Housing Schemes Will Start in Six Cities of Uttar Pradesh including Lucknow, Kanpur, Ayodhya

Why In News?

  • On November 2, 2022, in the board meeting of the Housing Development Council of Uttar Pradesh, it was decided that housing schemes would be started in Lucknow, Kanpur, Ayodhya, Mathura, Bareilly and Kannauj in the state.

Key Points

  • It was informed in this meeting that housing schemes in Lucknow, Mathura and Ayodhya will be launched on January 24, 2023 on Uttar Pradesh Day, while schemes for Bareilly, Kanpur and Kannauj will also come in the year 2023.
  • The land of Kanpur's Mandhna Awas Yojana will now be taken under compulsory award. Apart from this, the state's largest convention center of 5000 capacity will be built in Lucknow and 15 percent discount will be given in vacant flats of Avadh Vihar and Vrindavan. Awas Vikas Parishad has acquired land for Lucknow, Mathura, Ayodhya scheme.
  • Additional Housing Commissioner and Secretary Dr. Neeraj Shukla said that 265 acres of land in Lucknow has been taken on the new jail road. Apart from this, a new housing scheme will come up on 300 acres in Mathura.
  • Earlier 1291 acres of land of Manjha Barehta, Majha Sahnawajpur and Tihura villages were being taken for Ayodhya scheme. Now it has been decided to take another 241 acres of land of Majha Barehta. Presently more than 600 acres of land has been acquired.
  • He informed that about 300 acres of land is being taken for the prime Mathura housing scheme of Awas Vikas Parishad. It has National Highway No. 2 on one side and Chhatikara Vrindavan Road on the other side. This plan is situated at the main entrance of Vrindavan and is situated on the boundary adjoining one of the main temples of Vrindavan Mata Vaishno Temple.
  • 561 hectares of land is being taken for new housing scheme on Bareilly Shahjahanpur Road. This scheme will be developed under the Land Pooling Scheme.
  • Kanpur's Mandhna scheme will be developed in 229 hectares and section 28, i.e. acquisition notification was issued in the year 2009 for this scheme. The farmers here are not giving land with mutual consent, so the board has decided to take the land here under mandatory adjudication.
  • A new housing scheme is also being brought in Kannauj on 89.52 acres. For this, section 28 has been notified. Under this, land of four villages including Madanpur Badd, Yusufpur Bhagwan is being taken.

160 Tourist Places to be Developed in Bihar in Three Years

Why In News?

  • On November 2, 2022, the Tourism Department of Bihar has decided to increase the facilities in the routes of all the tourism circuits of the state. Under this, 160 tourist destinations will be developed in 3 years.

Key Points

  • The Tourism Department will provide all kinds of online facilities including accommodation and entertainment to the tourists on the way to all the tourist places of the state.
  • In the year 2019, the total number of domestic and foreign tourists in Bihar was 3.51 crore, while in the year 2022, till August, more than 84 lakh domestic and more than 12 thousand foreign tourists have come.
  • The Tourism Department has prepared four models - premium route facility, standard route facility, basic route facility and existing route facility to increase the facilities of the routes of tourist places.
  • Under the premium road facility, premium facilities will be developed over a distance of 50 km in about one and a half acres of land.
  • On the other hand, under the standard road facility, standard facilities will be provided at a distance of 30 km in one acre of land.
  • Basic road facility will be developed over a distance of 30 km, for which 7500 square feet of land will be used.
  • The last existing road facilities will be further improved. 160 centers will be set up under these four models, with a maximum increase of 10%.
  • To develop public facilities, the tourism department will give 10, 20, 35 and 50 lakh rupees or 50 percent grant to the investors.

First Meeting of State Level Board Regarding ART and Surrogacy Act

Why In News?

  • On November 2, 2022, the first meeting of the state-level board constituted in connection with the Assisted Reproductive Technology (Regulation) Act, 2021 and surrogacy (regulation) act, 2021 was held at the government secretariat under the chairmanship of Rajasthan Medical and Health Minister Parsadi Lal Meena.

Key Points

  • In the meeting, it was decided to take an affidavit in this regard from art clinics, ART banks and surrogacy clinics which are working before the implementation of ART and Surrogacy Act in the state and to provide one-time relaxation in the qualification/ experience of specialists working in them such as a bryologists, gynecologist, anesthetic counsellor.
  • Apart from this, it was also decided in the meeting to start the process of registration of ART clinics / ART bank / surrogacy clinics and the appropriate authority was authorized by the board to conduct physical inspection before their registration. Appeals against the decisions of the Appropriate Authority can be made to the State Government in all cases.
  • Minister Parsadi Lal Meena said that the appropriate authority has been authorized to decide the period accordingly after getting information about the period for which the certificate is being issued by the appropriate authority of another state about the period for which the eligibility certificate is to be issued to the intended couple / intended woman / surrogate mother.
  • Apart from this, permission has also been given to constitute a District Medical Board under the chairmanship of Chief Medical and Health Officer at the district level, in which one senior-most gynecologist and one senior-most pediatrician will be members.

  • On November 2, 2022, Chief Minister Shivraj Singh Chouhan launched 'Ladli Laxmi Yojana 2.0' by transferring an amount of Rs 1 crore 85 lakh for higher education to 1477 Ladli Laxmi daughters from Ravindra Bhawan Bhopal.

  • Additional Chief Secretary of Women and Child Development Ashok Shah said that under the Ladli Laxmi Yojana, financial assistance of Rs 25,000 will be given to the daughter after going to college after passing class 12th, which will help her in educating and choosing a career.
  • Apart from this, the Chief Minister also inaugurated 'Ladli Laxmi Vatika' developed behind Tatya Tope Nagar Stadium in Bhopal. The Chief Minister said that the State Government has decided to develop 'Ek Park Ladli Laxmi Beti Ke Naam' in every district.

Highest Unemployment Rate in Haryana

Why In News?

  • According to the data released by the Centre for Monitoring Indian Economy (CMIE) recently, Haryana ranks first in the country in terms of unemployment rate.

  • According to CMIE, the unemployment rate in rural areas in the country has increased compared to urban areas. In October, the unemployment rate in the country increased to 7.77 percent. Of this, unemployment was 7.21 percent in urban areas and 8.4 percent in rural areas.
  • Nine states in the country had higher unemployment than the national average. In Jharkhand, Bihar and Haryana, it is in double digits. It is in double digits in six out of 25 states.
  • Unseasonal rains in the country in the last six months, global political situation and fall in production due to rising interest rates are the main reasons for unemployment.
  • Bihar, Assam, Haryana, Himachal Pradesh, Jammu and Kashmir, Jharkhand, Rajasthan, Telangana and Tripura have reported higher than the national average in October.
  • Haryana has an unemployment rate of 31.8 percent, followed by Rajasthan (30.7 percent), Jammu and Kashmir (22.4 percent), Jharkhand (16.5 percent) and Bihar (14.5 percent).
  • According to the data released by CMIE, the situation is better in Uttar Pradesh, Delhi and Uttarakhand in terms of unemployment rate. It is 4.2 percent in Uttar Pradesh, 6.7 percent in Delhi and 3.4 percent in Uttarakhand.
  • At the same time, Madhya Pradesh with the lowest unemployment rate of 0.8 percent and Chhattisgarh with 0.9 percent are at the bottom.

MoU between Disaster Management Department and Irrigation Research Institute (IRI), Roorkee

  • A Memorandum of Understanding (MoU) was signed between the Department of Disaster Management and Irrigation Research Institute (IRI), Roorkee, at the State Secretariat, Dehradun, Uttarakhand on November 2, 2022. According to the agreement, water resources data will be shared between the two institutions.

Key Points

  • Disaster Management Secretary Dr. Ranjit Kumar Sinha informed that under this agreement, sensors will be installed to measure the water level in major rivers of the state. With the help of automatic water level recorder, real time data will be available at one place and the system developed for real time monitoring will be directly connected with the control of Disaster Management Department set up in the State Secretariat.
  • With this, the disaster control room will continue to receive all the data from all the sensors installed in rivers and dams. Based on the information received by the Disaster Control Room, warnings will be issued in real time during the flood threat situation.
  • In the first phase, manual sensors will be removed from all rivers and automatic sensors will be installed in their place. These sensors will be installed under the Central Hydrology Project. All dams in the state will have automatic sensors upstream and automatic sirens will be installed in the downstream.
  • He said that the real-time monitoring system to measure the water level of rivers and dams will be very helpful in disaster management and the warning system will be effective by getting data at one place. This mechanism will be ready in two months.
  • It is worth mentioning that IRI, Roorkee in the state is developing such a mechanism in the rivers under the National Hydrology Project, which will increase the water level in the major rivers of Uttarakhand, then the Disaster Management Department will get an immediate alert.
  • Automatic sensors will also be installed in the downstream of dams and real-time monitoring of major rivers and dams will be done. This will enable development of flood forecasting and early warning mechanism.
