Day 36: Javed is a young Assistant Collector. His wife Shabana is an author, activist and blogger. Both are very active on Facebook and twitter. At both places, Shabana has been posting her views/photos/links on communal riots, malnutrition, environmental degradation by SEZs and other socio-economic issues of the state. Javed has habit of clicking ‘like button’ on Facebook and “re-tweet” button on twitter to all the posts made by his wife, without even reading them, just to keep wife in good humor. However, this behavior has been highlighted by certain social media platforms, sparking widespread debate and concern. Amid these developments, a volatile crowd has gathered outside the collectorate office, demanding Javed's dismissal from his position.

    Answer the following questions:

    A. List the foundational values missing in Javed? Explain.

    B. Suppose you’re the collector and chief Secretary directly sends an SMS order to you to ‘take care of this mess’, how will you proceed? (250 words)

In the age of digital discourse, where the virtual world often intersects with reality, a complex drama unfolds. Javed and Shabana, a couple intertwined in love and public service, find themselves at the crossroads of technology and ethics. Their virtual world, adorned with 'likes' and 're-tweets,' has ignited a real-world storm that questions the boundaries between personal expressions and professional responsibilities.

    A. There are several foundational values missing in Javed's behavior:

    • Ethical Integrity: Javed's lack of ethical integrity is evident in his habit of blindly clicking the "like" button and "re-tweeting" posts without actually engaging with the content.
      • Ethical integrity involves being truthful, honest, and consistent in one's actions. By mindlessly endorsing posts he hasn't read, Javed compromises his ethical standing and undermines the credibility of his social media presence.
    • Critical Thinking and Informed Decision-making: Javed's failure to read and understand the content of the posts before endorsing them demonstrates a lack of critical thinking.
      • Critical thinking involves evaluating information, considering multiple perspectives, and making informed decisions. His actions raise questions about his ability to analyze complex issues and make well-founded judgments.
    • Professionalism and Impartiality: As an Assistant Collector, Javed holds a public office that requires impartiality and professionalism.
      • His uncritical support of his wife's posts, which often address contentious social and political issues, can raise doubts about his ability to remain neutral and fair in his role. It's important for public officials to separate their personal affiliations from their professional responsibilities.
    • Transparency and Accountability: Javed's behavior lacks transparency and accountability.
      • By endorsing posts without understanding their content, he contributes to a social media environment where sincerity and credibility are compromised. This undermines his own reputation and can lead to skepticism about his intentions and capabilities.
    • Respect for Public Office: Holding a public office comes with a responsibility to uphold the principles of that office.
      • Javed's casual approach to social media engagement might be interpreted as a lack of respect for the seriousness of his role and the public's expectations from him.
    • Empathy and Open Dialogue: Javed's actions indicate a lack of empathy and a missed opportunity for open dialogue.
      • He could engage with his wife's posts by asking questions, seeking clarification, or expressing his own views. Constructive discussions are essential for addressing social issues effectively and fostering understanding.

    B. To manage this situation effectively and maintain transparency, Collector has the following course of action

    Immediate response:

    • Assessment of Facts: As a first step, I will thoroughly review Javed's online activities on social media platforms and gather comprehensive information about the posts, likes, and retweets in question.
      • This assessment will help in understanding the nature of the content shared, the extent of his involvement, and the implications it may have on his official position.
    • Engage with the Protesters: It's important to establish dialogue with the crowd gathered outside the collectorate office.
      • I would assign a senior official to communicate with them, reassuring them that their concerns are being taken seriously.
    • Investigate the Allegations: To address concerns raised about Javed's behavior on social media, I would initiate an internal investigation.
      • This would involve examining the specific posts and actions attributed to Javed and assessing whether they violated any established guidelines for government employees.
    • Respect for Freedom of Expression: I would emphasize that individuals, including government employees, have the right to express their opinions on social media as long as it doesn't violate the law or code of conduct.
    • Engaging with Javed and Shabana: I will arrange a private conversation with Javed and Shabana separately. This will allow me to understand their perspectives, motivations, and any possible misinterpretations.
      • During the conversation, I will emphasize the importance of maintaining a clear distinction between personal and professional actions, particularly on sensitive matters.

    After response:

    • Review of Social Media Guidelines: I will consult with the appropriate departments to review and strengthen our existing social media guidelines for government employees.
      • These guidelines should clearly outline the acceptable behavior and actions of government officials on social media platforms to prevent conflicts of interest and uphold the dignity of their positions.
    • Transparency in Findings: Once the investigation is completed, I would ensure transparency in sharing the findings with the concerned authorities and the public.
      • This would demonstrate that the government is taking the matter seriously and has followed due process.
    • Appropriate Action: Depending on the findings, appropriate action, if necessary, would be taken in accordance with government rules and regulations.
      • This could range from counseling and warning to more severe disciplinary actions if there is evidence of misconduct.
    • Public Address and Clarification: I will issue a statement to address the public's concerns and reassure them that the government takes these matters seriously and is committed to transparent governance.
      • This statement will highlight the measures being taken to ensure that personal social media activities of officials do not compromise their roles or responsibilities.
    • Ethics Training and Accountability: In collaboration with relevant training institutions, I will organize ethics training sessions to instill a sense of accountability and professionalism among government officials.
      • Emphasizing the importance of maintaining public trust, these sessions will underscore the need for discretion and responsible behavior.
    • Ongoing Monitoring and Communication: I will establish a dedicated communication channel for employees to seek guidance on appropriate social media conduct and to report any concerns.
      • Regular updates on the progress of implementing the new guidelines and workshops will be communicated to all stakeholders.

Javed's situation underscores the need for a nuanced approach, focusing on raising awareness about digital expression's implications, rather than mere reprimand. His story highlights that public servants bear a responsibility beyond personal lives, upholding ethics, impartiality, and public trust.

    • In an era of blurred personal-professional lines, Javed's case resonates with Roosevelt's quote "To educate a man in mind and not in morals is to educate a menace to society." His seemingly innocuous actions fuel a profound discourse on social media's influence on perceptions, decisions, and society, illustrating the challenge we all face in navigating its intricate impact on various responsibilities.
