of Uttarakhand Tourism Development Board, five of Uttarakhand Self Employment Schemes and four services of Directorate of Urban Development will be available on this mobile app.
  • Similarly, three each from State Disaster Management Authority and Higher Education Department, six from Jeevan Praman, five from Uttarakhand Jal Sansthan, three from Ministry of Petroleum and Natural Gas, three from Railway Department, three from Right to Information, three from Ukada Uttarakhand, Web link of one service of online registration of Municipal Corporation Dehradun and one of health department will be found on this mobile app.
  • THE ITDA has also prepared the Android mobile app of the CM Helpline, so that people living in inaccessible areas of the state will also be able to send their complaints directly to the Chief Minister. It can be downloaded by writing CM Helpline on the Play Store.
  • Three services of ITDA have also started, which are as follows:
    • DARC Lake: It is a centralized data storage platform designed to store GIS and drone data. There will also be a list of local drone pilots on it, which any department will be able to access.
    • SD-WAN: Internet connectivity will be smooth even if the connectivity of every tehsil, block, headquarters to the district is disrupted. It is a high speed internet system.
    • ITDA-CALC: Its first satellite center has been established at Rishikesh. Now these centers will be set up across the state, through which youth will be trained to operate and repair drones.
