Why In News?

In the meeting of the Council of Ministers held in the Ministry of Jharkhand on September 1, 2022, many other important decisions were taken including approval to constitute the Jharkhand State Angulang Services (Appointment, Promotion and other conditions of service) Rules-2022.

Key Points

• In the meeting of the Cabinet, the Cabinet gave its approval to appoint the Dalpatis of Gram Raksha Dal to the post of Panchayat Secretary, relaxing the Jharkhand Panchayat Secretary (Appointment, Conditions of Service and Duties) Rules (Amendment), 2014.
• Approval was given to implement 'Rice Fortification Scheme' for distribution of fortified rice in all 24 districts of the state under targeted public distribution system under the National Food Security Act, 2013 in the state of Jharkhand.
• After the formation of Jharkhand State (Bihar Reorganization Act, 2000), Chandil Small Hydro Electric Project (District-Saraikela-Kharsawan) and Tenu Bokaro Small Hydro Electric Project (District-Bokaro) located in the geographical boundary of Jharkhand State, on the basis of As is where is PPP by Zrada Administrative approval was given to operate on the mode.
• Under the 'Chief Minister's Critical Illness Treatment Scheme', approval was given to increase the amount of medical assistance from the departmental level from Rs 5.00 lakh to Rs 10.00 lakh for the treatment of affected eligible persons and to list other incurable diseases in the list of incurable diseases already approved.
• Under the World Bank funded 'Jharkhand Power System Improvement Project' , approval was given to restructure the sanctioned amount for Jharkhand Bijli Vitran Nigam Limited and Jharkhand Urja Sanchar Nigam Limited.
• Approval was given for implementation of Motor Vehicles (Registration and Work of Vehicle Scraping Facility) Rules, 2021 .
• In the light of the amendments made by the Central Government in the Central Goods and Services Tax Act, 2017, the Jharkhand Goods and Services Tax (Amendment) Bill, 2022 related to the proposed amendments to the Jharkhand Goods and Services Tax Act, 2017 was given the second and second approval of the Council of Ministers on the introduction in the monsoon session of the Jharkhand Assembly.
