    Day 11: How QUAD is emerging as a strategic player in the Indo-pacific region? Examine it in reference to the contemporary interests of India. (Answer in 200 words)

    Introduction

    QUAD is known as the ‘Quadrilateral Security Dialogue’, it is an informal strategic forum comprising four nations, namely the United States of America (USA), India, Australia and Japan. One of the primary objectives of the QUAD is to work for a free, open, prosperous and inclusive Indo-Pacific region.

    The group met for the first time in 2007 on the sidelines of the Association of Southeast Asian Nations (ASEAN) meet. It is considered an alliance of maritime democracies and the forum is maintained by different mechanisms like- meetings, semi-regular summits, information exchanges, and military drills among member countries.

    Body

    The following Initiatives of QUAD make it a strategic player in the Indo-pacific region:

    • Global Health Architecture: QUAD countries pledged to strengthen the global health architecture to respond the COVID-19 pandemic and prepare the world to confront the next pandemic. The QUAD Vaccine Partnership was announced in March 2021 to expand the manufacturing of safe and effective vaccines for COVID-19. The initiative aimed to provide one billion doses of COVID-19 vaccines across the Indo-Pacific by the end of 2022.
    • Infrastructure Building: The “QUAD Infrastructure Fellowship” aims to develop future leaders to enhance a free and open Indo-Pacific region, and bolster capacity and networking across the region for managing and attracting investment in infrastructure projects.
      • In 2022, QUAD countries resolved to invest $50 billion in infrastructure development in the Indo-Pacific region over the next five years.
    • Climate Change: QUAD leaders in 2022 launched the “QUAD Climate Change Adaptation and Mitigation Package (Q-CHAMP)” with “mitigation” and “adaptation” as themes to address climate change.
    • Critical Technologies: QUAD countries are committed to bring enduring benefits to the Indo-Pacific region by providing options that build resilience, open communication and economic growth as they issued Joint Principles for Secure Software, Principles for Critical and Emerging Technology Standards,
      • The QUAD announced cooperation with Palau to establish a deployment of Open Radio Access Networks (Open RAN) that allows networks to be built using subcomponents from a variety of vendors.
    • Cyber Security: The QUAD has launched a public campaign, ‘QUAD Cyber Challenge’, to encourage internet users across the Indo-Pacific and beyond to adopt safe and responsible cyber habits.

    Significance of QUAD for India:

    • Countering China: The maritime space is a lot more important to China than engaging in opportunistic land grab attempts in the Himalayas.
      • A huge chunk of Chinese trade happens via the Indian oceanic routes that pass through maritime chokepoints.
      • In the event of any Chinese aggression on borders, India with cooperation of other QUAD members can potentially check China’s maritime movement in Indo-Pacific.
    • Emerging as a Net Security Provider: There is a growing interest in the maritime sphere, especially with the arrival of the concept of ‘Indo-Pacific’. For instance, many European countries have recently released their Indo-Pacific strategies.
      • India, located right at the center of the Indo-Pacific geopolitical imagination can realize the vision of a ‘broader Asia’ that can extend its influence away from geographical boundaries.
      • India can build around collective action in humanitarian assistance and disaster relief, monitoring shipping for search and rescue or anti-piracy operations, infrastructure assistance to climatically vulnerable states, connectivity initiatives and similar activities.
      • India with QUAD countries can check the imperialist policies of China in the Indian Ocean region and ensure security and growth for all in the region.

    Conclusion

    QUAD nations need to explain the Indo-Pacific vision more clearly with an overarching framework having the objective of advancing everyone’s economic and security interests. India has many other important partners in the Indo-Pacific like- Indonesia and Singapore, therefore, it should pitch for these countries to join the QUAD in the future.

    Bearing the strategic importance of area in mind, the QUAD members should take incremental steps to deepen their military cooperation in such a way that does not reasonably provoke China, while developing the capacity to act credibly together to face challenges, if the need arises.
