Important Decisions of the Uttar Pradesh Council of Ministers

In the meeting of the Council of Ministers held under the chairmanship of Uttar Pradesh Chief Minister Yogi Adityanath on November 10, 2021, many important decisions were taken along with the approval of the proposal related to the implementation of 'Uttar Pradesh Mathrubhumi Yojana'.
Key Points
- In the meeting, the Council of Ministers approved the proposal for implementation of 'Uttar Pradesh Mathrubhumi Yojana'.
- For effective implementation of this scheme, 'Uttar Pradesh Mathrubhumi Society' will be formed and a governing council and empowered committee will be formed under the society. In this council, the Chief Minister will be the President and the Minister of Panchayati Raj will be the Vice President.
- Under the scheme, the amount of grant given by the state government, that is, the remaining 40 percent or less, will be arranged from the budget provisions of the departments related to the work.
- The registration of 'Uttar Pradesh Mathrubhumi Society' will be done under the Societies Registration Act, 1860.
- The cabinet approved the proposal to make free distribution of iodized salt 1 kg, pulse/whole gram 1 kg, edible oil 1 liter and food grains per card to the Antyodaya and eligible household card holders of the state from December, 2021 to March 2022.
- The cabinet has also approved the proposal regarding approval of construction work of residential buildings for doubling the capacity of Police Training School (PTS) of Meerut district.
- The cabinet has approved the revised cost of the project for construction of a 500 bedded super specialty hospital at Uttar Pradesh University of Medical Sciences, Saifai, Etawah.
- The cabinet has approved the proposed rehabilitation plan for 63 Hindu Bengali families displaced from East Pakistan in the year 1970 on 121.41 hectares of land available in the name of Rehabilitation Department in village Bhainsaya, Tehsil Rasulabad, District Kanpur Dehat.
- The cabinet has approved the proposal to run the newly established Department of Sports Medicine at King George's Medical University (KGMU), Lucknow under the scheme of Government of India.
- For the implementation of the announcement made in the resolution letter 2017, the advocates registered in the Uttar Pradesh Advocates Welfare Fund Trustee Committee, on completion of 30 years from the registration, about 5,848 advocates will be given a lump sum of Rs 1.50 lakh to Rs 5 lakh. The proposal for amendment in section-13 of the Fund Act, 1974 has been approved.
- At present, in the event of the session of the Uttar Pradesh State Legislature being adjourned indefinitely, the Council of Ministers has decided to get the proposed amendment done through an ordinance.

On November 9, 2021, President Ram Nath Kovind presented the Padma Awards announced for the year 2021 to 5 personalities from Bihar.

- For the year 2021, Shri Ram Vilas Paswan was posthumously awarded the Padma Bhushan for the year 2021 for his work in public affairs.
- At the same time, the following 4 personalities were given the Padma Shri award-
- Smt. Dulari Devi (in the field of Arts)
- Shri Ramchandra Manjhi (in the field of art)
- Dr. Dilip Kumar Singh (in the field of medicine)
- Mrs. Mridula Sinha (Posthumous) - In the field of literature and education.
- On November 8, a total of 8 personalities from Bihar were presented the Padma Awards for the year 2020.
- At the same time, for the year 2021, a total of 119 personalities of the country were awarded the Padma Awards [Padma Vibhushan (07), Padma Bhushan (10) and Padma Shri (102)], which includes a total of 5 celebrities from Bihar.
- These awards were announced only on 25 January 2021 but due to Covid infection, it could not be conferred till now.

Jal Jeevan Mission
Why in News
On November 10, 2021, Chief Minister Ashok Gehlot approved proposals for financial sanction of Rs 695.40 crore for 49 water supply projects under the Jal Jeevan Mission.
Key Points
- Under Jal Jeevan Mission (JJM) by the Finance Department, 41 water supply schemes worth more than Rs 5 crore, revised cost of 6 approved projects, including construction of Anicut at Sancholi (Sawai Madhopur) on River Morel and transmission pipeline project from Surajpura to Sambhar, total A proposal for financial sanction of Rs 695.40 crore was sent for 49 projects.
- In order to provide pure drinking water in rural areas under JJM, it was announced in the budget for the year 2021-22 to connect 20 lakh households with drinking water connection in a phased manner.
- In the current financial year in the state, an amount of Rs 1077.88 crore has been spent so far by the state government for providing 'Har Ghar Nal Connection' to rural families under JJM. Rajasthan is also one of the leading states in the country in terms of expenditure on rural drinking water projects in JJM.

Madhya Pradesh First in the Country in Prime Minister-Svanidhi Yojana

On November 10, 2021, the Minister of Urban Development and Housing of Madhya Pradesh informed that Madhya Pradesh has achieved the first place in the country by fulfilling the target given by the Union Ministry of Housing and Urban Affairs for the year 2021-22 in the Pradhan Mantri-Svanidhi Yojana.
Key Points
- He informed that 4 lakh 5 thousand street vendors have been benefited as per the target set in the scheme.
- Street vendors in particular were in bad shape in an economy hit by the Covid-19. PM-Svanidhi Yojana was launched by Prime Minister Narendra Modi on July 2, 2020, with the aim of re-establishing their employment. In this, interest free loan of Rs 10,000 is given to street vendors.
- Under the scheme, there is a provision to sanction a loan of Rs 20,000 and then Rs 50,000 in the second phase to the street vendors who repay the loan of Rs 10,000. Madhya Pradesh is top in the country in the implementation of the second phase.

On November 10, 2021, Haryana Chief Minister Manohar Lal Khattar during his visit to Gurugram announced that this year's National Fencing Competition will be organized in Sonipat, Haryana.

On November 10, 2021, Haryana Home Minister Anil Vij said that the police station of Bhattu-Kalan in district Fatehabad, Haryana has also been selected among the best three police stations in the country for this year.

- He said that the SHO of Bhattu-Kalan Police Station would be honored with a trophy in the conference of Director Generals of Police and Inspector General of Police to be held in Lucknow on November 19, 2021.
- According to Omprakash, SHO of Bhattu-Kalan police station, all the complaints received in the police station are disposed of with immediate effect and till now 100 percent complaints of village Bhattu Kalan have been resolved.

Hisar International Airport

Regarding the operation of the International Airport to be built in Hisar on November 10, 2021, it was told in the meeting held under the chairmanship of Chief Minister Manohar Lal Khattar that the International Airport would be operationalized in Hisar by the coming October, 2022.

- In the meeting, the Chief Minister was apprised that the runway of Hisar International Airport would be ready by the coming May 2022 and in this episode the lighting work in the airport would also be completed by September 2022.
- A committee has been formed under the development of Hisar, so that Hisar can be made a well-organized city. Similarly, a proposal for clover connectivity at Mirchapur and Dundurpur will be prepared for arrival and departure at Hisar airport and this proposal will be sent to the central government, so that smooth movement can be ensured.
- Parking facility will also be available at Hisar airport for international flights. Apart from this, two separate terminals will also be constructed at the airport, whose design will be ready by the end of December.
- Apart from this, possibilities are also being explored to provide train or metro facility at Hisar airport, so that passengers do not face any kind of problem and cargo facility can also be made easy.
- A manufacturing hub has also been proposed at Hisar airport, so that special types of industries can be set up here and employment can be ensured to the youth of the state.

Palamu Tiger Reserve
Why in News
Recently, Director and Chief Conservator of Palamu Tiger Reserve (Jharkhand) Kumar Ashutosh told that after a long time a tiger has been seen in this reserve.

- Tiger has been sighted in this reserve for the first time since March 2020.
- It may be noted that in the tiger census report released in 2019, the number of tigers in this reserve was said to be zero, but now the sighting of tigers in the reserve is good news for the state.
- Palamu Tiger Reserve was established in 1974 under Project Tiger.
- Palamu Tiger Reserve is the first such sanctuary in the world, where tiger census was done on the basis of footprint count.
- 'Betla National Park' is situated in 226.32 sq km within the Palamu Tiger Reserve, spread over a total area of 1130 sq km in Latehar district of Jharkhand.

4G Mobile Towers in Bastar District

Recently, as part of the 'Azadi Ka Amrit Mahotsav' ceremony, the foundation stone laying ceremony was organized for installation of a 4G mobile tower in Sadrabodenar village of Naxal-affected Bastar district of Chhattisgarh.

- RK Garhwal, Deputy Director General (Compliance), DoT, Chhattisgarh laid the foundation stone of 4G mobile tower as part of a project of Universal Service Obligation Fund (USOF) of DoT.
- Under the Universal Service Obligation Fund (USOF) project of the Department of Telecommunications, a total of 971 towers will be installed in 14 Naxal-affected districts of Chhattisgarh at a cost of Rs 848 crore.
- The commissioning of 4G enabled mobile towers will increase broadband penetration and provide coverage to many villages and help bridge the digital divide. Also, mobile coverage in these Naxal-affected areas can prove to be a game changer in tackling Left Wing Extremism.
