Amid a fragmented political environment dominated by the Mughal Empire, Shivaji carved out an independent and powerful Maratha state. His policies in administration, warfare, and cultural revival played a key role in establishing the Maratha Empire as a formidable force in Indian history.

- Decentralized Governance and Efficient Administration: The establishment of the Ashta Pradhan, a council of eight ministers, ensured the smooth functioning of various governmental functions, including revenue collection, military affairs, foreign policy, and justice.
- Efficient Revenue and Taxation System: He conducted a land survey to assess the yield of agricultural lands, ensuring that taxes were levied based on actual production, making the system fairer for the peasants.
