You have just been transferred to your new role as Sub-Divisional Magistrate in Tusem, Manipur. In the district, two villages Tusem and Tamenglong are facing the problem of connectivity due to no roads. The locals of these villages have to either walk for hours, or swim across the river to complete the journey. You have tried contacting the State Department of Road and Infrastructure for the sanctioning of funds, but it has been refused due to non-availability of funds and diversion of funds and labour to other projects as a priority. You have also tried to get help by approaching other senior officials in the administration and infrastructure department, but no progress has been made.
What would you do to resolve the issue of connectivity between the villages?
