Senior Justice Pritinkar Diwakar will be the Chief Justice of Allahabad High Court

Why In News?

On February 9, 2023, according to information received from the media, the Collegium headed by Chief Justice of the Supreme Court D Y Chandrachud has recommended to the Central Government to appoint senior Justice Pritinkar Diwakar as the Chief Justice of the Allahabad High Court.

  • New Delhi: The Supreme Court Collegium headed by Chief Justice D Y Chandrachud has recommended to the Central government that Justice Pritinkar Diwakar be appointed to the post vacated by the appointment of Allahabad High Court Chief Justice Rajesh Bindal as a judge of the Supreme Court.
  • On October 3, 2018, Justice Diwakar was transferred from The Chhattisgarh High Court and was appointed to the Allahabad High Court. Being the senior-most judge here, he has been recommended to be appointed as the Chief Justice.
  • Justice Pritinkar Diwakar was born on 22 November 1961. He is a law graduate from Durgavati University, Jabalpur. He was enrolled as an advocate in 1984.
  • He has been Standing Counsel for SAIL, State Bank of India, Chhattisgarh Gramin Bank, Bank of Baroda, IDBI, Madhya Pradesh State Financial Corporation, Kotak Mahindra Bank, Raipur Milk Union, CBSE and many other Municipal Corporations.
  • He was designated as Senior Advocate by the High Court of Chhattisgarh in January 2005. He was a member of the Madhya Pradesh State Bar Council for seven years and the State Bar Council of Chhattisgarh for five years.
  • He was elevated as a judge of the Chhattisgarh High Court on 31 March 2009. Justice Pritinkar Diwakar will retire from his post on 21 November 2023.

Why In News?

On February 9, 2023, Bihar Chief Minister Nitish Kumar inaugurated the National Inter-District Junior Athletics Meet at Pataliputra Sports Complex in Patna. On this occasion, he announced that the outstanding players of the state will be directly made Grade One Officers.

  • Chief Minister Nitish Kumar said that the players Grade 3 till now were being given jobs in, but the Bihar government will directly give jobs to the players of the state who have won medals at the national and international level at the post of SDM, DSP or equivalent.
  • This will increase the attraction of youth towards sports in the state and national and international level players will emerge. So far, the government has given jobs to 235 players of the state from the sports quota.
  • It is worth mentioning that every year there is a sports honor program for players and coaches, in which good players and coaches are honored .
  • The National Strickt Junior Athletics Meet (NIJM) is the world's largest sporting talent search event. It is being organized for the first time in Bihar. Six thousand athletes from 600 districts of the country, including 600 participants from Bihar, are participating in these sports meet.

On February 9, 2023, Rajasthan Animal Husbandry Minister Lalchand Kataria launched the integrated web application created for the application of the Ustra Conservation Scheme at Pant Krishi Bhawan Jaipur.

  • It is noteworthy that the Chief Minister had announced the 'Dust Conservation Scheme' in the last budget, taking serious note of the declining number of camels.
  • The 'Rat Protection Scheme' has been implemented by the State Government for the promotion of camel, under which an incentive of Rs. on birth of toads to encourage camel breeding 5000-5000 will be given to the cattle rearer in two instalments.
  • In the protection scheme and web application, provision has been made for registration of camel farmers, tagging of camels and toads by veterinary doctors and district level financial approval.
  • Camel farmers can register toddies born on or after November 1 under the scheme till February 28, 2023. This registration can be done through the online application.

Rajasthan Delphic Games Started with Art Camp and Craft Exhibition

Why In News?

On February 9, 2023, The Delphic Games were inaugurated by the Delphic Council of Rajasthan at Jawahar Kala Kendra with the inauguration of an art camp. This was followed by a live display of various handicrafts in the craft exhibition.

  • The Delphic Games held at Jawahar Kala Kendra are being held for the first time at the regional level. These games will play an important role in preserving the art and culture of Rajasthan and making the youth of the state their art identity. In these games, youth from 18 to 35 years of age of the state are participating.
  • Painting artists from Jaipur, Kanota, Lalsot, Ajmer, Bikaner, Kishangarh, Meerut and installation artists from Rajasthan School of Arts, Indian Institute of Crafts, Visual Art Department and Drawing and Painting Department of Rajasthan University participated in the Art Camp.
  • In this, the 80 feet Delphic Art Wall made by the Indian Institute of Crafts was also the center of attraction. Lac bangles making, hand block printing, cloth weaving, charkha running, and khadi stalls were set up by the Rajasthan Khadi and Village Industries Board in collaboration with the Industries and Commerce Department.
  • The Delphic Games are being held February 9 from to 12 at Jawahar Kala Kendra, Jaipur.
  • It will be held in six categories including classical, Indian film music popular music (apart from Indian film music), classical, dance, folk music Dance, contemporary dance, photography (2 categories) and cash prizes will be given for each category.
  • Significantly, Rajasthan is the first state to organize Delphic Games at the regional level. The first stage of the Delphic Games was online, with applications by participants 8 until January 2023. Selected participants are participating in the second phase to be held at Jawahar Kala Kendra.

Governor Returned Jharkhand Finance Bill-2022 for the Third Time

Why In News?

On February 9, 2022, Jharkhand Governor Ramesh Bais has returned the Jharkhand Finance Bill-2022 passed by the Jharkhand Legislative Assembly to the state government for the third time.

Key points

  • The Governor has directed to seriously review many points in the Bill and send it for approval after obtaining the intention from the Law Department.
  • The Governor has said that the Bill should seriously consider whether it is included in the State List under Schedule-7 of the Constitution and whether any details related to insurance or other provisions in the Bill are included in the Union List or concurrent list. Because under Schedule 7 of the Constitution of India, the List-1 subject related to insurance has been described in order number 47 of Union.
  • Governor Ramesh Bains had earlier returned the finance bill twice without his assent. The Governor first Hindi in April 2022 and the bill was returned due to various discrepancies regarding conversion to the English version.
  • After this, the amended bill was sent directly to the Governor from the departmental level for approval without passing it by the Jharkhand Assembly by the state government. At that time, the Governor had also questioned the working style of administrative officers and said that this bill is a money bill. It needs to be passed by the Assembly to send it back. But the officials directly amended from their level and sent it to Raj Bhavan, which was returned by the Governor. After this, on December 8, 2022, the Assembly passed it and gave permission to send it.
  • Significantly, the is to increase Bill-2022 basic objective of the Jharkhand Finance stamp duty. This increase can increase the revenue collection of the state.
  • Bihar Entertainment Duty Court Fee and Stamps (Surcharge Amendment) Act the Bill aims to do away with the 110 per cent additional stamp duty under Section 5 of the, 1948. Because when the stamp duty mentioned in of the Indian Stamp Act 1899 Schedule I (A) is being increased by the State Government, it is not necessary to collect an additional 110 per cent stamp duty as surcharge.

Eight Girls from Jharkhand Selected in Single Girl Child Fellowship 2022-23

Why In News?

Eight girls from Jharkhand have been selected for Savitribai Jyotirao Phule Single Girl Child Fellowship-2022-23.

Key points

  • According to the list released by the University Grants Commission (UGC), Jharkhand's Arya Raj, Anshuka Satpathy, Arpana Ganguly, Kumari Priyanka, Neha Chakraborty, Pranjal Shah, Shipra Harsh and Ushahi Ain are included.
  • A total of 1129 girls have been selected from across the country. Under this scheme, girls who are single in the house, their education is to be promoted and research work is encouraged.
  • Here single means a girl in the family who has no brother or sister. Twins are one of the daughters/siblings. If a family has one or more sons and one daughter, she will not be eligible.
  • The fellowship will be given for five years. Under the Junior Research Fellowship, 31 thousand rupees will be given per month. Senior research fellows will get Rs 35,000 per month.
  • Similarly, disabled people will get 35 thousand rupees per month. The beneficiaries will also get hostel facilities.
  • Under this scheme, students of humanities and social sciences will be given 10-10 thousand rupees every year for other expenses for two years and 25 thousand rupees for the remaining term.
  • At the same time, to the students of science / engineering / technology every 12-12 thousand rupees will be given year for two years and 25 thousand rupees will be given for the remaining term. The disabled student will be given three thousand rupees per month for reader assistance.

Approval of Uttarakhand Competitive Examination (Measures for Prevention and Prevention of Unfair Means in Recruitment) Ordinance 2023

On February 9, 2023, Uttarakhand Chief Minister Pushkar Singh Dhami has approved the Uttarakhand Competitive Examination (Measures for Prevention and Prevention of Unfair Means in Recruitment) Ordinance 2023 to ensure transparency and probity in competitive examinations in the state.

Key points

  • The main provisions of the Ordinance are as follows:
  • Strict provisions have been made against the culprits in this ordinance. If any person is found involved in unfair means like printing press, service provider, management system, coaching institute, etc., then there is a provision of imprisonment up to life and a fine of up to ten crore rupees.
  • If a person conspires with an organized institution, then there is a provision of imprisonment up to life and a fine of up to Rs 10 crore.
  • If a candidate is found indulging in unfair means by cheating himself in the competitive examination or cheating another candidate, then there is a provision of three years imprisonment and a minimum fine of five lakh rupees.
  • If the candidate is found guilty again in another competitive examination, then a provision of minimum ten years imprisonment and a minimum fine of 10 lakhs has been made against him.
  • If any candidate is found cheating, a provision has been made to reject the charge sheet for two to five years from the date of filing the charge sheet and in case of conviction, a provision has been made to disqualify all competitive examinations for ten years.
  • If a candidate is found cheating again, a provision has been made to postpone all competitive examinations for five to ten years and lifetime respectively. Property acquired using unfair means will be confiscated.
  • Offenses under this Act will be cognizable, non-bailable and non-compoundable.
