Pancham Deepotsav Organized in Ayodhya

Why in News

  • On November 3, 2021, the fifth Deepotsav was organized on the banks of Saryu in Ayodhya in the presence of Chief Minister Yogi Adityanath.

Key Points

  • The present government has been organizing Deepotsav every year on the occasion of Chhoti Deepawali since the year 2017.
  • 11 lakh 90 thousand lamps were lit in the fifth Deepotsav organized this time, out of which the world record of 9 lakh 54 thousand burning lamps was recorded in the Guinness Book of World Records.
  • On the occasion of Deepotsav, the Chief Minister announced to give free ration till Holi to Antyodaya and BPL card holders.

Public Affairs Index, 2021

Why in News

  • Recently, Uttar Pradesh has been ranked last in the list of big states in the Public Affairs Index 2021, released by the Bangalore-based think tank Public Affairs Center (PAC).

Key Points

  • In this index, Uttar Pradesh's score was the lowest with -1.418 points, while Kerala (1.618 points) got the first position.
  • In this index, PAC has released the ranking of states on the basis of three important pillars of governance - growth, equity and sustainability. Each of the three pillars of governance is divided into five governance practice themes.
  • The equity scores for the states in the index were based on five themes - voice and accountability; effectiveness of government; The rule of law; Regulatory quality and control of corruption.
  • Sustainability standards were assessed based on the share of clean energy, solid waste management and control of environmental pollution and corruption, while the development score covered health, sanitation, financial performance and government spending on infrastructure and development.

  • In the recently released Public Appearances Index, 2021, Bihar has been ranked last in the category of large states in the growth/growth column.

Key Points

  • The Public Affairs Index is released by the Bangalore based think tank 'Public Affairs Centre'.
  • In this index, Bihar has been ranked 12th in the list of large states in the equity column, while Gujarat is at the first and Uttar Pradesh is at the last position.
  • In the category of large states in the growth/growth column, Bihar has got the last (18th) position, while Telangana is at the first position.
  • In the sustainability column, Bihar has been ranked 17th in the big states category, while Uttar Pradesh has been ranked 18th (last). Kerala is on the first rank.
  • In the overall ranking, Kerala has been ranked first and Tamil Nadu is at second place. Bihar and Uttar Pradesh are at the last rank.

Madhya Pradesh got 3 gold medals in Indian Skills 2021 Regional Competition

Why in News

  • In the recently concluded Indian Skills, 2021 Regional Competition (West Zone), Madhya Pradesh has bagged 3 gold and one silver medal. The competition was held in Gandhinagar and Ahmedabad over the period 29 October 2021 to 1 November 2021.

Key Points

  • In this competition Avani Patil in Cooking, Sanskar Singh in Bakery and Shubham Prajapati in Web Technology got gold medal. Rohit Kumar Kushwaha got silver medal in bricklaying.
  • The winners were awarded by Gujarat Chief Minister Bhupendra Bhai Patel with a citation, medal and cash amount.
  • In this competition, 230 participants from Goa, Maharashtra, Madhya Pradesh, Rajasthan and Gujarat demonstrated skill in various skills.
  • In the next phase, these participants will showcase their skills at the National Level Indian Skills, 2021.

Kurawar Became a New Electrical Sub-Division

Why in News

  • Recently, Madhya Kshetra Vidyut Vitran Company has made Kurawar of Rajgarh district electricity sub-division. This new subdivision has been created by reorganizing the existing Narsinghgarh (O&M) sub-division under the Narsinghgarh division.

Key Points

  • The newly created Kurawar sub-division will include Kurawar, Iklera, Talen, Jhalda and Narsinghgarh (Rural), Boda and Gadia distribution centers under Narsinghgarh (O&M) sub-division.
  • Company's Managing Director Ganesh Shankar Mishra said that making Kurawar a sub-division would ensure uninterrupted and quality power supply to the consumers of the area. Also, faster and better services will be available to the consumers.

  • A draft rule 'Haryana Micro and Small Enterprises Facilitation Council Rules, 2021' has been prepared to include the provision for recovery of award money as arrears of land revenue.
  • The state government had notified the Haryana Micro and Small Enterprises Facilitation Council Rules, 2007, in which provision has been made for the composition of the council and the procedure to be followed by the council for discharging its functions.

Approval of 'One Time Settlement Scheme'

Why in News

  • On November 2, 2021, the State Cabinet, chaired by the Chief Minister of Haryana, Manohar Lal Khattar, approved the One Time Settlement Scheme for resolving the issues related to the mining sector in Haryana under the State's Promise Resolution Scheme.

Key Points

  • To ensure smooth mining and to minimize litigation/disputes, the long pending issues were settled under the policy of resolution of disputes headed by the Chief Minister in consultation with all the stakeholders.
  • The State Government has decided to settle the following through the 'Ekmusht Niptan Yojna'
    • Amount due for the period prior to obtaining environmental clearance and consent to operate.
    • Submit the application to the mineral concessionaires on issues arising out of area disputes, difficulties arising out of local disturbances, quality of minerals, market conditions, works becoming economically unviable, etc.
    • outstanding for the period of suspension.
    • Non-execution of agreement.
    • Denial of environmental clearance.
    • Wherever restrictions/amendments are required to be made in the terms of the post award area of the contract, the annual contract amount/dead rent will be reduced.
    • Dues for the period of CTE/CTO have been denied.
    • Lump sum relief in interest amount on payment of arrears.

  • Jharkhand has been ranked third in the category of large states in terms of development in the recently released Public Appearances Index, 2021.

Key Points

  • The Public Appearances Index has been calculated on the basis of three basic pillars – Equity, Growth/Growth and Sustainability.
  • In this, Jharkhand has been ranked 9th in the list of big states in the equity column, while Gujarat has got the first and Uttar Pradesh has got the last position.
  • Jharkhand has performed exceptionally well in the development/growth column and has been ranked 3rd in the big states category, as compared to 14th position last year.
  • Jharkhand has been ranked 15th among the big states in the sustainability column, while Kerala is at the first and Uttar Pradesh is at the last position.
  • In the overall ranking, Kerala has got the first and Tamil Nadu has got the second place.

Chhattisgarh Among the Top Five States of the Country in Good Governance

Why in News

  • Chhattisgarh has been included in the top five best governance states in the 'Public Affairs Index, 2021' recently released by the Public Affairs Centre.

Key Points

  • Chhattisgarh has been ranked fourth in the list of Best Governance States. At the same time, the state has secured the third position in the Sustainability Index.
  • According to the Public Affairs Index, 2021, Kerala has topped the list with a score of 1.618. Chhattisgarh has secured the fourth position in the country by scoring 0.872.
  • The index is ranked by looking at and evaluating the growth, equity and stability indicators of the states.
  • Chhattisgarh ranks third in the Sustainability Index with a score of 0.946. The Sustainability Index ranks states on the basis of access and use of resources. It has an impact on the economy, environment and mankind.
  • The Public Affairs Index, 2021 highlights the quality governance of the State Government and the State Government's involvement in particular in containing the COVID-19.

Bhopal-Raipur-Bhopal Flight Started

Why in News

  • On November 2, 2021, Union Civil Aviation Minister Jyotiraditya M. Scindia flagged off the first direct flight of Indigo Airlines on Bhopal-Raipur route at Raja Bhoj Airport in Bhopal.

Key Points

  • Rakesh Ranjan Sahai, director of Raipur's Swami Vivekananda Airport, said the flight would operate three days a week- Tuesday, Thursday and Saturday.
  • The flight from Bhopal will leave at 10.15 am and will reach Raipur at 12 noon. The flight will leave from Raipur at 12.20 pm and will reach Bhopal at 1.35 pm.
  • 59 passengers left from Bhopal and 63 from Raipur on the first day.

Model of Earthquake Resistant Building Will be Built in Every District

Why in News

  • On November 3, 2021, Disaster Management and Rehabilitation Minister Dr. Dhan Singh Rawat instructed to prepare a proposal to construct one earthquake resistant building each in the form of a model in every district of the state in the review meeting of the department at DMMC auditorium located in the secretariat.

Key Points

  • In view of the sensitivity of the disaster in the state, the following decisions were taken by the Disaster Management Department-
    • With the preparation of models of earthquake resistant buildings in every district, people at the local level will be able to prepare their buildings according to the model.
    • The masons across the state will be given training to build earthquake resistant houses through specialist institutes at the district level.
    • Awareness conferences will also be organized at the district level of Mahila and Yuvak Mangal parties.
    • From the next financial year, the budget of the State Disaster Response Fund will be increased five times to 200 crores.
  • Apart from this, according to the information given by the department, a proposal has been sent to the Central Government for the establishment of Gairsain Chamoli, a disaster management and research institute in the state.
