शनिवार (27 जुलाई) को राजिंदर नगर स्थित एक कोचिंग संस्थान की बेसमेंट में हुई त्रासद घटना तथा उसके बाद बनी परिस्थितियों पर टीम दृष्टि का पक्ष निम्नलिखित है :
हमें खेद है कि हमने अपना पक्ष रखने में देरी की। वस्तुतः हम नहीं चाहते थे कि अधूरी जानकारी के आधार पर कुछ कहें। इस देरी के लिये हम हृदय से क्षमाप्रार्थी हैं।
शनिवार की दुर्भाग्यपूर्ण घटना, जिसमें 3 विद्यार्थियों श्रेया यादव, तान्या सोनी और निविन डाल्विन की असमय व दर्दनाक मृत्यु हुई, पर हम गहरी संवेदना व्यक्त करते हैं। हम तीनों बच्चों के प्रति विनम्र श्रद्धांजलि अर्पित करते हैं और ईश्वर से प्रार्थना करते हैं कि उनके परिवारजनों को यह अपूरणीय क्षति झेलने का हौसला प्रदान करें।
इन बच्चों के परिवारों से हमारा प्रत्यक्ष परिचय नहीं है किंतु दुख की इस घड़ी में हम पूरी तरह उनके साथ हैं। यदि हम किसी भी तरह उनके लिये कुछ कर सकेंगे तो कृतज्ञता महसूस करेंगे।
इस दुर्घटना को लेकर विद्यार्थियों में जो रोष दिख रहा है, वह पूरी तरह न्यायसंगत है। बहुत अच्छा होगा यदि इस रोष को सटीक दिशा मिले और सरकार कोचिंग संस्थाओं के लिये निश्चित दिशानिर्देश लागू करे। इस संबंध में हम सरकार के साथ सक्रिय सहयोग करने को तत्पर हैं।
कोचिंग संस्थानों से जुड़ी यह समस्या ऊपर से जितनी सरल दिखती है, उतनी है नहीं। इसके कई पक्ष हैं जिनके तार कानूनों की अस्पष्टता और अंतर्विरोध से जुड़ते हैं। डीडीए, एमसीडी तथा दिल्ली फायर डिपार्टमेंट के नियमों में असंगति है। इसी तरह, 'दिल्ली मास्टरप्लान-2021', 'नैश्नल बिल्डिंग कोड', 'दिल्ली फायर रूल्स' और 'यूनिफाइड बिल्डिंग बाई-लॉज़' के प्रावधानों में भी काफी अंतर्विरोध है। 'दिल्ली मास्टरप्लान-2021' को छोड़कर किसी भी दस्तावेज़ में कोचिंग संस्थानों के लिये स्पष्ट प्रावधान नहीं दिये गए हैं। आशा है कि केंद्रीय गृह मंत्रालय द्वारा नियुक्त समिति जब एक माह में अपनी रिपोर्ट प्रस्तुत करेगी तो उसमें ऊपर लिखे अधिकांश बिंदुओं का समाधान मिल सकेगा।
हम पूरे विश्वास से कह सकते हैं कि टीम दृष्टि विद्यार्थियों की सुरक्षा को लेकर अत्यधिक सतर्क रहती है। वर्तमान में हमारी मैनेजमेंट में 'फायर एन्ड सेफ्टी ऑफिसर' का विशेष पद है जिस पर कार्यरत अधिकारी नैशनल फायर सर्विस कॉलेज (नागपुर) से पढ़े हुए हैं और बड़े अस्पतालों और मॉल्स में 14 वर्षों तक यही कार्य कर चुके हैं। वे प्रत्येक भवन का नियमित रूप से सेफ्टी ऑडिट करते हैं। इसके अतिरिक्त, प्रत्येक भवन के लिये एक-एक अधिकारी की ज़िम्मेदारी होती है कि वह रोज़ सुरक्षा के 16 बिंदुओं को चेक करे और इसकी सूचना 'बिल्डिंग मेंटेनेंस ग्रुप' पर अपडेट करे। हमारे क्लासरूम जिन भी भवनों में हैं, उनमें आने-जाने के लिये कम से कम दो रास्ते हैं ताकि किसी भी आपात स्थिति में बच्चे सुरक्षित निकल सकें।
दिल्ली नगर निगम द्वारा पिछले कुछ दिनों में की गई व्यापक कार्रवाई स्वागतयोग्य है।
इस समस्या का स्थायी समाधान यह है कि सरकार दिल्ली में तीन-चार क्षेत्रों को चुनकर उन्हें कोचिंग संस्थानों के लिये नियत करे। अगर सरकार क्लासरूम्स, लाइब्रेरीज़, होस्टल खुद तैयार कराएगी तो न ज़्यादा किराए की समस्या रहेगी और न ही सुरक्षा से जुड़े प्रावधानों की।
इस विषय की जटिलताओं को स्पष्ट करने के लिये हम जल्दी ही एक विस्तृत विश्लेषण (लेख या वीडियो) जारी करेंगे ताकि सभी विद्यार्थियों व अन्य हितधारकों को भी सभी पक्षों का अनुमान हो सके। हमें विश्वास है कि जब सारे पक्ष सामने होंगे, तब समाधान की सही राह निकलेगी।
एक बार फिर, यदि जाने-अनजाने में हमारी टीम से कोई चूक हुई है तो हम उसके लिये पुनः खेद व्यक्त करते हैं। हम विद्यार्थियों की सुरक्षा को लेकर और ज़्यादा सतर्क रहने का भरोसा दिलाते हैं।
In light of the tragic incident that took place in the basement of a coaching institute in Rajinder Nagar on Saturday (July 27) and the subsequent situation, Team Drishti’s views are as follows -
We regret that we are late in presenting our view. We did not want to say anything based on incomplete information. We are sincerely apologetic for this delay.
We express our deepest condolences on the untimely and painful demise of the three students Shreya Yadav, Tanya Soni and Nevin Dalvin in Saturday's unfortunate incident. We pay our humble tributes to the three aspirants and pray to God to give courage to their families to bear this irreparable loss.
While we do not have direct acquaintance with the families of these children, we are completely with them in this hour of grief. If we can do something for them in any way, we will feel grateful.
The anger seen among the students regarding this accident is completely justified. It would be appropriate if this anger gets correctly channelised and the government issues certain guidelines for coaching institutes. In this regard, we are willing to actively co-operate with the government.
The problem related to coaching institutes is not as simple as it appears. It has many aspects which are due to the ambiguity and contradiction of laws. There is inconsistency in the rules of DDA, MCD and Delhi Fire Department. Similarly, there is a lot of contradiction in the provisions of 'Master Plan of Delhi 2021', 'National Building Code', 'Delhi Fire Service Rules' and 'Unified Building Bye Laws'. Except ' Master Plan of Delhi 2021', no document has clear provisions for coaching institutes. We are hopeful that when the committee appointed by the Union Home Ministry submits its report in a month, most of the above-mentioned points will be resolved.
We can say with full confidence that Team Drishti is extremely cautious about the safety of the students. Currently, there is a special post of 'Fire and Safety Officer' in Drishti’s management. The appointed official has graduated from National Fire Service College (Nagpur) and has worked in big hospitals and malls for 14 years. Regular safety audits are conducted of each building. Apart from this, one officer for each building is responsible to check 16 points of safety on a daily basis and update the information on 'Building Maintenance Group'. The buildings in which our classrooms are located have at least two separate routes for entry and exit, so that in case of any emergency, students can come out safely.
The comprehensive action taken by Municipal Corporation of Delhi in the last few days is welcome.
A permanent solution to this problem is that the government should select three-four areas in Delhi and designate them for coaching institutes. If the government itself sets-up the classrooms, libraries, hostels, then there will be no problem of high rent or of safety provisions.
We will soon release a detailed analysis (article or video) to clarify the complexities of this issue so that all students and other stakeholders can understand all aspects. We believe that when all aspects will be clear, the right path to a solution will emerge.
Once again, if our team has made any mistake knowingly or unknowingly, we yet again express our regret for that. We assure you to be even more cautious about the safety of students.
