Committee to Examine the Demands of Employees and Officers Organizations

Why in News

  • On August 05, 2021, Chief Minister Ashok Gehlot approved the formation of a high-level committee to examine the demands of various employees and officers organizations of the state.

Key Points

  • This committee will discuss the demands of various officer and employee organizations, such as Patwari, Ministerial and Constable etc. in the context of salary discrepancy, pay reform, promotion opportunities, etc. in other states. Comparative study, analysis and testing with the prevailing systems will make necessary recommendations.
  • The committee will be chaired by retired IAS officer Khemraj Chaudhary. Retired IAS officer Vinod Pandya will be the member of the panel and the joint secretary, finance (rules) will be the member secretary, according to an official statement.
  • It is noteworthy that in response to the discussion on the Finance and Appropriation Bill 2021-22, Chief Minister Gehlot had announced to constitute a high-level committee regarding the demands of employee-officer organizations.

Gobar Dhan Yojana

Why in News

  • Recently the Panchayat and Rural Development Department of Madhya Pradesh has set a target to set up 9500 biogas plants in the year 2021-22 under the Swachh Bharat Mission in 2549 schools preparing mid-day meals for more than 200 students under the mid-day meal program in the state.

Key Points

  • Under this, community, group and individual biogas plants will be set up as per the need and demand to reduce the dependence on conventional fuels for cooking.
  • It is noteworthy that under the second phase of the Swachh Bharat Mission, work is being done for cleanliness on a large scale. Efforts are also being made to make the kitchen clean and smoke-free for cooking.
  • In this sequence, a biogas plant is being constructed under the Galvanizing Organic Bio-Agro Resources (Gobar Dhan) project.
  • Efforts are being made to set up 20 to 25 mass biogas plants in at least one cowshed and between 5 and 10 households in each district due to the closure of schools during the COVID-19 pandemic.
  • Efforts are also being made for public participation and social behavior change to promote biogas plants.
  • It is noteworthy that on May 12, 2018, the then Union Minister for Drinking Water and Sanitation Uma Bharti and Chief Minister Shivraj Singh Chouhan launched the GOBAR Dhan Yojana (GOBARdhan: Galvanizing Organic Bio Agro Resources) at the National Sanitation Conference held in Bhopal.

Policy to Create Land Banks

Why in News

  • On August 5, 2021, the cabinet meeting chaired by Chief Minister Manohar Lal approved the government's policy to create a land bank in the state, avoiding the difficult process of land acquisition for government projects.

Key Points

  • This policy may be called the Policy for Creating Land Bank for the Government Department including Boards and Corporations and disposal thereof for development projects.
  • For this policy, three committees, Land and Rate Inquiry Committee, Land Bank Committee and High Powered Land Bank Committee will be constituted.
  • According to this policy, now other people including farmers will be able to sell their land directly to the government by bargaining and not under compulsion. The revenue department will handle this land bank and transfer it to corporations, boards or departments as needed.
  • To sell the land, the farmer will have to apply on the online portal of the Director of Land Records. For this, they will have to give full details of the land along with the value.
  • Under the Haryana Municipal Act, 1973 and the Haryana Municipal Corporation Act, 1994, there is a provision to transfer the immovable property to the state government. In such a situation, such land will also be searched.

Caste Certificate

Why in News

  • Recently, the process of issuing a caste certificate (social status certificate) has been simplified by the Chhattisgarh government to the people belonging to Scheduled Castes, Scheduled Tribes and Backward Classes.

Key Points

  • According to the order issued by state government, if no documentary evidence is available to certify the caste under the provisions of the Chhattisgarh Scheduled Castes, Scheduled Tribes and Other Backward Classes (Regulation of Authentication of Social Status) Rules, 2013 then the caste certificate will be issued by the Gram Sabha, recognizing the resolution presented by applicant.
  • Similarly, now the announcement made by Nagar Panchayat or Municipal Council or General Assembly has been recognized as evidence in relation to caste and native place. Under this, the caste certificate will be issued by the competent authority as per the rules.
  • After this order of the state government, now it has become easy for the people belonging to the Scheduled Castes, Scheduled Tribes and Backward Classes of the state to get the caste certificate (social status certificate).

Integrated Road Accident Database (iRAD)

Why in News

  • On August 5, 2021, the Deputy Director General, Central e-Transport and National Informatics Centre, New Delhi appreciated the progress of the ongoing project iRAD (Integrated Road Accident Database) in Chhattisgarh and urged other states to follow this model.

Key Points

  • The Union Ministry of Road Transport and Highways has launched iRAD (Integrated Road Accident Database) mobile app and a web application in collaboration with National Informatics Center (NIC) and IIT Madras.
  • Its mission is to take necessary corrective measures and control accidents by analyzing the real causes of increasing road accidents across the country.
  • In Chhattisgarh it was started in May 2021. The state team has set an example for other states by implementing the project ahead of time.
  • The reasons for road accidents (due to lack of road safety, road structure, traffic, weather reasons or any other reasons) is sent directly through this app to Central Transport Headquarters including District /State Headquarters and further to IIT, Madras for analysis/review.
  • Proper use of iRAD (Integrated Road Accident Database) will enable the concerned departments to get correct information. By integrating/interfacing the existing services of the concerned departments, the application user will get the complete information related to the vehicle as soon as the vehicle number is written.
  • The data uploaded on this will be very useful for future action plans of road safety through the concerned departments. The reduction in accidents is possible by taking necessary corrective measures by knowing the exact causes of accidents on various roads of the state.
