Joginder served as the District Magistrate in Amarpur district for quite a few years.

He was an avid tennis player. He used to play tennis regularly in the Advocates' club. Many of his tennis partners were lawyers and became his close friends.

Joginder later moved away from Amarpur, eventually joining the Board of Revenue as a member. As a member of the board, Joginder had to hear appeals in disputes related to land matters.

It so happened that the economically backward Amarpur suddenly became an attractive location for the industrialists as its land values shot up due to passage of National Highway.

A case of an unauthorized land acquisition in Amarpur by an Industrialist was to be presented in the court of Joginder, prior to which, Harish, a close friend of Joginder, called him and explained him the case on behalf of the Industrialist, seeking easy passage of the judgement.

When the case was presented, Joginder went through the evidence and documents in a hasty manner and passed the judgement in favor of the industrialist.
