National Child Health Program Approved in Urban Area

Why In News?

  • On November 9, 2022, Uttar Pradesh Deputy Chief Minister Brijesh Pathak informed that the National Health Mission has approved the operation of the National Child Health Program (RBSK) in urban areas. Under this, congenital diseases of children will be identified and treated.

Key Points

  • Deputy Chief Minister Brijesh Pathak said that in the first phase, the scheme will be implemented in 15 districts of the state. In the second phase, 16 more districts will be included.
  • Under the first phase, National Child Health Program will be implemented in the year 2020-21 in Agra, Aligarh, Prayagraj, Bareilly, Ayodhya, Firozabad, Ghaziabad, Gorakhpur, Jhansi, Kanpur Nagar, Lucknow, Meerut, Moradabad, Saharanpur and Varanasi.
  • A total of 40 mobile health teams will be kept in 15 districts. Each team will have four members. In which one woman and one man will be AYUSH doctors. About 60 doctors and paramedical staff will be recruited on contract.
  • In the second phase, in 2022-2023, child health program will be started in Azamgarh, Banda, Barabanki, Bulandshahr, Chandauli, Farrukhabad, Fatehpur, Gonda, Hathras, Jalaun, Kushinagar, Mathura, Mirzapur, Rampur, Shahjahanpur and Sitapur.
  • It is noteworthy that under RBSK, child health screening and screening in Early Intervention Services is done, in which other diseases including cleft lip, palate, neural tube defects, Down syndrome, anemia, vitamin A-D deficiency, malnutrition, congenital cataract and heart are identified.
  • Under the program, children up to 18 years of age are identified and provided treatment for certain diseases. Under the scheme, the mobile health team will visit the identified places and check the health of the children. In case of illness, referral will be made to higher government institutions for treatment so that timely treatment can be given.

National Taxation Award-2022

Why In News?

  • Announcing the National Taxation Award-2022 by Tax India Online on November 9, 2022, 'Gold Award' to the Government of Rajasthan in the Most Reformist State and SGST/VAT Category categories in tax management. to be provided.

  • The award, presented by Haryana Deputy Chief Minister Dushyant Chautala and Rajya Sabha MP Sushil Modi, was received by the Joint Secretary, Finance (Taxes), Finance Department on behalf of the Rajasthan government.

Important Decisions of the State Council of Ministers under the Chairmanship of the Chief Minister

Why In News?

  • In the meeting of the state cabinet chaired by Chief Minister Ashok Gehlot on November 9, 2022, several other important decisions were taken along with the approval of the New Rajasthan Start-Up Policy-2022.

Key Points

  • The Cabinet took an important decision to take forward the Eastern Rajasthan Canal Project (ERCP).
    • As per the approved proposal, unclaimed land owned by Water Resources Department/CAD/IGND/SWRPD and land related properties are to be transferred free of cost to ERCP Corporation. Also, for the financial management of the corporation, 100 percent of the income received by managing / endorsing / lease / other use of the land transferred by the departments is to be used for the works of the corporation.
    • It is noteworthy that ERCP provides drinking water for 13 districts of the state (Jhalawar, Baran, Kota, Bundi, Sawai Madhopur, Karauli, Dholpur, Bharatpur, Dausa, Alwar, Jaipur, Ajmer and Tonk). Irrigation is also a very important project.
  • Cabinet approves New Rajasthan Start-Up Policy, 2022.
    • This policy will benefit start-ups, entrepreneurial students, rural start-ups and institutional incubation centers of the state. Investment and employment generation opportunities will increase in the state and industrial development will be promoted.
    • It is noteworthy that in the budget session 2020-21, the announcement regarding the implementation of the policy to promote the I-START program was made.
  • The Cabinet approved the proposed amendment to the Compassionate Appointments rules, 2002 to the dependents of Battle Casualty, Physical Casualty or to dependents of permanently disabled Armed Forces Service Personnel and Para Military (BSF, CRPF, CISF, ITBP, Coast Guard) personnel.
    • After the said amendment, appointments will be provided to the martyr's family and dependent members of permanently disabled personnel of the said services to posts up to pay-level 10 and such families will be better supported than before.
  • Approving the proposal to amend the Rajasthan Civil Services (Revised Pay) Rules, 2017, the Cabinet has taken a big decision in the interest of the employees. Under this rule 17 of the Rajasthan Civil Services (Classification Control and Appeal) Rules, 1958, the resultant effect in the ACP is being abolished in the cases of minor penalties given to the personnel.
  • The cabinet has amended the Rajasthan Integrated Child Development (State and Subordinate) Services Rules, 1998. Due to this, for the post of supervisor, backward class and economically weaker candidates will also get relaxation in upper age limit similar to reserved category.
    • There is a provision of relaxation of 10 years in the upper age limit for direct recruitment from Anganwadi worker to the post of supervisor in the Department of Women and Child Development, in which an additional relaxation of 5 years is also payable for reserved category candidates. Now this relaxation will be available to other reserved categories as well as candidates belonging to most backward and economically weaker sections.
    • It is noteworthy that in the budget announcement of the year 2020-21 , it was announced to relax the age limit at the same age as the reserved category to the candidates of economically weaker sections.
  • The cabinet has approved the proposal to give the benefit of reservation to the candidates of that area as a result of the increase in the coverage of scheduled areas in the state.
    • In this sequence, approval has been given to amend the Rajasthan Scheduled Area Subordinate, Clerical and Class IV (Recruitment and Other Conditions of Service) Rules, 2014 in accordance with the notification issued by the Government of India on May 19, 2018.
    • It is noteworthy that under the notification of the Government of India, the scope of scheduled areas had increased in Banswara, Dungarpur, Pratapgarh, Udaipur, Rajsamand, Chittorgarh, Pali and Sirohi districts of the state, due to which the candidates of the enlarged areas could not get the benefit of reservation. Had been. With the above approval, the candidates will be able to get the benefit of reservation.
  • The Cabinet has also approved the proposal to give the benefit of 2 percent reservation in state services to the outstanding sportspersons of the state in 'Rajasthan Engineering Subordinate Services (Electrical Inspectorate Branch)' and 'Rajasthan Science and Technology (State and Subordinate)' services.
  • FAlong with this, the Cabinet has also approved the proposal to include outstanding sportspersons of Rajasthan state represented in the National Games in the category of 'Outstanding Sportspersons'. This decision will boost the morale of the outstanding players of the state.
  • The Cabinet gave its approval to m/s Wonder Cement Limited for allotment of a total of 400.5237 hectares of reserved land for industrial purpose for setting up of large industry (cement plant and railway siding) at Jaisalmer.
    • In this, it has been decided to allocate 377.0650 hectares of land for plant and 23.4587 hectares for railway siding and road in village Parewar (Tehsil Jaisalmer), village Sonu (Tehsil Sum) and Village Leela Parewar (Tehsil Jaisalmer) respectively.
    • The project will be set up in two phases. A total investment of Rs 4200 crore is proposed. About 1500 people will get employment directly or indirectly. Apart from this, workers will also get work in the construction process.
  • The Cabinet has decided to fill the post of Hostel Superintendent Grade-II in women (girls) hostels run by tribal regional development department only by women candidates. This decision will ensure the safety and privacy of girls studying in these hostels.
  • The Cabinet has approved the proposal to name the Government Industrial Training Institute at Hindoli, Bundi after Babasaheb Dr. Bhimrao Ambedkar. It is noteworthy that on July 30, 2022, during his Bundi Yatra, the Chief Minister inaugurated the I.T.I. to be built in Hindoli. Name of the College Dr. Bhimrao Ambedkar I.T.I. College was announced.

Two-Day World Sufi Music Festival 'Jahan-e-Khusro'

Why In News?

  • On November 9, 2022, Principal Secretary, Rajasthan Tourism Department, Gayatri Rathore said that the department will organize a two-day annual world Sufi music festival 'Jahan-e-Khusro' on November 19 and 20 at Albert Hall in Jaipur to promote the culture and art of the state.

Important Decisions of the State Council of Ministers under the Chairmanship of the Chief Minister

Why In News?

  • In the meeting of the Council of Ministers held under the chairmanship of Chief Minister Shivraj Singh Chouhan on November 9, 2022, the cabinet gave permission to implement the 'Mukhyamantri Yuva Annadoot' scheme in the public distribution system and other welfare schemes in the state.   • 23 CM of Tribal Affairs Department by the Council of Ministers. It was decided to give administrative approval of Rs.678 crore 82 lakh 25 thousand for the construction of Higher Secondary School building under RISE scheme.
    • As per the decision, the C.M. Out of the 23 school building works under the Rise Scheme, construction agency of 11 works has been made project implementation unit, public works department, construction agency building development corporation of 6 works and Madhya Pradesh Police Housing and Infrastructure Development Corporation has been made construction agency of 6 works.
    • Along with this, the tribal work will be given to CM from the budget provisioned in the capital head of the financial year. In the RISE scheme, permission was given to keep the construction works free from index for approval.
  • The cabinet gave permission to implement the 'Mukhyamantri Yuva Annadoot' scheme in the public distribution system and other welfare schemes in the state. In this, in the first phase of Udyam Kranti Yojana, 888 unemployed youth will be provided vehicles with bank loans.
    • With this, ration material allocated in targeted public distribution system and other welfare schemes will be transported from the supply center to the fair price shops.
  • The cabinet decided to implement the 'Crop Residue Management' scheme to discourage the practice of burning weeds, increase agricultural mechanization and conserve soil moisture.
    • Grants will be made available on purchase of agricultural machines by farmers by marking useful power-operated agricultural machines in the scheme. Small, Marginal, Female, SC and S.T. 50 percent subsidy will be given to the farmers and 40 percent to other farmers.
    • The scheme will be implemented by the Directorate of Agricultural Engineering.
    • The Cabinet has decided to implement a new scheme 'Incentive scheme to Primary Version' to provide grant-in-aid to rural youth for setting up custom processing centers on bank loan basis. The scheme will be implemented by the Directorate of Agricultural Engineering.
  • The cabinet decided to implement 'Mukhyamantri Matsya Vikas Yojana' for the next two years (2022-23 and 2023-24). In two years, Rs 100 crore will be spent for promoting fisheries and increasing fish production in the state.

Maximum Purchase of Cow Urine in Janjgir-Champa District in the State

Why In News?

  • According to the information received from the Agriculture Department on November 9, 2022, under the ambitious 'Godhan Nyay Yojana' run by the state government, Janjgir-Champa district has so far purchased maximum cow urine in the state.

  • According to the information received from the Agriculture Department, Janjgir-Champa district is at the first place in the state with the purchase of 9 thousand 2 hundred 28 liters of cow urine.
  • It is worth noting that as per the wishes of Chief Minister Bhupesh Baghel, the ambitious 'Godhan Nyay Yojana' is being operated by the state government, due to which farmers, livestock farmers and self-help groups associated with the scheme are benefiting financially.
  • Under the direction of Collector Taran Prakash Sinha, better implementation of 'Godhan Nyay Yojana' is being done in Janjgir-Champa district. In the district, Brahmastra (pesticide) and Jeevamrut (growth enhancer) products are being prepared from cow urine for pest control and growth, due to which the farmers of the district are getting benefited more and more. As a result of this, maximum cow urine has been procured in Janjgir-Champa district so far in the state.
  • At present 106 farmers in the district are taking advantage of products made from cow urine, Jeevamrut and Brahmastra, due to which the farmers of the district are getting rid of the costly chemical pesticides and they are getting benefited by using bio-pesticides.
  • According to the information received from the Agriculture Department, till now 7 thousand 216 liters of cow urine has been purchased at the rate of Rs 4 per liter in Tilai Gothan of Akaltara and Khokhra Gothan of Nawagarh block of Janjgir-Champa district and Brahmastra is a product made from cow urine. It has been used in the fields of 106 farmers.
  • Women of Aarti self-help group of Tilai Gothan of Akaltara block are making Jeevamrut and Brahmastra from cow urine. Women have made 200 liters of Jeevamrut and 9 hundred 11 liters of Brahmastra and sold 8 64 liters of products here. Similarly, women of Sagar Self-Help Group in Khokhra Gothan of Nawagarh block have so far made 9 hundred 74 liters of Brahmastra and 400 liters of Jeevamrut from cow urine and sold it.
  • Farmers using Brahmastra and Jeevamrut products said that spraying of bio-pesticide Brahmast for pest control in paddy crop has resulted in effective control of pests and their crop health is very good.
  • The farmers told that the growth of plants and the number of Kanso is more in comparison to other years due to Brahmastra and Jeevamrut. This has resulted in reduction of cost of production due to avoidance of side effects of chemical fertilizers and improvement of soil health as well as increase in the biomass in the land, and there is a good possibility of increasing stable production along with good crop health.

  • It is noteworthy that Uttarakhand came into existence on 9 November 2000 as a separate state. Earlier it was a part of the state of Uttar Pradesh. The demand for a separate state of Uttarakhand was fulfilled with the passing of the Uttar Pradesh Reorganization Act, 2000 on 25 August 2000. At the time of its formation, it was named Uttaranchal.
  • Uttaranchal was converted to Uttarakhand on the passing of the Uttaranchal (Change of Name) Act, 2006 on 21st December, 2006 and came into effect from 1st January, 2007 as per Government of India Notification dated 29th December, 2006.
  • It is bordered by Himachal Pradesh in the west, Uttar Pradesh in the south and international borders in the northeast, which meet Nepal and China. There are 13 districts in the state, namely- Dehradun, Haridwar, Uttarkashi, Tehri Garhwal, Rudraprayag, Pauri Garhwal, Chamoli, Bageshwar, Almora, Nainital, Udham Singh Nagar, Champawat and Pithoragarh.
