Why in News?
- On March 21, 2022, thousands of youths associated with tribal-indigenous organizations demonstrated in Ranchi on the issue of deciding the local policy (Domicile Policy) on the basis of the land survey conducted in 1932 during British rule.
Key Points
- The agitators say that a separate Jharkhand state was created with the objective that tribes and natives would get priority in government jobs, resources and facilities. But, even after almost two decades of the formation of Jharkhand, this is not happening, because in its resources and jobs, the dominance of people settled in Jharkhand from other states has been established.
- It is on this basis that there is a demand that Jharkhand's 'Local Person' (Domicile) should be considered only those people who have proof that the names of their ancestors are included in the land survey papers (Khatian) in 1932.
- According to the local policy defined in the tenure of the then Jharkhand Chief Minister Raghuvar Das in 2016, since 1985, people living in Jharkhand have been considered as local residents of Jharkhand, but the present government has practically neutralized this policy. .
- In this context, on the question asked during the budget session, Chief Minister Hemant Soren said that on the basis of Khatian of 1932, the policy made by the government of Babulal Marandi in the past was rejected by the High Court, so his government will take decision only after statutory consultation in this matter.
