Haryana Land Pulling Policy-2022

Why In News?

  • On September 9, 2022, the Haryana Town and Country Planning Department notified the 'Haryana Land Pulling Policy-2022'.

Key Points

  • Farmers' land will no longer be forcibly acquired in Haryana for urbanisation and industrialisation. The land will be purchased only on the basis of the wishes of the farmers.
  • Along with this, land banks will be prepared in the state for different projects, so that the projects can get land on time and development work can be done quickly.
  • After getting the land at the will of the farmers, the Haryana Urban Development Authority (HSVP) will develop residential, commercial, institutional and infrastructure located within the urban area in the published development plan.
  • Besides, Haryana State Industrial and Infrastructure Development Corporation Limited (HSIIDC) will also set up new industrial units in Haryana. Land rights certificates will be issued to land owners.
  • The Haryana Land Pulling Policy-2022 was approved in the Haryana Cabinet meeting on July 29.
  • Under the policy, any land owner will be able to offer land for the project within 60 days of seeking applications directly or through aggregator. This period can also be extended as required, which will not exceed 30 days. There will be no fee for the application and the application will be accepted only online.
  • Land owners can also take developed land in lieu of land. This will be based on the market value of the undeveloped land given to the land owners in the total cost of the project.
  • Annual interim financial assistance will be provided to every generor contributing to the development project, which will be included in the total cost of the project. If the land is offered through the aggregator, the aggregator will be eligible to receive the remuneration, provided that the remuneration is not less than 0.5 percent.
